Hence, the southeast region of Pará is highly benefited by horticulture as it features favorable clime and soil conditions for pineapple cultivation, plenty of labour and low production costs. As it is a region with an immense area for settlements, which has still been in its early stages of structuring with low levels of income to the settlers and still precarious development conditions, it is important and urgent for the entire southeastern Pará that alternatives of investments and direction of public policies aimed at structuring the chain production of pineapple are considered and hence promote local development. This piece of work, meeting the immediate needs of the producers and managers, shows the pineapple culture as an important alternative for family farming, benefiting a great deal communities of small farmers in the southeastern Pará. It aims at evaluating the performance of public policies on pineapple production, showing the roles assigned to each public entity involved in this activity and their actual performance. Looking into bibliographic data and information through on site questionnaires, interviews and observations, it has been concluded that it is advantageous to exploit pineapple in the southeast settlement areas of Para, taking advantage of the familiar structure generating both employment and income, since it does not require large areas of cultivation or huge technology investments. The role of public policy flaws on several points listed throughout the work, which has made it difficult and hindered local development. Defying the odds, small producers keep on struggling and increasing the production of each crop, putting the city in the second place in the national production of pineapple.Item Acesso aberto (Open Access) Agronegócio do dendê: evolução no Estado do Pará, no Brasil e no Peru(Universidade Federal do Pará, 2015-12-03) VÁSQUEZ, Jorge Arturo Mori; ALMEIDA, Oriana Trindade de; http://lattes.cnpq.br/0325909843645279Oil palm monoculture is increasing in the world and in the entire Amazonian watershed. It is therefore necessary to have a scientific insight on the applied public policies of this sector, it is also important to assess the influence of technological changes in order to enhance positive impacts and to neutralize or mitigate negative impacts. It was used an evolutionary approach to determine the influence of; public policy of tax exemptions and credits (which allowed a strong initial capitalization of companies in the sector), the creation or adaptation of state organizations (to promote the development of plantations), as well as the technological development of breeding, pest management (to increase the production), harvest of fresh fruit branches (to reduce cost and increase production) and the treatment process of extraction palm oil waste (to allow the environmental license) in the development of oil palm agribusiness in the Brazilian state of Para and Peru. A survey was conducted to get some information from the current local farmers and it was also done a historical study on the public policy of tax exemptions, credits and the creation of state institutions or the changes that they experienced, such as the technological changes in this agribusiness. The similar issues found in Para and Peru were: (i) the states with public funds, are those who created this monoculture, (ii) they created organizations/institutions and legal regulations to promote its development; and (iii) at the beginning, tax releases were established to favor only large companies but in recent years these policies allowed direct access to credits to microproducers, it has increased the social base defense of this crop against to opponent ecologist groups. It was found a "predisposition" of the authorities to promote this monoculture and the acceptance of the local farmers due to the permanent "income." It suggested that better public policy in addition to better decisions of the public and private enterprises and the use of superior technology brought together higher production levels of palm oil fresh fruit in Para and Peru, and the increase of planting areas in the last years. Moreover the palm oil waste treatment in both countries is considered as an extra cost and it is only done by big enterprises. It was concluded that the state play the role of player-mediator, which main role was the promotion and development of this monoculture, likewise, the technological development facilitated to the increase of production levels, it supports even more to the promotion of palm oil monoculture in both states.Item Acesso aberto (Open Access) Alimentação adequada e saudável no campus Belém da Universidade Federal do Pará: estudo de caso das ações e programas institucionais voltados para alunos e servidores(Universidade Federal do Pará, 2023-08-16) SOUSA, Tanha Charle Santa Rosa de; FISCHER, Luly Rodrigues da Cunha; http://lattes.cnpq.br/5038078976448551; https://orcid.org/0000-0002-1662-8703The right to food is inherent to the human being, therefore inalienable and independent of any legislation. However, the recognition of this right in norms, agreements, declarations and other instruments is important to ensure its enforceability by the holders and compliance by the State. In 2014, the Ministry of Health updated the new version of the Food Guide for the Brazilian Population, which is one of the national strategies to promote adequate and healthy food that integrates the National Food and Nutrition Policy, aiming to provide individuals and the community with dietary practices appropriate. In this context, the University Restaurant (RU) is an environment conducive to the promotion of adequate diets and the development