    The object of this work is to demonstrate the possibility of implement quota for black people in brazilian universities aiming to reach material equality throughout affirmative actions, as a way of minimalizing the consequences of historically cultivated prejudices that are still alive in our society under forms of discrimination. To accomplish this goal, we have proceeded to the analysis of the principle of equality and non-discrimination, linked to the principle of human dignity according to Ingo Sarlet's formulations. Afterwards, the theories of justice by John Rawls and Ronald Dworkin, named justice as equity and equity of resources, are studied as well as their relations with affirmative programs. Proceeding the research, we have studied the affirmative actions and the quota policies toward brazilian universities, tracing the characteristics of Brazil's academic population and highlighting the importance of equally ensuring the access to higher education. We analyze the criterion of justice, compatibility and efficacy identified by Brito Filho, the same ones that justify the implementation of quota and that are present in Ronald Dworkin's work, applying each of them to brazilian reality. Finally, we have demonstrated the quota policies' constitutionality in Brazil under the pluralist view about this subject that comes from Federal Supreme Court.

    Allele frequency distributions of six hypervariable loci (D1S80, APOB, D4S43, vW1, F13A and DYS19) in two African-Brazilian communities from the Amazon region

    The allele frequency distributions of three VNTR (D1S80, APOB and D4S43) and three STR (vW1, F13A1 and DYS19) loci were investigated in two Afro-Brazilian populations from the Amazon: Curiau and Pacoval. Exact tests for population differentiation revealed significant differences in allele frequency between populations only for the D1S80 and APOB loci. A statistically significant deviation from the Hardy-Weinberg equilibrium was observed only in the D1S80 locus of the Pacoval sample. A neighbor-joining tree was constructed based on DA genetic distances of allele frequencies in four Afro-Brazilian populations from the Amazon (Pacoval, Curiau, Trombetas, and Cametá), along with those from Congo, Cameroon, Brazilian Amerindians, and Europeans. This analysis revealed the usefulness of these Amp-FLPs for population studies - African and African-derived populations were closely grouped, and clearly separated from Amerindians and Europeans. Estimates of admixture components based on the gene identity method revealed the prevalence of the African component in both populations studied, amounting to 51% in Pacoval, and to 43% in Curiau. The Amerindian component was also important in both populations (37% in Pacoval, and 24% in Curiau). The European component reached 33% in Curiau.

    The main focus of this paper is to investigate about the presence/absence of the Negro in the syllabus of Education in the Countryside on the scope of the Forum Paraense of Education in the Countryside, an expression of Paraense Movement for an Education in the Countryside. As a starting point, the writer performed an exploratory study over the actions taken by the Forum and, through documents and interviews, aimed at identifying to what extent the ethnic-racial relations, from Act 10639/03 on, are included in the educational and curricular proposal of the Forum. Together with that, she sought to make a dialog with the literature which deals with Education in the Countryside as a specific field, and with the Ethnic-racial Relations. For that, she used the qualitative methodology reference as a means of analysis and propose strategies to dynamize the ethnic-racial relations in the education in the countryside on the State of Para.

    A cidade de Camilo: escravidão urbana em Belém do Grão Pará (1871-1888)

    The objective of this dissertation consists in the analysis of some aspects of black slavery in the city of Belem, between 1871 (year of the promulgation of the Law of the Free Womb) and may 1888 (when slavery was abolished). The focus of the research is directed to the “human experience” and the “everyday life” of a population that, despite being significant (at least until the middle of the 1880 decade), does not usually appear in the historiography about Belem in the late 19th century, commonly called Belem of the BelleÉpoque. Component elements of this context, as the boom of the rubber economy, the propagation of the ideas of “civilization”, “modernity” and “progress”, and the growth of the free population, end up leaving no space to the slaves that resided and/or roaming around the city and nuanced its landscape. The criminal process in which was the defendant one of this urban slaves, Camilo João Amancio, will be the conducting wire of the four chapters of this dissertation, that address the following problems: the relation of slaves with the police and justice; their insertion in the world of labor and in the urban market of slaves; the uses and meanings of non-work time that they disposed; and the networks of sociability that they wove with the most diverse individuals.

