This is a survey focusing on the implementation of affirmative action, specifically the quota system aimed at social inclusion of people with disabilities. Verifies the existence of a disputed issue concerning relative indeterminacy of who are the addressees of that measure. Thus , we bring to the debate the normative set of laws , decrees and international treaties that have sought to define people with disabilities , among whom Decree No. 3.298/99 and the Convention on the Rights of Persons with Disabilities UN . But we also analyze the main theoretical references related to the universe of disability, occasion in which we explore the evolution of human and fundamental rights of this group, through the main paradigms and demands of the social movements, knowing well what are the foundations of such rights and how require equal treatment. We seek to clarify and undo the conceptual mess that was established in the Brazilian legal system over the past 25 years, through the dissemination of the above information. We aim to enable it to comply with certain affirmative action requirements of validity, including the duty of justice and efficiency in fundamental redistribution of resources. We emphasize that the duty of social inclusion , as well as the success of affirmative action, are subject to greater knowledge about the rights of this group , both by law operators, as other professionals from other disciplines, which should work together to identify relevant facts in the social context that make individuals more vulnerable and justify state protection through the quota system .Item Acesso aberto (Open Access) Dimensões da informalidade em Belém(1999-12) SENA, Ana Laura dos SantosAs transformações no mercado de trabalho urbano brasileiro, especialmente a partir de 1990, têm influenciado no crescimento da precariedade através do aumento do desemprego e das atividades informais. Este artigo analisa as características de um segmento do setor informal na cidade de Belém - o dos vendedores ambulantes de produtos alimentícios. This can be clearly observed in the struggle to reduce discrimination against sexual minorities. Even with the fundamental rights written explicitly in the National Constitution, those vulnerable groups still find themselves marginalised, for it is hardly possible to visualize in the Brazilian State, true laicism and democratic order able to promptly guarantee those rights. Ensuring that homosexuals have the right to express their sexual orientation in any given situation, mainly in the work environment, is nothing more than to abide by the fundamental principles written in the constitution as well as following the principles declared in the Universal Declaration of Human Rights. The present work will narrow its scope to the study of the discrimination against sexual orientation in the work environment, further restricting its analysis on the discrimination against homosexuals only, namely, gays and lesbians.Item Acesso aberto (Open Access) A inserção das pessoas com deficiência visual no mercado de trabalho: um estudo em empresas da Região Metropolitana de Belém no período de 2000 a 2006(Universidade Federal do Pará, 2008) MORAES, Liliane Vieira; PALHANO, Eleanor Gomes da Silva; http://lattes.cnpq.br/2097579030181428This work investigates the insertion of people with visual deficiency in the labor market focusing on private companies in the Metropolitan area of Belém, from 2000 to 2006. Labor market is considered in this study as a complex system which results from the predominant rules of the relationship between capital and work. However, at the same time, there are insertion mechanisms based on criteria which are not always explicit and that can lead to discriminatory outcomes. The research was mainly based on data collected from private companies of the Metropolitan Region of Belém. This research shows that, throughout that period, the insertion of people with visual deficiency in the labor market in Belém was short, and that there was a significant disparity between the insertion of people with low vision and blind ones, the latter being almost non-existent in private companies within the Metropolitan Region of Belém.Item Acesso aberto (Open Access) A inserção feminina no mercado de trabalho sob o contexto capitalista nas regiões metropolitanas do brasil do período 2003 - 2014(Grupo de Estudos em Economia Política e História Econômica, 2019-07) CARVALHO, André Cutrim; AIRES, Alana Paula de AraújoFrom the historical point of view, especially since the seventies with the occurrence of worldwide social movements around the world, the culture of society has also been changed. The female gender has gained more space in the labor market and, consequently, increasing its level of education, well-being and schooling. However, they still suffer from the inequality of wages and from being a minority in positions that require a greater degree of education. In these terms, the present article seeks to analyze why even with so many advances in the economic and social sphere this phenomenon persists in contemporary capitalism. In addition, this study analyzed the relevance of female participation in the labor market, especially its economic representation from the point of view of contemporary capitalism. For this work, the descriptive-exploratory method was used, using secondary IBGE data. The author adopts a critical approach based on personal experiences, both as a researcher with a disability and through her interaction with her mother, who also has a physical disability. The study aims to identify the barriers and challenges faced by these individuals in accessing and maintaining employment, analyzing the landscape of inclusion in the formal labor market of the city and, more specifically, at the Federal University of Pará (UFPA). The research was conducted based on an analysis of quantitative data from the Annual Social Information Report (RAIS) for the period from 2007 to 2017, as well as interviews with employees with disabilities from UFPA. The dissertation is structured into three chapters that explore both the historical context and theoretical discussions on disability and inclusion. The dissertation concludes that without the intervention of public policies and the effective implementation of employment quotas, the number of people with disabilities formally