of healthy eating habits, a precept that should be extended to all places authorized to offer food to the academic community. Thus, the research problem arises: how, at the Federal University of Pará, are actions aimed at encouraging and controlling adequate nutrition offered to students and civil servants, with the aim of developing healthy eating habits? Thus, the general objective of the work is to analyze how UFPA develops actions and programs to encourage and control an adequate and healthy food for students and employees at the Campus of Guamá in Belém, having as a parameter of analysis the national and institutional guidelines for the development of healthy eating habits. Thus, once the case was defined and the field delimited, the research carried out was of a mixed type, based on multiple case study techniques in a quantitative and qualitative approach, in which a bibliographic and documental survey was carried out. Then, a deductive diagnostic analysis of the case was carried out from the bibliographical and documental landmarks based on the interpretation of the data. In this way, the research verified how UFPA promotes programs and actions to promote adequate and healthy eating by the community of students and civil servants, having as an analysis criterion the guidelines of: WHO, the Food Guide for the Brazilian population (2014), the National Food and Nutrition Policy, the National Food and Nutrition Security System, the National Food and Nutrition Security Policy, the National Student Assistance Program and the Integrated Attention Subsystem to Server Health. Therefore there is no single pattern of interaction between Executive and Legislative in the process of public policies production. In the Brazilian political system the Executive and Legislative are directly responsible for the incumbency of editing public policy, hence the objective of this research to investigate, under the new institutionalism approach, the basis of the interaction between these powers in the production of a new national policy in mental health between 1989 and 2001, its period of legal consolidation, considering the correlation of forces that are usually established between them in the process of public policies production. The Brazilian constitution of 1988 established as a state’s duty to formulate public policies that promote, protect and restore the health of people, strengthening the hole of Congress as arena of public policies decision, but the Executive establishes its own dynamics in the process of public policies production, using various institutional instruments that can exclude the Legislative from this process.Item Acesso aberto (Open Access) Caça e segurança alimentar em comunidades ribeirinhas do médio Xingu(Universidade Federal do Pará, 2015-01-30) SOUSA, Girlian Silva de; PEZZUTI, Juarez Carlos Brito; http://lattes.cnpq.br/3852277891994862Hunting is an extremely complex issue, due to the serious impact on the environment, but also because game meat is one of the main sources of animal protein for the traditional Amazonian people. This essay discusses subsistence hunting and the lack of access regarding river communities from the Reserva Extrativista do Rio Iriri to food security policies. It aims to discuss the socioeconomic contribution of subsistence hunting, and to bring evidences of the difficult situation in which these families live while trying to gain access to food products and public services in general. To achieve these goals, this paper embraces the theme from an economic and anthropological perspective, by using ethnographic resources to show evidences of the relations between man and environment, as well as the interaction between the economic sector and the other sectors in social life. For this discussion, the theoretical and methodological support from Maurice Godelier, Karl Polanyi, Pierre Bourdieu, Jorge Gasché Suess and Napoleón Vela Mendoza was used, as well as concepts of microeconomics.Item Acesso aberto (Open Access) Cadeia produtiva da bovinocultura leiteira no município de Tailândia, estado do Pará: sistemas de produção e tecnologia(Universidade Federal do Pará, 2015) NERES, Lilaine de Sousa; SENA, Ana Laura dos Santos; http://lattes.cnpq.br/6603890343726711; LOURENÇO JÚNIOR, José de Brito; http://lattes.cnpq.br/2919433679918544This dissertation aims to characterize the productive chain of dairy cattle in the municipality of Thailand, Pará, Mesoregion Northeast Pará. Were evaluated secondary data on government and institutional sites, and primary data through interviews with producers, community leaders and experts from public institutions. The milk production chain suffered changes due to changes in the local economy, characterized by pressure on environmental enforcement and introduction of new crops. The median age of producers was 52.5 years, with low educational level and performance in the business for over ten years. Milk production is the main income-generating activity, among other rural and urban character. The properties using traditional system with reduced use of forages and supplemental feeding. As health measures, there is compliance on the implementation of FMD vaccine, under control and supervision of the Agricultural Protection Agency of Pará, as well as prevention against parasites and worms, however, there is no control and reproductive planning. Milking is done manually in a covered corral, once a day, and only 34.7% of the properties have piped water on site to hygiene of food handlers, utensils and animals. Because of the suspension of activities of the municipal dairythe production milk and dairy products is piped to the informal trade, which configures a public