    Comunidad negra de Itacoã: territorio, biodiversidad y organización social, pilares para el etnodesarrollo?

    This research analyses and argues the possibilities and limitations of ethno-development in the black community of Itacoã from the study of its sustainability pillars: land, biodiversity and social organization. It should be taken into account that this village, located in the region of “Baixo Acará”, is undergoing a process of transformation of its productive activities due to a big demand of economic incomes from its families. Therefore, the use and management of the natural resources, the geographical closeness to the city of Belem do Para, and the internal management ability have all contributed as positive factors to improve the living conditions of the local population. However, the high rate of population compared to the geographical extension, the underground level of most social services and the seasonal difficulties to get some wages have all become obstacles to carry out rural development practices. It is also worth mentioning the preservation of the diversity of medicine and fruit plants in the area of research, as a result of the traditional agro forest management and the contradictions derived from the relations among the different families in the village and among them and the institutions involved, both state and private ones.

    Cotas raciais na UFPA: as percepções de estudantes cotistas sobre suas trajetórias acadêmicas

    In the field of studies about the functioning of race-based affirmative programs, the research delimits the Amazon region, precisely the Federal University of Pará (UFPA), to analyze the narratives of students who entered into the university by the racial quota system and have graduated or are close to complete their graduation. Through methodology based on life stories, thirteen academics from Law, Social Sciences, Computer Engineering and Medicine were interviewed, in order to make them talk about their experiences during the graduation as black students and as racial quota beneficiaries. The conclusions of this study suggest that, referring to the thirteen students interviewed, the program of UFPA has been effective in providing for these young people the access and the successful stay at the university, although they still face financial difficulties, problems to access cultural benefits and prejudice, both because they are racial quota beneficiaries, both because they are black.

    Does ethnic ancestry play a role in smoking?

    The higher proportion of smokers among Black people in Brazil has been attributed to socioeconomic disparities, but genetic factors could also contribute for this finding. This study aimed at investigating associations between smoking status with genetically defined ethnic ancestry and socioeconomic features in Brazilians. Blood samples were collected from 448 volunteers (66.7% male; age: 37.1±11.4 years) classified as current smokers (CS: 60.9%), former smokers (FS: 8.9%) and never smokers (NS: 30.1%). Individual interethnic admixtures were determined using a 48 insertion-deletion polymorphisms ancestry-informative-marker panel. CS showed a lower amount of European ancestry than NS (0.837±0.243 X 0.883±0.194, p≤0.05) and FS (0.837±0.243 X 0.864±0.230, p≤0.05), and a higher proportion of African Sub-Saharan ancestry than FS (0.128±0.222 X 0.07±0.174, p≤0.05) and NS (0.128±0.222 X 0.085±0.178, p≤0.05). NS reported a higher number of years in school than CS (11.2±3.7 X 8.9±3.8, p≤0.001). CS were less common in economic Class A (30%) and more common in Class B (56.8%). In multivariate analysis, only lower number of school years and lower economic class were associated with higher chances for CS. The use of genetic molecular markers for characterizing ethnic background confirmed that socioeconomic disparities are the main determinants of higher smoking rates among Blacks in Brazil.

