Dissertação Acesso aberto (Open Access) O programa minha casa, minha vida e a expansão urbana na cidade de Marabá- PA: um estudo dos núcleos São Félix e Morada Nova(Universidade Federal do Pará, 2014-09-29) LEÃO, Renato Freitas de Castro; LIMA, José Júlio Ferreira; http://lattes.cnpq.br/5176390429456548This study aims to analyze the current process of urban sprawl in Marabá, Para state, by analyzing the implantation of Programa Minha Casa, Minha Vida (PMCMV) in the districts Sao Felix and Morada Nova. It is evaluated how the housing units developed into PMCMV - Group 1 (for families with monthly income up to R$ 1.600,00) impact that process and whether, finnaly, they constitute a new moment in the city's urban sprawl. It was observed that, after the implantation of two developments already built and implying the repercussions after the conclusion of other two still being built, the significant increase in the number of households, as well as in the infrastructure, will reinforce both districts as urban sprawl vectors where the process of public-private partnership has the following characteristics: a) an enhancement in the peripheral character of the location of social housing without changes in the urban structure of the districts Maraba Pioneira, Nova Maraba and Cidade Nova; b) the occurrence of real estate speculation within the process in which rural lands were converted into urban lands; c) strong participation of real estate capital which, by the rules of PMCMV, is the one who has the initiative for the developments, within the same logic of production for market housing; d) Relative absence of the Municipality as an actor in that process, also due to the conduction of the program by the Federal Government in partnesrhip with the private sector. Due to that, it was possible to observe that the implantation of PMCMV - Group 1 ends up being a means for the real estate capital to strengthen the situation of districts Sao Felix and Morada Nova as urban expansion areas of the city, specially as a place for residence of low-income population and reproduction of the labor force, constituting Marabá as a significant example of capitalist production of urban space.Dissertação Acesso aberto (Open Access) Os programas habitacionais de interesse social e sua atuação na região metropolitana de Belém: a espacialização das ações na contramão do direito à cidade(Universidade Federal do Pará, 2013-09-12) CASTRO, Marlon D'Oliveira; OLIVEIRA, Janete Marília Gentil Coimbra de; http://lattes.cnpq.br/5569740569229032This dissertation makes a reflection on the new Brazilian housing policy characterized as a moment of organizational changes made by the Brazilian state with the historical problem attention to housing or social housing and the gap created in the last three decades on this vital aspect of working-class life: access to home own. In this intention, we tried to analyze the process of production of space in the metropolitan region of Belém from the perspective of the capitalist mode of production and the attempt to regulate the incorporation of space for new instruments, which so inculcated, would be able to alleviate the problem of housing shortage in the region with the inclusion of the right to the city intrinsically present in programs of social housing, arising after the creation of the National System for Social Housing in 2005, which at that time brought claims of social organizations within it, after the enactment of the Statute of the City, which implicitly encompassed elements discussed by the National Forum of Urban Reform in the previous decades. The work bases sat on critical geography, literature review and its confrontation with the lines of the main promoters of this policy subject in recent years (technical social organizations, institutional agents, Caixa Economica Federal, activists, trade unionists and private sector developers) in RMB, evidences the gap between the development and execution of social housing and intentional forgetting the possibilities of implementing the proposed organic, stemming from the SNHIS/FNHIS and the adoption of marketing strategies instrumental typically designed to focus on the reproduction of capital, with the advent of and the adoption of marketing strategies instrumental typically designed to focus on the reproduction of capital, with the advent of “Programa Minha Casa, Minha Vida” (2009). The results point to diffuse visions of agents and actors on the housing problem and addressing them, but converge in understanding the rupture created in a specific historical moment, to support the growing economy in the context of the threat of global economic crisis (2008) and freezing of government intentions suppression greater portion of the housing deficit in the “social interest”, what we call the opposite of the right to the city, that is, political and economic reorientation in favor of not cooling the market and permanence conditions governance to political groups currently dominating.