health problem. The properties had a high technological level, reflecting in animal productivity, with an overall average of just 4.59 liters / cow / day. In this context, it is important that public policies promote sustainable production systems through technology transfer, the development of production of dairy products, with certification of quality and food safety, bearing in mind the preservation of social, economic cultural and of family farmers.Item Acesso aberto (Open Access) Comunicação e identidade: apropriação e estratégias do Movimento Xingu Vivo para Sempre em reação à Hidrelétrica de Belo Monte(Universidade Federal do Pará, 2014-05-28) FERREIRA, Jaqueline Almeida; PONT VIDAL, JosepThere is a trajectory of collective action in the Brazilian Amazon that has the quest for understanding and recognition of his speech to claim their livelihoods and rationality. This collective action, represented by the Xingu Alive Forever Movement (MXVPS, in portuguese), a coalition of organizations that embody the Belo Monte hydroelectric your ultimate symbol of opposition, seeks understanding and recognition of your speech through the appropriation of communication tools, particularly internet and its technological apparatus, and media culture (KELLNER, 200l), with all its icons of power and formatting of cultures and identities in contemporary times. The appropriation process undertaken by MXVPS does not happen fortuitously, but has a methodology, an action to recognize the "adversaries", appropriate them and make them, strategically, through the mediation of culture and identity, turn into something else, in other ways, now useful to counter-hegemonic struggle for recognition. The MXVPS engenders its action by: 1) the history of the groups that make up the collective, a history of human rights violations and silencing; 2) the representations and meanings of their identities, especially in the national and international stage, and 3) the perception of the political groups around for the results of action. This research findings point to the existence of a paradigmatic trajectory of communication in the Amazon in response to a major development project, with specific methodologies guided by discursive acts and identity. They are strategies that are intended, by means of Theory of Communicative Action (HABERMAS, 1987), aimed at mutual understanding, make valid claims and speeches, leading to recognition and, potentially, to meet their demands . However, the implementation of the health policies is often precarious leaving many Brazilians without access to health care. Because of this there is a growing search for the judiciary to solve eventual conflicts. The legal decisions often bring monetary impacts because of the arrest of resources implemented. This dissertation will analyze the reasons associated with this problem. The fundaments of the judges´ decisions are evaluated and it is found that they use a retributive justice perspective which brings a mismatch between the nature of the conflict and the solution given. Further investigation shows the budget as a fundamental point to the comprehension and solution of the problem, and I discuss the finality, the control and the constitutional principles related to this. In the discussion it becomes clear the importance of public expenditure and the respect to what is established in the budgetary law, reinforcing the discussion of the nature of the Brazilian Budget. I analyze the public expenditure control as well as the mechanisms available to the justice to intervene when the public administrator does not follow the law. Finally it is shown that it is possible to implicate even the head of the Executive for the measures adopted by the State which are not in agreement with the Public Budget.Item Acesso aberto (Open Access) Crianças ribeirinhas e quilombolas da Amazônia: crescimento, determinantes sociais de saúde e políticas públicas(Universidade Federal do Pará, 2016-09-29) FILGUEIRAS, Ligia Amaral; SILVA, Hilton Pereira da; http://lattes.cnpq.br/3917171307194821The Amazon represents over half of the tropical forests in the world and has the highest biodiversity in the world, but continues to suffer serious environmental problems due to the illegal exploitation of its resources. Human populations living in these areas are indigenous and non-indigenous, largely rural, with intense miscegenation between white settlers, the indigenous native population and Africans who came as slaves. They are small producers who depend on and deeply know the nature and its cycles and use relatively simple technology, little impact on the environment. These populations living in rural areas are considered made vulnerable, especially children. This study aimed to assess the health situation of children from three population groups of the Amazon residents National Forest Caxiuanã (PA), the Sustainable Development Reserve Mamirauá (AM) and seven Quilombo communities (Africa / Laranjituba, St. Anthony , hoses, Spring, Oriximiná, Trumpets and Abacatal - PA). 