    Educação brasileira e identidade negra em Kabengele Munanga

    This study aimed to identify the theoretical support that grounds the production of Kabengele Munanga and characterize the conception of black identity in the production of the author, and its contributions to the curriculum of the Brazilian Education. To achieve these objectives were researched two books of the author that deal specifically about the construction of the black identity. We also researched the bibliographic production realized by Brazilian and foreigner researchers that deal about the racial relations, the construction of the black identity and its implications for the Brazilian educational context, that are related to the academic production of Kabengele Munanga. This work was based on a theoretical research, starting from the reading of the documents and bibliography about the construction of the black identity and education. The school is understood as a social institution that generates values and reproduces the culture, therefore, becomes of fundamental importance the action of the school in avoiding any discrimination, being it for race, ethnicity, social rate, gender, religion or age. The trajectory of discrimination, segregation and denial of the black identity in all socialization institutions, including the school awakens the debate about initiatives for the statement of the rights of access to the education in all levels, understanding the great importance of the education in changing an unfavorable social context to the black people, as the Brazilian is. The denial of the black identity is characterized as a historical fact since the colonization of Brazil, and has been frequently stated in curricular omissions that are materialized in the silence about this object of study and the African culture. In this context, the educators havent received a specific formation to handle with the ethnic cultural diversity, neither with racial matters involved in their school quotidian.

    Um estudo sobre intelectuais negros na academia entre 1970 e 1990: trajetória acadêmica de Florentina da Silva Souza

    This study from the description of the academic trajectory of professor Florentina da Silva Souza presents how was the entrance of the black researchers in the university courses of postgraduate. We sought from the trajectory of the researcher understand how the studies developed for black intellectuals had impacting in the fight against racial discrimination in Brazil, identifying some difficulties found by blacks in the academic space to bring the racial issue as the central object of their analysis. The clipping time of the research focuses on the end of the 1970s and the 1980s and 1990s, period in which Brazil enter into a process of democratization after military dictatorship, moment when the black movement was reorganized and developed pressuring the government for that racial issue would become part of the political agenda. In describing the academic trajectory of professor Florentina da Silva Souza was used as it arrives in port theoretical the conceptual notions of Pierre Bourdieu (2008, 2009), more specifically the concepts of habitus, field and cultural capital in order to understand the choices that guided the life of the researcher in professional terms. As the methodological approach was used the concepts of biography and context, developed by Giovanni Levi (2006), that occurs when the particulars of biography and stands in the season, the environment, factors capable to justify the attitudes of Florentina during career as a researcher. In summary, it was found with this study that the professional experience of Florentina adds to many blacks of his time and today, that although to have ascended socially and entered on the university as professor researcher, did not exempt to suffer it preconceptions, because the place of inferiority that blacks were submitted, as demonstrated in the arguments of this research was built historically by theories that placed them as "inferior beings". Although to have been disqualified, these theories still persist in the social imaginary, bringing as a consequence the preconception and discrimination which is manifested in various social institutions of the country.

    A extinção da companhia de comércio e o tráfico de africanos para o estado do Grão Pará e Rio Negro (1777 – 1815)

    Our purpose was to study the trafficking of Africans to the State of the Grand-Pará and Rio Negro in the period 1777 to 1815. To achieve our objectives, we use the information contained in the database of the Transatlantic Slave Trade (BDCTE), the documentation compiled by Public Archives of Para Anaíza Vergolino Figueiredo and Napoleon in the book “A presença Africana na Amazônia Colonial: uma notícia histórica”, crossed with the documentation of Project Rescue - AHU also consult the bibliography. In the first chapter we developed an appreciation of historiography to dentify the same perception about the trafficking of Africans to the Grand-Pará, with questioning and articulating the main arguments on the issue, moreover, identified the production and the prospects of historiography that treats on trafficking in the state of Maranhão. Then we try to point out the factors which enabled the continuation of trade in slaves from Africa, being phased out commercial monopoly. We discuss some aspects of political and economic state experienced by the Grand Para. In this scenario it was possible to identify the impacts of the end of the exclusive trade, through the reactions of residents and administrators of Grand Para, expressed in the speeches made by them. At the end we pause to identify and dynamic organization of the traffic, the quantitative aspects of it. Furthermore, we observed that very little was said by the historiography on those responsible for this trade to continue after CCGPM therefore identify who the "businessmen" who financed the trade to the state in question, highlighting the participation of residents Grand Para, as custeadores this trade.

