    Income generation is a question that reveals itself plenty of complexities and importance while searching for actions and public policies that permit sustainability in the conservation unit of sustainable use called Extractive Reserve (RESEX). To support this argument, this work makes a connection between the effects of income and the autonomy that rises from it. Besides, it is proposed that, for income to be generated, employment has to be created as well. Various concepts are presented for the historical and theoretical analysis. The link between employment and income is established by means of analysis of the variables collected from field research in Caju-Una, Céu and the Pesqueiro village, the three communities inside the reserve area, the Soure RESEX. Such variables, related to indicators as age, educational level, income and genre, are part of the social-economic profile of the area studied, in wich many social actors coexist. Despite the conflicts caused by the relationship among these actors, it was found an effort to establish points of accordance that facilitate the goal of generating income in the communities, in a way to benefit all actors.

    Adoção e difusão de inovação no estado do Pará: uma análise a partir do sistema regional de inovação (1995 - 2006)

    In an economical context, where intangible factors, like innovation and learning assume a increasing importance in the productive process, the regional innovation system becomes an important instrument of economical development.. The state of Pará reveals an economy seated in the primary production, with low technological intensity and low competitiveness. In order to demonstrate the innovative capacity of the state of Pará in the optics of its regional system of innovation, the research analyses the processes of adoption an diffusion of innovations in three different sectors. Further, investigates the relationship among productive sectors, the university and the public politics of S&T. In spite of the existence of an important institutional arrangement of R&D, the interaction absence among the agents restricts the generation, diffusion and adoption of new technologies, denoting a reduced regional innovative capacity. That condition is worsened by the fragility of the public politics of S&T, configuring a deformed and disjointed regional system of innovation.

    Agronegócio do dendê: evolução no Estado do Pará, no Brasil e no Peru

    Oil palm monoculture is increasing in the world and in the entire Amazonian watershed. It is therefore necessary to have a scientific insight on the applied public policies of this sector, it is also important to assess the influence of technological changes in order to enhance positive impacts and to neutralize or mitigate negative impacts. It was used an evolutionary approach to determine the influence of; public policy of tax exemptions and credits (which allowed a strong initial capitalization of companies in the sector), the creation or adaptation of state organizations (to promote the development of plantations), as well as the technological development of breeding, pest management (to increase the production), harvest of fresh fruit branches (to reduce cost and increase production) and the treatment process of extraction palm oil waste (to allow the environmental license) in the development of oil palm agribusiness in the Brazilian state of Para and Peru. A survey was conducted to get some information from the current local farmers and it was also done a historical study on the public policy of tax exemptions, credits and the creation of state institutions or the changes that they experienced, such as the technological changes in this agribusiness. The similar issues found in Para and Peru were: (i) the states with public funds, are those who created this monoculture, (ii) they created organizations/institutions and legal regulations to promote its development; and (iii) at the beginning, tax releases were established to favor only large companies but in recent years these policies allowed direct access to credits to microproducers, it has increased the social base defense of this crop against to opponent ecologist groups. It was found a "predisposition" of the authorities to promote this monoculture and the acceptance of the local farmers due to the permanent "income." It suggested that better public policy in addition to better decisions of the public and private enterprises and the use of superior technology brought together higher production levels of palm oil fresh fruit in Para and Peru, and the increase of planting areas in the last years. Moreover the palm oil waste treatment in both countries is considered as an extra cost and it is only done by big enterprises. It was concluded that the state play the role of player-mediator, which main role was the promotion and development of this monoculture, likewise, the technological development facilitated to the increase of production levels, it supports even more to the promotion of palm oil monoculture in both states.

    Amazônia legal: análise de convergência da renda municipal com base em um modelo threshold

    This paper is an analysis of the process of convergence of income between the municipalities of the Legal Amazonia in the period of 1980 to 2004, trying to identify the existence of clubs of convergence using a model threshold. Results indicated for the formation of six clubs of convergence, among them shows a process of convergence between the clubs extremes. In general, human capital proved to be significant in explaining the process of growth of the groups of municipalities richer. The results also indicated that the physical capital was significantly negative for explaining the process of economic growth of most clubs of convergence, demonstrating in this way, a negative role for public investment undertaken in the districts of the region.

