Item Acesso aberto (Open Access) Um estudo sobre a ouvidoria da Universidade Federal do Pará: contribuições e desafios(Universidade Federal do Pará, 2013-09-13) ROCHA, Iraneide Evangelista; RODRIGUES, Olinda; http://lattes.cnpq.br/7223337303425352The following text presents a research carried on the Ombudsman Office of the Federal University of Pará, in the period 2006-2012, aiming to investigate the way that that office has been performing its duties and responsibilities, in the relationships amongst the university community. In order to achieve these goals, it has been determined the exploratory descriptive research as the methodological procedure, as well as the bibliographical and documentary modalities. Authors such as Rousseau, Schumpeter, Lyra, Vilanova and others, were used to define concepts of analysis, such as: state, democracy, public ombudsman. As a result of that research, it has been exposed some initial considerations that express the importance of the Ombudsman Office of UFPA for the university community, perceived as an instrument of mediation and democratization of access, in the search of the efficiency of the services offered by the institution.Item Acesso aberto (Open Access) Ouvidoria do SUS: um instrumento de gestão participativa?(Universidade Federal do Pará, 2013-05-22) LIMA, Marcus Wilke Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This dissertation discusses the brazilian public ombudsman as defense mechanism of citizens' rights, specifically the Ombudsman's Unified Health System (SUS) in the state of Pará and if this constitutes as an instrument of participatory management, as recommended by the Ministry Health. In the study it was observed the process of implementation, implementation and decentralization in the management of state policy in the state of Pará. A qualitative approach was adopted which allowed the investigation of processes of social relations, whose data could be obtained through documents and interviews with those involved in the issue at hand. It is evident that the public ombudsman, like any state apparatus is an arena of political struggle, thus wove considerations on the state from Marx, Gramsci and Poulantzas, highlighting the reform suffered by the Brazilian government in the 1990s, which Behring characterized the counter-Reformation because of his tendency to write off social and labor rights already conquered. Then we present different points of view regarding so-called participatory democracy that can identify with both the Reformed liberal thought or put yourself in the perspective of transforming society through radical democracy. Grounded in Marxist theoretical framework analyzes the existing literature on public ombudsman and presents the National Policy for Strategic and Participative Management SUS, whose ombudsman is one of its elements. The results showed that the way the Ombudsman SUS was designed and the design of participation adopted by this which is limited to a mere instrument for measuring user satisfaction are undoubtedly the main obstacles to the Ombudsman is, in fact, an instrument of participatory management.Item Acesso aberto (Open Access) As ouvidorias de saúde pública no Estado do Pará: uma relação dialógica entre governo, medicina e sociedade?(Universidade Federal do Pará, 2012) MORAES, Diana Coeli Paes de; OLIVEIRA, Paulo de Tarso Ribeiro de; http://lattes.cnpq.br/9266787581530443; FERLA, Alcindo Antônio; http://lattes.cnpq.br/6938715472729668That paper emphasizes about the Public Health's Offices as an area of citizen participation in administrative management inquiring if it happens a Dialogic Dynamics Relationship between Government, Medicine and Society in the perspective of harmonization of management and services provided by public health in accordance with the policy of Humanization by SUS. The guiding hypothesis of the study it is the popular participation trough’s offices are produced transformations in practice played by different actors in setting health care practices in alignment with the principles and strategies humanization of the single health system with ability of tension arising in the biomedical context roles that became as prevalent from on 17th century. The point of view is to identify the effective contributions of the performance of public health's offices in building and implementing new practices of health according to the PNH. It was be developed in four chapters, dealing with social participation and the history of public health's offices in Brazil, the SUS and the Humanization of Health Policy, research itself and conclusion. The qualitative and exploratory design research that seeks to know, describe and understand the reality of the policy of humanizing public health institutions in the State of Pará, through the demands of offices in a process of expansion of democratic mechanisms of social control of public health policies. Among the results achieved in this research what it's discussed, it is that the public health's offices has the clear commitment to become an institution of excellence and fulfill its role in promoting dialogue between the State, Medicine and Society. As for this process to collaborate in the construction of new practices in health, it doesn’t identify effectiveness. However, as symbolic value of representativeness, accessibility, communication and dialogue without bureaucracy between Society and the Public Administration it is significant. It’s noted how important that was the Public Health Management to organize in their multiple instances.