    Os herdeiros de Ananse: movimento negro, ações afirmativas, cotas para negros na universidade

    Ananse, the metamorphosis in spider of Goddess Aranã, coming from fanthi-ashanti culture, of Benin Region, in East Africa, is shown, in this paper, as the symbol metaphor of the resistance actions carried out by the Africans and their descendents in the American continent, particularly in Brazil. This way, it presents an ethnographic report of the saga of Goddess Aranã’s heirs in their fight against racism. The structure of that narrative is alike to a Theater Auto in which the antagonist character is the Racism, and the protagonist is Ananse’s heirs. The composition of that narrative starts with the assumption that the several cultures brought by the protagonist had a crucial importance in encouraging the African and their heirs’ fight, face to the wit of an antagonist capable of wearing, in time and space, many persons (masks) to confuse and weaken the protagonist speeches. However, the protagonist is also very smart in weaving his webs. Upon elaborating that narrative, the webs created by that character are recovered in order to insert, in the official Brazilian agenda the recognition of the existence of racism and racial discrimination in the society, and the state affirmative action policies, mainly, the use of the quota system to Negroes at the University. The fight is a narrative with epic characteristics which favors the role of string/action Negro movement.

    It deals about black people immigration from British Caribbean Islands to Belém, which occurred in the first decades of the 20th century, more precisely of those who were generally called Barbadians (barbadianos). It discusses the contours of this identification in Belém and analyses the life stories of the descendants of the second and third generations. It aims to discuss in which contexts and situations the signs of their identifications were manipulated to mark distinctions, by them and by others. In order to do this, it considers the symbols (of prestige and stigma) of the British, Brazilian and Barbadian identities, when they were related one to the other, and passed through by the process of demarcation of alterity, but also by the racism.

    Injúria racial e cotas: de que maneira os inquéritos policiais poderão contribuir para o debate racial acerca das cotas na UFPA?

    This research focuses on the implementation of racial quota in the Federal University of Pará - UFPA, based on analysis of police investigation of racial slur, the vision of O Liberal newspaper reporters and its readers, including the judgment of the injunction order filed by the Black movement Mocambo. Such dialogues are established to understand the social representation concerning racial relations in Brazil, as the conception of the social players becomes more clearly with the historical context of the recurrent comments, whether from police investigation, the non- quota students, or the competent authorities. To achieve this, the literature search was based on Thompson (2001), Chalhoub (1990; 2001), Dworkin (2005), among others, as well as the use of document sources (current legislation, news releases and newspapers Beira do Rio and O Liberal). After analyzing the contents, it was found that color is used to demarcate the inequality map between White and Black people, under possible conflicting situations. Besides, the debate on quotas must not be polarized, because it provokes the worsening of positions and minimization of factors equally important in the educational context. Although quotas alone do not solve the racial problem and the presence of Black students in the university, on the other hand they contribute for the democratization of higher education.

    O lugar da mulher e do negro no mercado de trabalho no Pará

    O perfil do mercado de trabalho do Estado do Pará mostra alterações nas duas últimas décadas, decorrentes sobretudo da implantação de empreendimentos industriais de grande e médio porte, estimuladores de número expressivo de pequenas empresas prestadoras de serviços. Todavia a expansão decorrente desses novos investimentos e as flutuações do mercado, podem ser acompanhadas apenas através de dados estatísticos aproximativos. Para a Região Metropolitana de Belém (RMB), a qualidade das informações modificou-se positivamente com a realização da Pesquisa de Emprego & Desemprego1. Os dados levantados estão organizados de forma agregada, inclusive totalizando informações de natureza diferente - grupos de cor - o que dificulta uma análise mais refinada desse material. Permitem, porém, identificar tendências e explorar algumas hipóteses que contribuiriam para esclarecermudanças ou permanências de alguns padrões de organização e de reestruturação do mercado de trabalho. As informações qualitatitivas e com corte por ramos - a exemplo de setores industriais como alimentação, construção civil e serviços - ajudariam a ampliar o conhecimento sobre a estrutura e a dinâmica do setor analisado e do mercado. Neste artigo procuramos abordar, com base em fontes sobre emprego, censos demográficos e observações de campo em pesquisas anteriores sobre o perfil do emprego por setores de atividade e mais amplamente, sobre o mundo do trabalho nas empresas estudadas, dois ângulos do perfil ocupacional do Estado do Pará e da Região Metropolitana de Belém - o gênero e a raça2. Sob essa perspectiva buscamos compreender os mecanismos de dominação e as hierarquias presentes na sociedade e que são reproduzidas no mercado de trabalho.