    The survey consists to establish a relation between regional development and specific characteristics of the region of the lower Tocantins, seeing the participatory planning process developed in that region by the Popular Plan of Sustainable Development of the downstream region of Hydroeletric Plant Tucuruí - PPDJUS. In the context of the mentioned plan, the survey analyses the regional development and management, considering the limits and possibilities of popular participation, the articulation between municipal scales and their consequences on regional scale, and finally, the conception of development proposed in the plan, according to regional particularities. As a methodology to develop this work was used survey and literature review; research and document analysis(PPDJUS, agreements and projects); and semistructured interviews with members of social and union movements, members of the government, members of research institutions and representatives of ELETRONORTE. Became evident that the management model developed in management councils (municipal and regional), created for the definition of investment, represents an advance in face of negotiation process of different social subjects involved(social and union movements, enterprise and government), according to the idea of participatory planning. However, the limits of participation are still evident owing to the restricted participation of a few leaders, institutionalization of social movements and the continuous strong presence of conservative political culture, based on traditional relations. In spite of these fragilities, this development proposal, which considers the environmental variable and proposing projects by the base demands, presents major conditions to fit the regional particularities, as opposed to most recent federal government policies which articulate the region, more focused to the demands of economic development of the international market.

    This work aims to present a study about the relationship established between mining and metallurgy companies located in the industrial district of the city of Barcarena, in the state of Pará, from the analysis of the interactions between the companies central offices and its nets of suppliers, that execute the improvement and exportation of minerals bauxite and kaolin. According to theoretical approach that defend the occurrence and the dissemination of technological innovations as base for the economic development, a study was become fullfilled on the form as the clusters are capable to generate and to keep competitive advantages from the constitution of based systems of innovation in cooperative nets integrated by a specific group of public and private agents. Statistical techniques of descriptive and multivaried analysis had been used – more specifically the factorial analysis, as well as was effected the classification of the companies according to performance observed in the analysis dimensions. These techniques have as purpose to carry through an inquiry of bigger level of complexity, capable to detect specific behavioral elements of the integrant ones of this cluster in particular, as well as making possible the individual comment of the performance of the firms in relation to the identified latent factors through the factorial analysis. The study of the factors it was carried through from the analysis of six conceptual dimensions, by means of which the original mass of 108 variables was summarized in a total of 22 underlying factors. The behavior and the performance of the companies then were analyzed by means of the comment of the factorial loads, that reflect the correlation between the original variables and the identified factors. The classification of the firms was effected by means of the verification of them props up standardized factorials. The results of the research show that, even so the studied enterprise segments present, on average, reasonable competitive capacity, and pledge significant efforts in the direction to get benefits of the structure and of the local environment, still they present weak performance in relation to the innovative actions of training and learning activities, as well as register resulted particularly bad in relation to the development of cooperative actions. Consequently, the suppliers net wastes the potential of synergic profits capable to raise the platforms of local competitiveness.

    This work is a case study of Local Productive Arrangement - LPA of the hipbuilding industry in craftsmanship Igarapé-Miri region of the Low - Tocantins. This activity consists of sites managed by teachers employed owners of a body of tacit intellectual, passed from generation to generation. It aims to investigate the potential of LPA shipbuilding craft in support of endogenous development in the region. Therefore, we analyzed the main characteristics, structure of production, cost, employment, market and employment in small businesses of LPA in the shipping industry as well as the dynamics and potential of the sector, its main problems and barriers to its development. Thus, the survey found the increase in production tonnage of the shipping industry and the economic actors, political and social changes that it has benefited. The research adopted the methodological study of the experiences of learning system and seeking to understand innovation systems and local productive systems based on the evolutionary view of innovation and technological change.