990 children were analyzed 0 to 9 years of age compared to WHO criteria from 2008 to 2015. It was found that children Caxiuanã are in deficit height / age (26.15%) and children Mamirauá (17.9%), while among the Maroons the most serious situation was in the Spring community (35.72%). The difference between them was significant (p = 0.018) and the Tukey test indicates that children Caxiuanã are worse off with regard to weight / age. In general, all communities lack environmental sanitation, running water, have substandard housing, including without bathroom or internal health, which influences the high levels of intestinal parasites, skin infections and other diseases. Access to health services is often difficult due to the distances between homes and health centers, as in most cases the transport is poor. The Amazon region is vast and difficult to manage, but if there is no serious improvements in public policies in all sectors, children in rural areas still remain distant from international growth parameters in the 21st century Therefore, it is necessary that best public health programs are developed to the Amazon region, which are reflected in better quality growth and health.Item Acesso aberto (Open Access) O Desafio da gestão pública hídrica sustentável no Município de Belém e seus aspectos legais(Universidade Federal do Pará, 2017-10-03) FERREIRA, Melina Medeiros dos Reis; RIBEIRO, Adagenor Lobato; http://lattes.cnpq.br/7267332533770139The present research has the purpose of investigating public policies carried out by the Municipality of Belém, with emphasis on the goals of the National Water Resources Policy (PNRH) and the State Policy on Water Resources (PERH), and sustainable and dignified access to water as a right by citizens. The research is justified considering the worldwide concern with access to water, where in Brazil, in particular, the importance of public water management in preventive and effective way, especially in the municipal sphere, is even foreseen, even for municipalities located in a region abundant in resources such as the Amazon. Thus, the theoretical basis of the research is based on three aspects: the water management of the Municipality of Belém and the promotion of water resources in the municipality; the presentation of the municipalities as a managerial subsystem within the PNRH; and the importance of the municipalities themselves for local water development. Finally, the question of the effectiveness of municipal water management as a guarantor of trans-individual rights of access to water is based. Therefore, the methodology used is documentary in nature, starting with a descriptive research, of transversal temporality, with a qualitative and correlational design. This tried to determine how was the strategy of the PTP in the formulation and decentralization of public policies on regional development. To this end, we used the analytical approach and empirical reasoning of the neo-institutionalism, theory that considers as one of the causes of the existence of regional development institutional transformations. However, as an instrument in the pursuit of territorial development, RESEX needs to be understood by the limitations that are imposed in the context of its implementation. The present study aimed to geodiversity diagnose to give subsidies to better use, exploitation and conservation of natural resources in Cotijuba Island in Belém-PA, thus indicating potential areas for the implementation of public policies mainly in infrastructure and Geotourism. To achieve the goals were made geodiversity aspects thematic maps with subsequent confirmation of the data in the field through raids on Cotijuba Island. Results obtained allow us to make abiotic resources diagnosis on the island, giving a small contribution to the development of public policy proposals with regard to infrastructure and Geotourism, in an attempt to contribute to the local development of Belém island region.Item Acesso aberto (Open Access) Diferenciações na produção siderúrgica e implicações para o desenvolvimento na Amazônia Oriental Brasileira(Universidade Federal do Pará, 2013-09-24) LOIOLA, Edney; MONTEIRO, Maurílio de Abreu; http://lattes.cnpq.br/8077335023133373Strategies for upgrading Amazon designed by the national government had in its proposed guidelines the fragile geopolitical security and regional development, focused centrally for the installation of industrial enterprises, among them the independent steel companies, under the notion that this activity going on would for the production of steel products and so it is to be regional development. By analyzing the differences of production routes independent, integrated and semi-integrated is possible to understand how the elements of industrial plants behave in each route and how they interrelate with the regional socioeconomics. The research work with the pig iron has identified that the independent installation of steel and in the towns of Marabá (PA) and Açailândia (MA) generated unfulfilled expectations of local development, strengthening, therefore, only as an activity that allowed for economic growth, it maintained a production route that articulated the activity with the regional socio-economy in fragile and unsustainable foundations, supported mainly on the demand for charcoal. The cost structures and structural elements of each route identified the differences that each route has, especially in the relationship maintained with the regional economy because it involves new processes, technologies and differentiated products. The logic-based independent production of steel in the transfer and externalization of costs to society, labour relations and limited environmental degradation, without, however, establishing innovation processes led to the failure to establish procedures for the development of local base. The prospect of integrated steel production routes and semi-integrated that settle in the Amazon have no basis to change the scenery and regionally designed to transform the relationships maintained by an independent steel industry in the eastern Amazon, since they interconnect elements that contribute to the consolidation effects backward chaining and forward.Item Acesso aberto (Open Access) Dinâmica da paisagem e políticas públicas em Marabá: um olhar a partir do Programa Grande Carajás(Universidade