    Mobilização política de comunidades negras rurais: domínio de um conhecimento praxiológico

    Este artigo analisa a presença de comunidades negras no Estado do Pará, cujos lugares estão marcados de história e processos de territorialização. Mapeia essa presença e os conflitos em torno da terra ocupada desde seus antepassados. Identifica processos de identidades reatualizadas e a mobilização política em torno da titulação de terras na modalidades de remanescentes de quilombos. Do ponto de vista metodológico, procurou­se construir uma experiência de pesquisa diferente desde a construção do objeto e dos instrumentos de trabalho até às possibilidade de constituir-se uma "antropologia" ou uma "sociologia da ação".

    Negro e ensino médio: representações de professores acerca de relações raciais no currículo

    This study one consisted is an analysis of the teachers representations about the racial relations in the scholar curriculum of the High School. The analysis is produced from the concept of Representations in the perspective of Roger Chartier (1990;1991) and the contemporary studies about the racial relations and education. Associated to this concept, we used as the methodological way the Analyses of Speech (BARDIN, 1977; ORLANDI, 2004), in two steps. First the analysis of official and scholar documents were made with the objective of understand the materialization of the speech which the symbolical forms were produced and reproduced by the High School which tried to integrate the technical analysis of the Speech. The second step refers to the analysis of the oral documents, constituted of teachers speech from the High School. The results of the oral documental analysis give us two dimensions: the first corresponds to the education process anti-racist, which depends on the subversion of the teachers in the moving one to the contaminated representations of preconceptions, explicit or not, present in their pedagogical practices what will influence the students performance. The second dimension correspond to the need of the naturalization (or de-naturalization) pedagogically speaking. Anyway, such change only will be possible when the teacher develop knowledge to confront the question in the classroom by the curriculum, recognizing its theoretical and procedural singularity. Among this, we conclude that the teachers of History, Arts and Literature still are not integrating their pedagogical actions according to the Brazilian law Lei n 10.639/03.

    Negros da terra e/ou negros da Guiné: Trabalho, resistência e repressão no Grão-Pará no período do Diretório

    This paper aims to analyze the labor world in the Colonial Grão Pará during the Pombaline period, when Indians showed tenacious resistance to time and work discipline. Such discipline was imposed in the colonization process, associated with high rates of mortality, due to epidemics, resulting in the enhancement of the African slave trade to the captaincy in the 18th century, during the control of the Grão Pará and Maranhão General Trading Company. The Indians' and slaves' colonial experience, which encompassed excessive exploitation and oppression, led these populations to form an identity of interests, and to develop forms of collective resistance, which, thus, justified for a more severe repression by colonial authorities.

