Item Acesso aberto (Open Access) Arranjos político-institucionais: a criação de novos municípios, novas estruturas de poder e as lideranças locais - a divisão territorial de Marabá na década de 1980(Universidade Federal do Pará, 2006) SILVA, Manoel Alves da; HURTIENNE, Thomas Peter; http://lattes.cnpq.br/7133222063843073In this thesis – institutional and political arrangements: the creation of new municipalities, new power structures, and local leadership; the territorial division of Marabá in the 80’s – we present the following assertion: the creation of municipalities as a result of the territorial partition of Marabá, in the southeast of the State of Para (Brazil), during the 80’s, is connected to the process of capitalist modernization, particularly in the (local) political dimension, and, in this case, at an institutional aspect. We therefore use Campos' concepts of symbolic power, political party, and leadership. Such concepts were developed by Bourdieu and concepts of leadership, political party and voter, defended by Downs. The research was conducted in the municipalities created from the territorial partition of Marabá: Parauapebas (1988), and Curionópolis (1988), which, on their turn, were disunited and originated the municipalities of Eldorado dos Carajás (1991), Água Azul do Norte (1991), and Canaã dos Carajás (1994). The physical structure of this work is formed by chapters: In the first chapter, we discuss the proceedings and the methodological approach used to produce the thesis. In the second chapter, we present the theoretical and analytical instruments, the problem, the object, and the hypotheses that guided this work. The third chapter discusses the onset of new municipalities from the perception of the local political leaders of Marabá. In the fourth chapter, we focus on the control devices and the political field as a space of dispute and dominion. In the fifth chapter, we present the political representations, the new structures of power, the alliances, the political competition, and the election disputes. In the sixth chapter, we deal with the southeastern territory of the State of Pará within the context of emancipations as perceived by the emancipated municipalities political leaders. Finally, we discuss our own conclusions in the light of the analyses presented in this thesis. Our most significant conclusions are: 1) The creation of new municipalities resulted from an institutional modernization process in the area; 2) The creation of these municipalities was a response to the interests of local political leaders and economic actors, at a municipal and regional state scale. From such conclusions, make at the following final considerations:There are different situations in Curionópolis, Eldorado dos Carajás, Parauapebas, and Canaã dos Carajás. Therefore, despite the fact that all those municipalities came from the territorial partition of Marabá, the final result produced different realities, marked by inequalities. In both cases, however, there could be seen a democratization process, in which political (electoral) disputes, and the resulting conflicts started to be regulated by rules defined by the State of Right. The methodological path adopted in this work chose the local leaders as important actors, aiming at capturing the “local political leaders’ vision” about this process.Item Acesso aberto (Open Access) Desafios de uma nova gestão pública para o desenvolvimento dos municípios no Pará(2011-12) PONT VIDAL, Josep; ROSA FILHO, Duarte de SouzaEconomic development at the municipal level has traditionally been studied from economical, political structure, or the endogenous capacity to innovate and create wealth. The theoretical hypothesis guiding this research is that economic development in a municipality, mainly depends on the classification of municipal management. From a multidisciplinary and interdisciplinary, methodological level, it presents the first phase of research, essentially exploratory, based on a quantitative methodology in several counties of the state of Pará. They expose themselves and analyze the variables: the planning and management people. The review of the political loop-administrative city in Brazil, would be related directly to multiple factors, among which include: changes in Brazilian political and institutional order, especially with regard to alternating periods of centralization and decentralization of political administration, the redistribution of population in the territory and the urbanization process.Item Acesso aberto (Open Access) O município como um sistema político: exercício de poder para o ordenamento territorial em Senador José Porfírio – PA(Universidade Federal do Pará, 2022-08-01) SILVA, Robson Leocadio da; SILVA, João Márcio Palheta da; http://lattes.cnpq.br/5356047514671129; https://orcid.org/0000-0003-0354-4639In this present master’s degree dissertation we seek to present a research related to the territorial planning of the municipality of Senador Jose Porfirio - State of Para, which inserted the Amazonian territorial context, presents itself as the only city that has a discontinuous territory. The territorial planning requires establishing interrelationships with a high degree of complexity, involving political conflicts, which can generate impasses and new spatial configurations. The territorial planning establishes government guidelines as new definitions of powers are established in the territory, with challenges imposed on municipal administrations and the influences created by a globalized policy. The municipality, on the other hand, is an institution thought of as an administrative tool that has been shaping itself on the European continent and is inserted in Brazil by its colonizers, that has always been seen in an inferior position compared to other units of federation (Federal and Government). After a historical formation that dates back to the 17th century (1639), Senator Jose Porfirio, which was once one of the largest municipalities territorially in the world, that was once named Souzel, reaches the present day with its separate territorial limits, after the emancipation of the municipalities of Anapu and Vitória do Xingu in the early 1990s. With the socio-economic dynamics established in the region and the implementation of large projects such as UHE Belo Monte and Volta Grande Gold, the occupation of the territory intensified, putting pressure on municipal management with basic demands such as health, education and road maintenance. The present research will try to analyze the possible implications in the territorial management of the municipality of Senador Jose Porfirio. Considering the context of discontinuity, municipal public management and territoriality, since it is imperative to strengthen the latter to achieve sustainable development.Item Acesso aberto (Open Access) A percepção dos jovens sobre valores e sistema político: estudo comparativo entre municípios novos e tradicionais(Universidade Federal do Pará, 2010) SOUZA, John Assunção de; HENKEL, Karl; http://lattes.cnpq.br/0986009640436799The present work through the methodology of quantitative research, conducting a comparative study on differences in values and ideas of the population about the political system, the state, democracy, participation and political representation in the municipality of Paragominas receiving influences of immigration various social groups which was founded by a population of origin of the Midwest mainly south and northeast Brazil during BR 010 (Belém-Brasília) who encouraged the migratory flow to the region during construction the process of colonization of the Amazon, and Cametá no migratory flow and so recognized as belonging to the municipality and traditional oldest municipalities of Pará state whose origin is from the colonial period but that, like Paragominas, belongs to the municipalities of medium-large. However, Cametá has an economy based on agriculture and is spatially more isolated and distant from the axis of development. A method applied was the completion of the survey in high schools where there is a concentration of people has allowed for cluster sample among students aged 16-24 years old.