    Desenvolvimento local e capital social: uma análise interdisciplinar do processo de indução do DLIS no Estado de Roraima

    A new trend in terms of actions for the local development has been configured. These actions consider the territory and its actors. It is in this context that the inductions methodology of the Integrated and Sustainable Local Development (DLIS, from the portuguese Desenvolvimento Local Integrado e Sustentável) arises. This Program is a strategy of participatory induction for the development, which mobilizes communities resources, that in partnership with the State (in its three levels) and the market, reaches diagnostics and identify potential vocations, prepare integrated development plans, in the perspective of the subjects involvement as proponents and protagonists of a social action in their territories. With this study it was aimed to understand the multidimensionality of the DLIS process in the state of Roraima, and at the same time, looking for the causal link between the socio-economic trajectories (results) of DLIS and social capital. The survey is characterized as qualitative research. The case study method was applied, involving the municipalities of Rorainópolis, Uiramutã, Baliza and Pacaraima. It was adopted three dimensions analytical contextual, which are: conceptual, implementation and of impact. In the evaluation of social capital were considered as variables the participation, trust, cooperation and networks. During the data interpretation, the following approaches were employed: contextual analysis, descriptive analysis, differences in proportions analysis and correspondence analysis. The survey results showed that some concepts and categories employed by the Program, while important, have some failures. Two municipalities, Rorainópolis and Uiramutã, were considered as good results. This, because they combine a number of issues that expressed desirable conditions to turn the DLIS effective with its multiple dimensions. Moreover, the municipalities of Baliza and Pacaraima were classified as bad results municipalities. The results of the DLIS in Rorainópolis and Uiramutã are linked to the social capital (positive relation). Despite of the extensive literature that assigns the relevance of the social capital, it does not have, yet, satisfactory instruments to measure the social capital. In this context and in fact, the understanding of these results represents merely an approximation.

    Determinação dos clubes de convergência da renda per capita agrícola - uma análise para os municípios cearenses

    This paper analyzes the process of agricultural county convergence in the state of Ceará using a threshold model in the period from 1970 to 1996. The results show the existence of four clubs of convergence. One formed by the group of richer counties; another one by the group of poor counties and two intermediate groups. The results intra-clubs show that both human capital and physical capital are important to explain the growth process of Ceará's agriculture. On the other hand land is important only for the two richer clubs.

    Indústria e desenvolvimento regional: a trajetória da perfumarias Phebo em Belém

    The current work is the construction of a study whose area of expertise lies in the fundamentals of the history of business. Taking as a case study Perfumarias Phebo, a company of Para, which stood in the national market of perfumery. The research method consisted of gathering information regarding the location, historical background and evolution of the administrative and financial Phebo in the period 1936 to 1988, made from information provided by the company, interviews and collection of material. Soon we could perceive the trajectory of a company using the pau-rosa (Aniba rosaeodora Durke), a raw material coming from the Amazon to create your product greater market acceptance, the Soap Phebo Odor de Rosas. In the context of regional development, fragrance internalized knowledge based on the use of local raw materials and became a leader in the Brazilian market a fragrance with the expansion of its plant to the cities of Sao Paulo and Feira de Santana-Ba. In 1988 the company was sold to the group Procter & Gamble Company, American multinational. That in turn in 1998 sold the company to the Casa Granado, who now exercise control over Phebo.

    As influências socioeconômicas e ambientais da cadeia produtiva do dendê no desenvolvimento local do baixo Tocantins

    This paper investigates the social, economic and environmental influences of the "palm oil agrobusiness" in the dynamics of the local development of “Baixo Tocantins”. According to the strategic nature of the research, the method used was the quali-quantitative type, from the perception of integrated local agents of the chain production. We conducted interviews and collected secondary data in order to identify, analyze and interpret the factors of socioeconomic and environmental impacts and externalities which are configuring people’s quality of life.The results showed that the introduction of the chain production of palm oil in “Baixo Tocantins”, with monoculture features, is producing a wave of negative socioeconomic and environmental effects in the form of vertical integration of production. The family rural worker has become a kind of “employee outsourced “of the company, through a contractual relationship in which the absence of participatory decision-making mechanisms shows that the power structure and the forces that determine the governance of the chain production of palm oil are controlled in a unilateral way by Agropalma. This process is supported by the weakness of the social organization of these workers in the surveyed communities, reflecting the low level of awareness among farmers about the importance of social organization as a tool for empowering these social subjects. This environment neither allows local communities to accumulate enough capital, nor enjoys good quality of life, with a guarantee of substantive freedoms and appropriate environmental conditions that can induce endogenously, a dynamic path of local development. It is expected through this search a contribution to deepen the discussion about the implementation of public policies in rural areas, particularly those related to the expansion of palm oil culture as one of the possibilities to recover deforested areas and promote regional development, based on integration between agribusiness and small family rural worker in Para state.