    O racismo na trajetória escolar e profissional de professoras universitárias

    This research utilized an interdisciplinary theoretical and methodological apparatus and focused on social and racial disparities along the academic and professional way of female professors. Brazilian literature examined in Psychology field does not offer examples of qualitative researches about social and racial disparities with an emphasis on black and white individuals. This way, and in this context, this study was included and intended to answer the following questions: 1) are there elements which indicate social disparities structurally produced that are related to the academic and professional trajectories of individuals socially entitled as black, mulatto and white? 2) Are there elements indicating racial disparities when comparing the life trajectories of those socially entitled as blacks and mulattos to those of the ones socially called whites? Three female professors participated in this research: one socially defined as white and two socially designated as blacks (a black-skinned and a mulatto). They concluded post graduation and work in different departments in a Brazilian public university. A social demographic questionnaire and a list for completing phrases were used as information was collected. The information gathered was converted into data. Data organization included a categorization process. The results showed that poverty, indicative of social disparities, was a reality for the participants during some periods of their existential trajectories, though, when considering skin color, it was verified the existence of a connection between the participants level of poverty and her skin color, and between the participants level of poverty and career choices. The results also showed that the schooling process became their path through their professional course in life and ascending social mobility; adversities that emerged along the white, the black-skinned and the mulatto womens life were overcome through support offered by relatives and friends and through the use of personal strategies; that despite the black-skinned professor finished her academic cycle, is a qualified professional who graduated in two different courses and has a post graduation degree, she is still a target for racism, displayed either explicitly, either in disguised ways; that racism toward black individuals, expressed directly or indirectly, was addressed both to the blackskinned and the mulatto women in different episodes of their lives, while the white woman was only an observer of racial social interactions in daily basis situations; that school and family are consolidated institutions that reproduce racism against blacks; that school presented itself as a contradictory social place since, although it pursues the development of citizens, it promoted social ostracism toward the participants when they were poor children attending elementary school, putting them aside during amusing activities, collaborating to the reproduction of social disparities. The results also showed a paradox, from one hand the school is an institution responsible for the upbringing of citizens, on the other hand, it presents itself as a place for the materialization of racism expressed in social interactions among classmates or between the teacher and the student, regardless the grade in which the student is; that racism against blacks is part of a subjectivity (re)construction process, though the meanings they attribute to this process differ according to their phenotypes and experiences in social relations involving a race issue; that the participants points of view toward racism and engagement in social movements against racial discrimination are related to the way racism affected their lives, as well as to the visibility of this phenomenon in the social world and/or in their personal experiences; that being a target for racism against blacks generates singularities responsible for the constitution of the individual herself and for the construction of an ethnic identity. The results of this study will help us in the understanding of racisms social and psychological aspects, in theoretical constructions about this issue, in identifying psychological and social mechanisms of social inclusion that exclude the black, in identifying ones psychological mechanisms when facing racism, in the elaboration of strategies for racism research, in providing subsidies to the creation and execution of programs that fight racism at school through curricular and extracurricular activities.

    Relações sociais na escola: representações de alunos negros sobre as relações que estabelecem no espaço escolar

    The aim of this paper is to discuss the theme: Education and Racial Relations, having as an investigation goal the social relations that the Afro-Brazilian students establish in the school environment from their representations. For doing so, the Pierre Bourdieu reformulations (1980, 1982, 1983,1998, 1999, 2002) about the Social Relations were adopted as well as a dialogue with the theory of Roger Chartier (1991, 1994) in the discussion of the representations as responsible classifications for the organization and apprehension of the social world (CHARTIER, 1991). These bases will be read in correlation with the contemporaneous studies about the Education and the Racial Relations (CAVALLEIRO, 2000, 2001, 2005; COELHO, 2003, 2006, 2007, 2009; GOMES, 2001, 2003, 2005, 2006). From the relations that deal with the representations world and from the propositions of Telles (2003) – for considering schools as the most important place to research about racial discrimination – The paper also aims to develop one analysis with the focus of investigating what representations the Afro-Brazilian students have about the social relations that they establish in their school. This research occurred with 7th and 8th graders, in two elementary schools located in Ananindeua which is located in the metropolitan area of Belém. The data collected through observation, questionnaire applications, and discussion groups meetings in the investigation locus. Some content analysis techniques were adopted (BARDIN, 1977) given the possibility of data comprehension that highlight other senses that underlie the messages, so that the aim of this paper is successfully established.
