    A Descentralização no processo de desenvolvimento da região de integração do Tocantins no Estado do Pará

    This research aimed to examine the effects of Participative Territory Planning (PTP), which presents itself as a new form of management intervention and decentralization of public policies on the dynamics of Region development in the period 2007-2010, the Region of Integration (RI) of Tocantins, which comprise of the twelve regions of Integration of the State of Pará, being composed of a number of municipalities with similar characteristics and have different socio-economic indicators. This tried to determine how was the strategy of the PTP in the formulation and decentralization of public policies on regional development. To this end, we used the analytical approach and empirical reasoning of the neo-institutionalism, theory that considers as one of the causes of the existence of regional development institutional transformations. Among the findings, although it was found indicators that demonstrate the development of RI Tocantins, it appears that PTP was an innovative instrument of public policy in the State of Pará, but for lack of datum, there is no evidence that this had a direct influence on the regional development process

    By taking the state government of Pará in 2007, the then Governor Ana Julia Carepa (PT) presents the Participative Territorial Planning which was an instrument through which the Government of the State of Pará aimed to ensure popular participation and decentralization of management, through steps where the population was consulted on issues and public policy proposals advocated local or regional. These proposals were incorporated into the statutory planning instruments (PPA, LDO, LOA) for the government to implement over the 04 years of management. The process involved the participation of more than 80,000 people across the state and elected councilors to compose 3983 12 Regional Councils of Popular Participation and more Counselors State 105 to compose the State Board of Public Participation. However, the project worked on actors with veto power within the executive branch, who ultimately decided not to implement public policy through the PTP, due to interests and infighting in the government. Thus this thesis aims to analyze the factors that have prevented the action of the PTP, making the process ineffective during the years 2007 and 2010.

    O PTP e as limitações para a efetivação de políticas públicas: participação popular no governo de Ana Júlia Carepa (2007-2010)

    This paper presents the participatory management model implemented by the Ana Julia government, who was in charge of Pará state executive from 2007 to 2010. Based in analysis of this mechanism for popular participation, this paper discusses the relationship between the government and the PTP advisers, focusing on capture representative members of social organizations and movements, and also the limitations that prevented the Public Administration to implement the actions and works proposed by PTP. In spite of use the Internet to overcome the territorial barriers, absorbing the concept of e-Government to advance the decentralization of public administration, more than 60% of the popular demands have not left the paper. It is concluded that a number of factors, such as the consolidation of political culture in the structures of government, the limits of information technology and planning problems to implement the PTP and to consolidate demands imposed themselves as obstacles to the full development of this participation mechanism.