    Marketing territorial como instrumento para o desenvolvimento local: o caso de Igarapé-Açu, Pará, Brasil

    This paper analyzes the feasibility and importance of the use of territorial marketing, to build a sustainable local development process, considering the local identity and socio-economic dynamics of production processes in the municipality of Igarapé-Acu. This thesis was conceived during the construction process and routing of a strategic plan for the municipality of Igarapé-Acu, organized by local actors, through a forum of organizations and institutions, known as the Municipal Development Forum, a program encouraged by the result of an agreement between the Government of the State of Pará and the World Bank, called Rural Pará. In particular, the research examines, based on secondary and primary data collected in interviews, workshops, discussion concerning the Territorial Marketing and production lines contained in municipal strategic planning, the possibility of the construction and implementation of a Plan of Territorial Marketing in the city of Acu-stream, located in the northeastern state of Para, concluding relevance to implementation of a sustainable development strategy, the use of such a planning mode, writes the difficulties and limitations of this methodology for implementation, depending on the socio-economy of the territory in question and the ease of implementation, because there is an accumulation of experiences, and an ongoing, organization of local actors.

    Morte e ressurreição da SUDAM: uma análise da decadência e extinção do padrão de planejamento regional na Amazônia

    SUDAM became extinct in May 2001 with the official argument being that the Institution had been infiltrated by fraud and corruption. Therefore, allegedly faced with the pressure of public opinion, the Brazilian Government closed-down this Institution (the same as SUDENE) and its tax incentive policies that had fomented regional development in Brazil. This thesis supports the opposite argument that corruption was not the determining factor for the extinction of SUDAM, but that this came about due to the incapacity of the Brazilian Government to continue maintaining this level / standard of financing for regional development in Amazonia based on the policy of tax incentives, given the fiscal-financial crisis being faced since the eighties. Numerous economic policy measures were taken by the State that diminished / reduced the financial resources operated by SUDAM´s Investment Fund, consequently restricting its operational capacity for the maintenance of payments to projects that had received incentives and the financing of new projects in the region. By shutting down SUDAM and its policy of fiscal incentives, the funding that had been the standard for financing regional development since it was conceived in the seventies also automatically ended. As a result the region was left without any viable and acceptable alternative for financing its development. The creation of a new form of funding as part of the new Institutions - ADA, without the existence of the fiscal incentives has not proven advantageous to private capital, making the demands for these resources unviable. As an alternative policy, the government is being forced to recreate SUDAM, but without any link to fiscal incentives. However this has still not taken place and the resurrection of the Institution itself has slowed down.

    A natureza nos planos de desenvolvimento da Amazônia (1955 -1985)

    This thesis aims to analyze how Amazon nature was conceived and appropriated in the Amazon development plans elaborated to be implemented between 1955 and 1985. Historical processes and their implementation were delineated, emphasizing their social and environmental dimensions. The research document base was formed by the development plans, reports, government acts and statements, magazines and newspapers, legislations, cartographic images, besides the literature related to the theme. The analyses were based on the theoretical and methodological principles of Environmental History. The evidences produced revealed that water, soil, forests and subsoil acquired new meanings in statements and actions envisaged in state planning. This process reflected a conception of Amazon nature as a source of natural resources for maintenance and expansion of the adopted development model that did not take into consideration the region historical dimension. It was observed during the interpretation of a theoretical and methodological matrix in the wording of the plans that indicate continuity among them. The measures of environmental content, incorporated in the elaboration of the plans in the 1970s, resulted from pressures from multilateral financial institutions, to guarantee financial resources to ongoing projects. At the same time, some initiatives formed in defense of the Amazon by: intellectuals, social movements, religious institutions, peasants, rubber tappers and Indigenous people with distinctive interests, relocated the discussion on nature. The understanding of the historical dimension that guided the conceptions of nature in the various analyzed processes enable the emergence of a more diverse and richer social history of the Amazon.