Federal do Pará, 2021-08-16) COSTA, Marcos Reinan da Fonsêca; NAHUM, João Santos; http://lattes.cnpq.br/9009465125001273The research presented here seeks to support the idea that the landscape must be thought of in conjunction with the action of public policies, assuming that changes in the landscape cannot be fully understood without considering the participation of State policies. This study aims to understand the space production process in the Municipality of Marabá between 1980 (T1) and 2019 (T2) from the landscape changes, considering the realization of the Grande Carajás Program (PGC) as an integral political event of this process. The scientific investigation of this work sought to follow the principles of integrated analysis, having as a field of study the municipality of Marabá, in the state of Pará, in the period between 1980 and 2019. Data were collected through bibliographic, documentary and cartographic research. from a methodological framework of integrated analysis. As a result, it appears that the landscape units analyzed in the initial time (T1) presented changes from the insertion of the PGC policy, changes that reflect in the reduction of vegetation coverage in the municipality, as well as in the expansion of consolidated and non-consolidated areas. less importantly, it affects the way of life of the population.Item Acesso aberto (Open Access) Direitos sexuais e políticas públicas: o combate à discriminação para a concretização dos direitos humanos de lésbicas, gays, bissexuais, travestis e transexuais (LGBT) no estado do Pará(Universidade Federal do Pará, 2011) SOUZA JUNIOR, Samuel Luiz de; CONRADO, Monica Prates; http://lattes.cnpq.br/6141735247260273The Public Policies constructed and implemented specifically for the LGBT community have been a parameter of state action in the first decade of this century, based on experiences in the same direction of policies to fight Aids since the early 80th century past. Accordingly the present work is focused on the stage of implementation of these policies, confined State of Pará, management of the executive branch state from 2007 to 2010. It is necessary to understand the mobilization and construction of LGBT movement for the achievement of government’s attention to their demands, considering also that the problem of discrimination pervades the intersectionality of various social indicators, constituents of brazilian society. Then, the objective is to qualify the demands of the LGBT Movement and Sexual Rights, undertood in the perspective of Human Rights, in order to achieve them, using as a possible instrument, public policies. Finally, we present a brief overview of how the connections made with the states in 90 years of the twentieth century and first decade of this century by the LGBT Movement allowed the construction of public policies articulated for this segment of society, to then analyze the particularities of the implementation of public policies in Pará, from the spreeches of the managers.Item Acesso aberto (Open Access) Economia solidária como estratégia política para o desenvolvimento regional: um estudo do Plano Estadual de Qualificação Social e Profissional do Pará (PQSP/PA) da SEASTER(Universidade Federal do Pará, 2024-10-09) COSTA, Everson Luís Moraes; FERNANDES, Danilo AraújoThis dissertation presents a reflection on the State Social and Professional Qualification Plan of Pará (PQSP/PA) of SEASTER, from 2016 to 2019, with the general objective of understanding the perspective of a solidarity economy as a political strategy for regional development, present in the aforementioned Flat. As specific objectives, we seek to present a conceptual discussion on solidarity economy; analyze the relationship between solidarity economy and regional development; reflect on solidarity economy policies in the institutional field, with an emphasis on entrepreneurship actions. The methodological direction of the study was bibliographic and documentary research, with a qualitative approach, using as theoretical reference authors such as Singer (2002), Sachs (1990), Silva (2006), Coelho (2006), Cattani (2003), among others, in line with the object of study of this work. It is worth mentioning the existence of a large amount of women threatened with violence in this municipality that remains in privacy, whereas those ones who are able to expose it do not receive specialized assistance. For this purpose, this study analyzes management work and its participation in public policies aiming at guaranteeing women’s rights; assesses services and agencies for women threatened with violence; and characterizes social, economic and cultural profile of women complaining about violence; and verifies how municipal public management, through public policies, contributes to decrease women’s social vulnerability. It uses concepts of public management, public policies, violence, and human rights from the theoretical apparatus researched. Methodologically, it is classified as descriptive and exploratory, characterized as quantitative and qualitative. It is based on biographical, document and field research. It uses techniques for semi-structured interviews, applied to the agents of assistance service for women threatened with violence; and for questionnaires for data collecting, applied to a sample of female victims. Besides document, observational, and statistical survey. It is possible to infer that the context of public policies for women does not favor its effectiveness. The actions carried out do not provide comprehensive solutions, and are not thought nor directed to this population. Despite the improvement of regulatory instruments, the assistance provided is still not enough.
