Item Acesso aberto (Open Access) Cooperação e conflitos na gestão da Reserva Extrativista Marinha de Maracanã, Estado do Pará(Universidade Federal do Pará, 2016-03-02) SANTOS, Luiz Carlos Bastos; SCHMITZ, Heribert; http://lattes.cnpq.br/2294519993210835Extractive reserves are areas of common use devoted to the conservation of natural resources, and intended for traditional populations. The management model performed in this type of Conservation Unit must take place through the establishment of formal rules which enable regulating the exploitation of natural resources in the area, in addition to allowing participation of the local community. The objective of this study is to examine the cooperation and conflicts among users in the management process of the Maracana Extractive Marine Reserve, State of Pará. This study used a qualitative approach, through which techniques such as observation and interviews were used to collect a variety of data otherwise accessible only by establishing a direct contact with the individuals participating in the action. Primary and secondary data were surveyed. Therefore, five field surveys were carried out. In the field surveys, it was possible to monitor the implementation of different activities related to collective management of the area, and twenty-five semi-structured interviews were applied. Literatures with approaches related to the issues being considered were accessed. The main collective space for decision-making, the Deliberative Council of the Maracana Extractive Marine Reserve (MEMR) comprises several authors, in addition to the users which participate representatively. However, the meetings have not been held regularly. The Committees, which are organizational structures composed solely of users who propose to collaborate with the management of MEXMR are highlighted in the process. Finally, the Committees are considered differential in the management process of this conservation unit, and an initiative intended to increase the participation of traditional populations in the management of that space, as to ensure the conservation of natural resources as stated in the official management tools of the area. However, the simple creation of organizational structures, if, for example, devoid of support material and coercive power, will not be consolidated as the solution to remedy the existing weaknesses in the management of natural resources of that space intended for common use.Item Acesso aberto (Open Access) Governança Territorial: a trajetória do funcionamento dos conselhos deliberativos nas Reservas Extrativistas Marinhas Caeté-Taperaçu e Araí-Peroba na Região Bragantina do Estado do Pará(Universidade Federal do Pará, 2020-06-30) ESPÍRITO SANTO, Ivanilde de Sousa do; PIRAUX, Marc; http://lattes.cnpq.br/3690302287055789The aforementioned report analyzes and compares the deliberative councils of Marine Extractive Reserves (Resex, in Portuguese) Caeté-Taperaçu and Araí-Peroba's management choices, within their trajectories, through a territorial governance perspective. The research: outlines, particularly, the deliberative councils' trajectory in these two marine Resexs; analyzes their performances, based on models of territorial governance; and compares their management decisions. The study was carried out in the Marine Resex Caeté-Taperaçu (municipality of Bragança) and Araí-Peroba (municipality of Augusto Corrêa), both created in 2005, in the northeastern region of the State of Pará. The research was refined using a qualitative methodology. The Venn diagrams and The Matrices were directed at the leaders and counselors to obtain the report assessment. Questionnaires, semi-structured interviews, and participant remarks were used for data acquisition. The concepts of territories, territorial governance from the perspective of social management, specific deliberative marine Resex councils' governance, and collective management of common goods were used as theoretical instruments. Despite the difficulties, as observed, the marine Resex Caeté-Taperaçu's deliberative council is operational, albeit in centralized management; the marine Resex Araí-Peroba's deliberative council has been inactive since 2014. The lack of decentralized management, the Resex's hindered accessibility, partisan issues, and the lack of politicization were some of the reasons that led to the Araí-Peroba council's inactivity. It is concluded that notwithstanding the territorial governance as a social innovation for marine Resex's territories management, in the Caeté-Taperaçu and Araí-Peroba deliberative councils, governance is still in its experimentation phase. The weakened institutional arrangements and the ineffective participation of extractive communities in the decision-making process generate conflicts and make it impossible for the implementation of territorial governance.Item Acesso aberto (Open Access) Políticas públicas educacionais em áreas de RESEX Marinha: caso Gurupi-Piriá/Viseu-PA(Universidade Federal do Pará, 2015-04-30) SANTOS, Adria Macedo dos; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911This research aimed to understand how the creation of the RESEX has influenced the development of public policies, especially the educational, in a position to accommodate the needs and perspectives of people living in the beach communities of RESEX Gurupi-Piriá of Viseu. The purpose is also to identify the political, socioeconomic and environmental with the creation of this UC to the beach communities of Viseu. This study was based on a survey of bibliographic data and documents - reports, photographs and maps - and field research to collect data. Based on the evidence produced, describes the developments generated by the institution of RESEX from some public educational policies currently developed in the city. It is evident conflicts and difficulties the implementation of sustainability in the context studied, as well as unveiling on part of the educational reality experienced in protected areas in the Amazon scenario