    Os Fundamentos agrários do desenvolvimento da Região Tocantina

    The agrarian foundations of the development of the Tocantina Region are related to the form of occupation of the soil and as the regional several productive structures of the agrarian are articulated. The strategy of official economic intervention in the Tocantina Region privileged the great enterprises agroindustriais through financial and monetary incentives, generating, besides all, serious environmental problems, agrarian conflicts and desregionalization of the property of the money. The base of these productive structures is the property landowner, the salaried work of low qualification and the homogeneous production. The process of characterized development, then, for the exploration of the natural resources and for the monoculture, was not take in considerated other important aspects of the local development, the formation of human and social goods of the area and consequently they were not capable to improve the conditions of life of the population. As alternative to the concentrated and excludent model, are the rural structures, that using small units of land, family work, diversified production and capacity dealing with the natural resources in order not it to drive the lackness, they act in such a way that its efficiency is determined by the capacity of work of each family, its intern rationality defines, then, a way of performance, with high productivity in the Tocantina Region, being able to contribute with the employment growth and income, as well as with the development.

    Políticas públicas de compras governamentais como estratégia de indução ao desenvolvimento local no Estado do Pará

    With the crisis of the Brazilian State, from the beginning of the 1980s, the role of implementing municipal actions and projects that contributed to the resumption of economic growth starting from the localities was witnessed. However, municipal public administrations face difficulties in making programs that include the distribution of jobs and income viable. This dissertation analyzes the government procurement policy as a local development strategy, mainly through the promotion of micro and small businesses of local base. The research covers two cases of government procurement in the municipalities of Belém and Paragominas, where a questionnaire was applied to 60 representatives of the population of Micro and Small Entrepreneurs, with the end of a parameter between these two locations. Secondary data were also collated from documentary sources of the municipal statistics of the Brazilian Service of Support to Micro and Small Enterprises; the information system of social indicators of the municipalities of the Public Ministry of the State of Pará and the Amazon Foundation of Support to Studies and Research in Pará, both of which provide socioeconomic, cultural and tax data of the surveyed municipalities. The results revealed that the surveyed entrepreneurs receive little incentive from different orders to develop their municipal-based businesses, where little has an institutional environment favorable to entrepreneurship, according to the institutional and Neoinstitutional theory. It was concluded that government procurement policies, as an element that induces local development, have little efficacy, indicating that the (neo) institutional matrix, as an anchor of local development, has little or no coverage of its foundations in the cases studied, that the analyzed samples were more favorable to Paragominas, in relation to the municipality of Belém.

    The purpose of this dissertation is to analyze the implementation of the public politics of ecotourism for the Amazon Region, with a cutting out in the Development Program of the Ecotourism in the Amazon (PROECOTUR), in the Belem pole/Atlantic Coast. Another aim is to analyze the participation of the social actors in this process, as well as the contribution of this Program for the sustainable development in the area under consideration. This study is based on bibliographic searches, on documents including photographs and maps and fieldwork to collect data. Following these procedures, it is described the process of implementation of this Program as well as the factors that had contributed for its discontinuity. The analysis of public politics of tourism, notedly on ecotourism, reveals that these realities are rarely analyzed. It is too expected to contribute with the amplifying of the knowledge on the same realities. And, yet, with this work it is intended to collaborate in the way that the involved social actors understand the importance of its participation in the process of implementation of these politics and to promote the sustainable development as so desired.

    An important expression of the Brazilian social thought in the 20th century, the work of the geographer Milton Almeida dos Santos (1926-2001) is widely known for its contributions to the critical theory of space, to the study of the urbanization in “underdeveloped” countries and to the interpretation of the Brazilian territory in the period of globalization. The present work seeks to investigate a less recurrently approached aspect of the miltonian work, namely its contributions to the field of the urban and regional planning. In the light of a historical-structural interpretation method and based on a set of main (bibliographic survey, documentary survey and analysis and content analysis) and complementary (contextual analysis and semi structured interviews) methodological procedures, the miltonian contributions to this field are investigated from two perspectives, one of diachronic character and the other of synchronic nature. In the diachronic perspective, the historical-genetic aspects of urban and regional planning in Milton Santos‟ work are highlighted, in order to elucidate the greater or lesser presence of this theme along the professional and intellectual trajectory of the geographer. On the other hand, from the synchronic perspective, the miltonian thought is understood in its contemporary insertion in the field of urban and regional planning, considering the important transformations it went through in the recent decades. It is concluded that Milton Santos can be considered one of the intellectual expressions of Brazilian social thought that has dedicated itself to think about urban and regional planning, and that for two reasons. Firstly, because this problem was recurrent in his vast academic production and in the technical and political-administrative activities that he exercised in different institutions. Secondly, because the miltonian thought is today an important theoretical-conceptual system that offers to researchers and planners an original analytical perspective (the political economy of the territory) and a propositional and operational perspective (the civic territorial model); contributions that have been inspiring Brazilian academic production at postgraduate level in the problematization and interpretation of issues concerning urban and regional planning in the Amazon. This reaffirms the relevance and timeliness of Milton Santos‟ intellectual legacy to the field of city and regional planning.

