    The survey consists to establish a relation between regional development and specific characteristics of the region of the lower Tocantins, seeing the participatory planning process developed in that region by the Popular Plan of Sustainable Development of the downstream region of Hydroeletric Plant Tucuruí - PPDJUS. In the context of the mentioned plan, the survey analyses the regional development and management, considering the limits and possibilities of popular participation, the articulation between municipal scales and their consequences on regional scale, and finally, the conception of development proposed in the plan, according to regional particularities. As a methodology to develop this work was used survey and literature review; research and document analysis(PPDJUS, agreements and projects); and semistructured interviews with members of social and union movements, members of the government, members of research institutions and representatives of ELETRONORTE. Became evident that the management model developed in management councils (municipal and regional), created for the definition of investment, represents an advance in face of negotiation process of different social subjects involved(social and union movements, enterprise and government), according to the idea of participatory planning. However, the limits of participation are still evident owing to the restricted participation of a few leaders, institutionalization of social movements and the continuous strong presence of conservative political culture, based on traditional relations. In spite of these fragilities, this development proposal, which considers the environmental variable and proposing projects by the base demands, presents major conditions to fit the regional particularities, as opposed to most recent federal government policies which articulate the region, more focused to the demands of economic development of the international market.

    A carreira docente na rede municipal de ensino de Belém-Pará sob a ótica dos professores

    This study addresses the Teaching Career in Municipal Education Network Perspective on Belém teachers. We sought to answer the following questions: How do teachers assess your career? It is an attractive career? The study's general objective: to analyze the careers of teachers regarding the attractiveness from the perspective of some teachers, from 1991 until 2014. And as specific objectives: a) to analyze the Statute of the Municipal Education Network for Teaching Belém and related laws regarding the movement, encouraging the formation, working hours, working conditions and remuneration; b) systematize the educational policy of the municipality of Belém in regard to career teachers ; c) analyzing the views of teachers about their career. For the research a literature review on faculty compensation and career was made. An analysis of the career of teachers from the Statute of the City of Belém Teachers (Law No. 7.528/1991) and related laws was also performed. To grasp the perspective of teachers interviews with teachers and representatives of SINTEPP were performed. The survey concluded with regard to the movement that RMEB career is not attractive, since in practice the functional progressions were never effected. In regard to encouraging the formation, it was concluded that the normative field RMEB offers attractive because it guarantees paid leave for improvement and payment of bonuses. With regard to working hours, we can conclude that according to the testimony of teachers, the composition of the journey is not attractive element, because there is not enough time to prepare their classes or perform other important activities within the time period required for Time activity. Regarding working conditions it is concluded that they are inadequate, especially with regard to the physical and material conditions of educational units and do not constitute the attractiveness of career factor. Regarding the remuneration we may consider that it does not translate to attractive career factor, given that remuneration is constituted mostly of bonuses. Therefore, we can conclude that teachers of RMEB does not consider its attractive careers.

    Políticas de turismo e sustentabilidade em comunidades tradicionais: perspectivas conceituais

    The public policies of tourism in Brazil and in the Amazon, analyzing its implications in the political and administrative reality of traditional communities and its relationship with the historical sustainability of those populations in relation to the natural environment. It is an exploratory research, and in order to achieve its goal, describes the trajectory of the public policies of tourism in Brazil and, particularly, in the Amazon confronting them with theoretical background that support the formation of public policies, specially of sustainable tourism, which permeates the new programs of tourism and foresees the inclusion of community participation as an important element to carry out the public policies of tourism.

    Políticas públicas de turismo na Amazônia brasileira: sua ascensão às agendas do Amazonas e do Pará

    This thesis shows the results of a research on tourism public policy of two states in the Brazilian Amazon. It aims at understanding the process of formulation of tourism public policies in the states of Amazonas and Pará, therefore highlighting the rising of this issue to the agenda of these states. The research uses as a theoretical reference the Multiple Streams Model of Kingdon. The empirical evidences are sustained in the analysis of documents on policies and their decision streams, and semi-structured interviews with the participants of the decision making process. The results indicate that the rise of tourism on the agendas of the states of Amazonas and Pará was the result of the convergence of the stream of problems, public policies and politics, as well as the action of visible and invisible active participants; that the solutions to the promotion and facilitation of tourism in the mentioned states are materialized in the plans for tourism Victória Régia and Ver-o-Pará; the active participants are also mentioned in these plans. It is concluded that new participants turnedout in the specification of the alternatives that generate the solutions in these plans; that the existence of distinct factors were demonstrated in the Multiple Streams Model, the influence of the federal public administration and the guidelines and determinations of the Brazilian Ministry of Tourism influenced, respectively, the streams of politics and public polices; and finally, that tourism was identified and defined as an opportunity for the development of the two states and not as a public problem to be solved.

