Extractive Reserves were created with the basic to ensure the sustainable use of natural resources and protect the populations that carry sustainable extractive activities goal, toensure the permanence of these populations in the area. So, it makes a case study of the“Mãe Grande de Curuçá” Marine Extractive Reserve (MGC MER) aiming to investigatehow it was the intervention of public policies in eighteen communities RESEX MGC, emphasizing the use of natural resources by populations extraction and consequences for population mobility. To do that conducted a field survey using a sample of questionnaires and interviews in communities to the reserve because it came to identifying the actions implemented. From then on, the main public policies for RESEX were directed to social and environmental sector through the implementation of the National Rural Housing Program (PNHR), Green and Technical Assistance Program Rural Extension Bag. Government actions implemented in RESEX MGC provided subsidies for the maintenance of the population in the area, moreover, in the case of population mobility in RESEX MGC, it was found that the main reasons that caused the mobility such which work and education, were absent planning of projects and actions for the first eleven years of booking but beyond work and education, the characteristics of population mobility were seasonal mobility and mobility return to the community, so if you bought the sense of belonging and connection with the place of origin and other factors was essential for recording return to the city.

The ambiental changes of the Amazonia, are going along a certain seria of factors and performances who demonstrate certain complexity of interests who go since any substitution from the forest to pasture and for agroindustry, until a superexploration of the fishing recourses, the construction of hidrelectrical units and exploration of minerals, among others. Despite an continued criction of Conservation Unids for the sense to maintain integrity as an part of the forest, it’s perceble that the devastation continued with alarmant numbers in each new year ho comes along. This canary, as roads have a fundamental paper.
The political, economic and socio-environmental effects caused by the creation of the Marine Extractive Reserve of Mãe Grande de Curuçá-PA, on the local area and population, are diverse. The creation of the conservation unit in the municipality made it possible parmerships, interchanges, and agreements, as it engendered the implementation of public policies, directed toward the traditional population unta then historically excluded. However, despite advances, one verifies the persistence of unsustainable practices of management of the existing natural resources, as well as a correlation of unstable political forces which affects negatively the treatment of the existing socio environmental issues.

This study estimated the floristic and structural parameters (height, diameter at breast height - DBH and biomass) of mangrove from remote sensing data Laser Detection and Range (LIDAR), Shuttle Radar Topography Mission SRTM and orthophoto on Guarás Island, located 30 km from the mouth of the Amazon River. It was used data from LIDAR, SRTM and ortophotos during overflights. With the orthophoto data it was produced a map of Geobotanic units including only the mangrove area. It was performed the orthometric height correction and the point clouds was interpolated by nearest neighbor Technique, generating Digital Elevation Model (DEM) LIDAR (full points) with RMSE of 0.88 cm and using a computer language it was statistically separated the information of the last pulse of the surface as known as ground points. Thus data was interpolated by kriging method which was subsequently subtracted from the DEM. With Digital Model Height (DMV) values it was defined and selected the study sites and it was measured the trees in three categories: upside, intermediate and emerging trees. Than it was measured DBH and height in these places. 212 samples were collected and it was calculated the RMSE between the heights of the LIDAR and field, that resulted in a RMSE of 1.10 m. The chosen model to cross the information of LIDAR and field was the linear model whit R 2 = 91% and RMSE = 0.98 cm and for DBH and height field it was chosen the logarithmic model with R 2 = 74.1%. In the results of calibration of SRTM data the logarithmic model was also the most appropriate, in the relation of average height with SRTM there was a R 2 = 91% and RMSE of 2.2 m and to avarage DAP with SRTM the R 2 value was 88% and RMSE of 2.2 cm. With an inventory, biomass per specie data was estimated from field and it was produced maps of biomass per species from LIDAR, corrected SRTM and ortophotos.

The semi-structured interviews were conducted with fishers / seafood community, being applied 10 questionnaires and market in the city of Curuçá were applied 9 questionnaires sent to sellers of fish. The interviews showed the changes over the years, evidencing the shortage of traditional species, both the table fisherman as the consumer market. Stresses, especially, as the woman has a fundamental role in inclusion of new species in both sectors, because there is a greater perception about the natural resources consumption.