    This work aims to analyze the importance of logistics in speeches and territorial structuring projects in the metropolitan area of Belém, taking into account the major infrastructure projects of regional urban accessibility and private investment linked to the transport sector. In this sense, hand launches the theories of uneven geographical development, modernization and metropolization space to understand the configuration of the recent metropolitan dynamics of Bethlehem To conduct the survey started up some methodological procedures, such as:. Research and literature review and documentary; systematic observations; This discourse analysis in newspapers, metropolitan transportation plans and interviews with public and private actors from the logistics sector. The reflections of this work will meet the relation between the discourse on logistics and the design of metropolitan space. In it, there is the presence of a discursive matrix that meets ideas as city "chaotic", the "disorder" urban and "chaos" everyday that need to be eliminated and which serve as a subsidy for another speech that gives you sequence: which spread the solution of metropolitan problems through better logistics infrastructure to metropolis and you can better enter it in the national and international economic environment. It is therefore a discourse that justifies the implementation of major projects in metropolitan space and enhances a city model discontinuous and dispersed, structured by major road works, in order to allow better accessibility to a larger scale nature regional, indicating an embryonic trend of formation of a city-region in the Amazon with regional particularities. Logistics, in this sense, appears as a "solution" quite encouraged by the governmental sphere, for the installation of companies with guided organizational logic of just in time. It follows that these urban transformation practices end up contributing to the production of a fragmented space and limited access to the population.

    O programa territórios da cidadania: uma estratégia de fortalecimento das coletividades locais, ação governamental e desenvolvimento rural sustentável: o território da cidadania do sudeste paraense em foco

    The territory of Citizenship in the Southeastern State of Pará has had great changes and production cycles, and receiving policies and programs from the federal government. However, to be successfully implemented, these policies go through great challenges that are intrinsic of its elaboration, with regard to the participation of local collectivities, spreading of information and even lack in management process after these policies are applied. This research aims to identify through the study of this territory the process of implementation and progress of the Citizenship Territories Program, , which purpose is to reduce social inequalities and promote a sustainable territorial development, considering the local and regional peculiarities and the effectiveness of the same in the territory, discussing in a territorial approach the contribution under this program for the efficient social management in the territory, from the performance of the Territorial Development Board (CODETER) and its contribution to the Sustainable Rural Territorial Development. This research has been done by Participant Research, through direct contact with the facts and participation and observation of meetings and plenaries. For both, was elaborated a theoretical and conceptual basis of the subjects covered; presented a survey of southeastern Pará features from its evolutionary history of use and occupation until the present context and creation of the territory of citizenship; conducted an analysis of the planning process and participation of local collectivities through an analysis of the construction and implementation of the Territorial Sustainable Rural Development Plan in Southeastern Pará, which was elaborated in the year 2010; We also discuss the performance of CODETER as public space for debate and social management of the territory, this axis will seek to analyze the actual contribution of CODETER in the process of sustainable rural development and regional integration. We can conclude with regard the territorial management, that despite the historical construction of the Territory through numerous debates to think and / or coordinate public policy, currently occurs a process emptying these spaces of debate, especially the lack of social movements and municipal councils, which complicates the management and effective implementation of the development plan, this fact makes it difficult the territorial management and consequently the process of sustainable rural development and territorial integration. We observed that this public policy is still not very significant to overcome the developmental model and unequal of the territory, therefore, is not being given due importance, both by social movements as well as by various public institutions, making it difficult to obtain really effective results and the promotion of sustainable rural development of the territory.