    The thesis carries out comparative analysis of the integration processes of community participation in local management and its impact on tourism public policies in protected areas of the triple frontier of Brazil, Colombia and Peru. This fact is centered on the premise that the tourism phenomenon as part of the administered life, that is politics, involves a series of formal and informal character of processes. This is because the assumption is that the tourism sector - Tertiary sector of the economy - is riddled marketing of adjustments that are presented as part of its genesis and therefore shrouded in the most diverse manifestations of power relations. Thus, the different segments of tourism practice are also steeped in conflict relations. Resulting from this is that public policies for the tourism sector, as in any given activity, are shrouded in the centrality of power constituted mirroring their actions and decisions. The new ways of conducting the tour displacement, particularly those linked to the use of natural resources, such as carried out in protected areas are based on biossociocultural sustainability as a way to mitigate the negative impacts of the activity. In this case, the indigenous communities living in the interior areas or around these areas seek to be included in the participation processes to cope with struggles for rights historically usurped. This fact is that come the management bodies with decentralization as an establishment resistance perspective setting up a new process for tourism research. As well as the constant search for new markets provides the opening constantly tensioned geopolitical conforming boundaries and prone to all kinds of conflicts and violence.

    The search for the guarantee some rights to people historically marginalized due to sexual orientation gains strength from the promulgation of the 1988 Constitution. Called Gay, lesbian, bisexual and transgender (LGBT) seek, in addition to non-discrimination in various spheres, certain basic rights that would be in a democratic society dictates as the right to form a family (ensuring the welfare or property right, for example) or have a condition befitting the genre they have chosen (strengthening citizenship and dignity to the person). This study conducted a survey and analysis of LGBT demands that emerged in the Brazilian National Congress, through the House of Representatives, highlighting the legislative process regarding the Bills involving this specific population. This particular political demands, caused by pressure articulated for social groups, is caused by the stage of the democratic process, on which are founded the demands of social minorities within the contemporary institutions, as well as the result of a new conception of individual (non-essentialist), which emerged during the twentieth century. It was noticed that there is intense activity in this parliamentary lawmaking in disjointed rule, as well as the strong presence of groups opposed to LGBT policies. It also became clear that traditionally leftist parties appear more favorable to LGBT demands, although the most important guideline to determine the success or failure of certain policies is, as we will discuss in this work, linked to institutional factors.

    Qualidade de vida dos usuários do transporte fluvial na Amazônia: acessibilidade e políticas públicas

    The river transport is the main form of displacement of traditional communities in the Amazon, and responsible for the quality of life and survival of riparian. The research aimed to describe how public policy and accessibility not carry river in the Amazon. The accessibility was assessed river Passenger Terminal In the cities of Santarém and Oriximiná and choose was made for the representativeness of the sample with exclusive transportation for population and they transport cargo. It was evaluated as Public Policy through the Political positioning in creation of new ports law using as shorthand notes. It was observed that the terminals in the Amazon not have an accessibility planned for national standards defined for the National Agency of Waterway Transportation (ANTAQ) and the Brazilian Association of Technical Standards (ABNT). As shorthand notes had largest placements in discussion as bid as areas port and contract maintenance time focusing greater cargo transportation areas and responsible amendment for the local assessment in the Amazon in order to generate as future Public Policy no had positioning parliamentary Amazon. By analyzing the quality of life addressing Infrastructure and how generated policies to river transport user Amazonian were observed there is little accessibility and how Public Policy in sector aim to transport cargo to the detriment of users and have little regional representation, not a national struggle political, negatively impacting the quality of life of inland waterway transport in the Amazon user, however no shortage of river transport studies, as research increase necessary being no paragraph sector future Public Policy planning that they encourage the accessibility in the Amazon.