employed would be even smaller. The research underscores the importance of representation of people with disabilities in social and political spaces, reinforcing the need for public policies that ensure not only access to employment but also the retention of these individuals in dignified and equitable conditions in the labor market.Item Acesso aberto (Open Access) O lugar da mulher e do negro no mercado de trabalho no Pará(1998) CASTRO, Edna Maria Ramos de; ACEVEDO MARIN, Rosa ElizabethO perfil do mercado de trabalho do Estado do Pará mostra alterações nas duas últimas décadas, decorrentes sobretudo da implantação de empreendimentos industriais de grande e médio porte, estimuladores de número expressivo de pequenas empresas prestadoras de serviços. Todavia a expansão decorrente desses novos investimentos e as flutuações do mercado, podem ser acompanhadas apenas através de dados estatísticos aproximativos. Para a Região Metropolitana de Belém (RMB), a qualidade das informações modificou-se positivamente com a realização da Pesquisa de Emprego & Desemprego1. Os dados levantados estão organizados de forma agregada, inclusive totalizando informações de natureza diferente - grupos de cor - o que dificulta uma análise mais refinada desse material. Permitem, porém, identificar tendências e explorar algumas hipóteses que contribuiriam para esclarecermudanças ou permanências de alguns padrões de organização e de reestruturação do mercado de trabalho. As informações qualitatitivas e com corte por ramos - a exemplo de setores industriais como alimentação, construção civil e serviços - ajudariam a ampliar o conhecimento sobre a estrutura e a dinâmica do setor analisado e do mercado. Neste artigo procuramos abordar, com base em fontes sobre emprego, censos demográficos e observações de campo em pesquisas anteriores sobre o perfil do emprego por setores de atividade e mais amplamente, sobre o mundo do trabalho nas empresas estudadas, dois ângulos do perfil ocupacional do Estado do Pará e da Região Metropolitana de Belém - o gênero e a raça2. Sob essa perspectiva buscamos compreender os mecanismos de dominação e as hierarquias presentes na sociedade e que são reproduzidas no mercado de trabalho.Item Acesso aberto (Open Access) A Noção de empregabilidade nas políticas de qualificação e educação profissional no Brasil nos anos 1990(Universidade Federal do Pará, 2005-09) ESPÍRITO SANTO, Maria Angélica Alberto doThis article's main objective is to present the different meanings that the term employability has acquired both at the conception and throughout the development of training policies for the work force in Brazil in the 1990's, a process which was highly influenced by neoliberal thinking. In order to do so, we minutely examined various documents produced by the Ministry of Education, the Ministry of Labor and Employment and the Ministry of Health, particularly those documents that touched upon education and training policies and the implementation of such policies. The conclusion is that education, particularly while administered by the Ministry of Education and the Ministry of Labor and Employment, was one of the major means through which the notion of employability was disseminated. Another conclusion is that the use of this notion has conditioned thinking and behavior in educational processes and labor relations. To analyze the transformations a theoric study about sub contractions and working conditions was made substantiated in the productive reorganization occurred in ALUNORTE S/A, a chemistry industry located at Barcarena City , Para , Brazil. The study is focused on the productive process reorganization and jobs redistribution based in this reorganization, all this considering the transition of a Taylor/Ford model to a Flexible Work/Production model. The caracteristic of this model is the flexibility in jobs associations and the rationalization of the productive process, this two factors conducts to the use of “flexible technology” that is a management process to improve the exploitation of the work force and the sub contractions . The empirical analysis expose the critical working conditions and the submission of the outsourcing employees in a visible condition face to the company, changing theirs status to a peripheric workers. This process to contract and allocation of work force became excluding for local working force since that the process didn’t absorb to personnel staff of ALUNORTE S/A the working force of Barcarena City (in most of cases), this action didn’t contribute to regional socioeconomic Development resulting in a increase of the segmentation of job market.Item Acesso aberto (Open Access) Trabalho e educação: expectativa do jovem da classe trabalhadora quanto às possibilidades da Escola do Ensino Médio da periferia de Belém ser contributiva para sua inserção no mercado de trabalho(Universidade Federal do Pará, 2016) MORAES, Rodrigo Ferreira de; ARAÚJO, Ronaldo Marcos de Lima; http://lattes.cnpq.br/7901626430586502The study deals with youths expectations of the working class, in Mario Barbosa State School, in the city of Belém of Pará, be contributory to their integration in the labor market. Discusses, also, the understanding of these young people of the meaning that school has in their lives, investigates their expectations about the inclusion in the labor market and what they think about the University. The research shows elements about the School role in the lives of working class youth. Its approach was classified as qualitative, the main data collection instrument is the focus group applied to twelve young. The issues that led the data analysis were how these young people find themselves in the future and what role the school plays in their lives. During the focus group, other element appeared and guided the research, such as access to the university. The research shows that these young people in the first grade of high school, from a school on the outskirts of Belém, have the expectation of joining the University, and only after the completion of higher education, enter the labor market. The research also demonstrates contradctoraly that these young people do not understand the current public school as a tool to enable their inclusion in the university, but recognize the teachers' effort, which can be a school precarious reliever, and thus get access to University.
