Dissertação Acesso aberto (Open Access) Análise Histórico-Normativa do Fundo de Desenvolvimento da Amazônia(Universidade Federal do Pará, 2023-09-19) CORRÊA JÚNIOR, José Roosevelt Araújo; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911; https://orcid.org/0000-0001-6690-7244The Amazon Development Fund (FDA) is an important instrument of action of the National Regional Development Policy (PNDR) in the Legal Amazon, being an inducer of large productive enterprises for the region. Some conditions of its system may harm the Fund's attractiveness to credit seekers in the region and financial institutions able to act as operating agents. This work analyzes these conditions from normative, technical and project approval aspects, using data extracted from FDA technical reports prepared by Sudam and technical reports from Condel/SUDAM, PRDA and CGU. With this, the following research problem arises: What aspects have a negative impact on the attractiveness of the FDA? The theoretical framework addresses the main theories on regional development, the main government interventions in terms of development in the Amazon, from the creation of SPVEA and SUDAM in 1966 until their extinction in 2001 and recreation in 2007, in parallel with an analysis of the funds that preceded the creation of the FDA, covering the main aspects of governance and management and the main characteristics that differentiate them. Next, the work analyzes the regulatory history that has guided the FDA's system since its creation, detailing 5 operational difficulties listed based on the report data. As results, the work presents a proposal to increase the remuneration of the operating agent associated with the risk assumed, increase the maximum FDA financing limits, decrease the project contracting period and indicate the establishment of a minimum percentage to be contributed annually by the STN in the FDA.Dissertação Acesso aberto (Open Access) Avaliação Normativa dos convênios federais firmados entre a SUDAM e os municípios do Estado do Pará, 2016-2019(Universidade Federal do Pará, 2022-12-14) FALESE, Sérgio Guilherme dos Santos; TOMA, Marina Yassuko; http://lattes.cnpq.br/6883396550618718This dissertation aims to evaluate the agreements signed between SUDAM and the Municipalities of the State of Pará in relation to current legislation and the Regional Development Plan for the Amazon (PRDA). To support this work, a literature review was carried out, initially with an approach on local development, making a contextualization focused on the development of the Legal Amazon; then, the main concepts related to voluntary transfers are explained, with emphasis on one of its modalities - the agreements and, finally, the research carried out at SUDAM is presented, making a survey, in the period from 2016 to 2019, on the agreements finalized by SUDAM with Municipalities of Pará, in order to identify the main execution failures and if they have been coherent with the PRDA. The study's general objective is to analyze the contributions of the SIN to regional development, in the context of document processing, in the SUDAM tax incentive process and uses the Systemic Theory as a basis. It has as field research the application of questionnaires, being a structured one in which the Likert Scales were used to evaluate the perception of the users of the system in aspects that involve the Support, Usability and Efficiency. In addition, a semi-structured interview was applied to SUDAM employees and a document analysis was carried out on the subject. As a result, from the perspective of tax incentive technicians, the SIN presents as positive highlights the themes of Support and Support for users, in addition to providing an improvement in the Efficiency of the works, while presenting as an opportunity for improvement a large space for the evolution of the Usability of the system. In Brazil, regional development planning agencies reappear, including SUDAM, recreated in 2007 with the competence to strengthen the articulation and planning of public policies in the Amazon. But since the beginning, this agency alleged that it often lacks resources, which would make it difficult to carry out its duties. The analysis of the autarchy’s management report for the period 2008-2019 shows that, although there are several resources, the most alleged (budget) is not so insufficient. It also shows that the agency’s main competence – planning – is warmed by another insufficiency, this one is hidden: that of complying with the legal provision relating to the social planning process and the approval of the regional plan. The purpose of the research is to elucidate how the portfolios affected by SUDAM managed to execute their competences, while its objective is to explain and demonstrate that, in the period under analysis, regional planning was the mainly affected by the “insufficiency” of compliance with legislation. The research methodology is document analysis (of the law that created SUDAM and its management reports) in the light of Francisco de Oliveira’s theoretical-methodological conceptions and Discourse Analysis. The research results showed that the legal competence of greater weight is the most supported, but not by the most prominent coverage in the management reports, but by another unspoken in the reports. Therefore, allegedly faced with the pressure of public opinion, the Brazilian Government closed-down this Institution (the same as SUDENE) and its tax incentive policies that had fomented regional development in Brazil. This thesis supports the opposite argument that corruption was not the determining factor for the extinction of SUDAM, but that this came about due to the incapacity of the Brazilian Government to continue maintaining this level / standard of financing for regional development in Amazonia based on the policy of tax incentives, given the fiscal-financial crisis being faced since the eighties. Numerous economic policy measures were taken by the State that diminished / reduced the financial resources operated by SUDAM´s Investment Fund, consequently restricting its operational capacity for the maintenance of payments to projects that had received incentives and the financing of new projects in the region. By shutting down SUDAM and its policy of fiscal incentives, the funding that had been the standard for financing regional development since it was conceived in the seventies also automatically ended. As a result the region was left without any viable and acceptable alternative for financing its development. The creation of a new form of funding as part of the new Institutions - ADA, without the existence of the fiscal incentives has not proven advantageous to private capital, making the demands for these resources unviable. As an alternative policy, the government is being forced to recreate SUDAM, but without any link to fiscal incentives. However this has still not taken place and the resurrection of the Institution itself has slowed down.Dissertação Acesso aberto (Open Access) O Orçamento impositivo como fonte de financiamento para o desenvolvimento regional: um estudo de caso na Superintendência do Desenvolvimento da Amazônia – SUDAM(Universidade Federal do Pará, 2022-09-05) MOTA JUNIOR, Keppler João Assis da; ELIAS, Leila Márcia Sousa de Lima; http://lattes.cnpq.br/4908432047840911The fiscal scenario that has emerged in recent years, makes the parliamentary amendments imposing, individual and of benches, created by Constitutional Amendments nº 86/2015 and nº 100/2019, respectively, important instruments for the achievement of public policies, given the mandatory in their executions. From this perspective, this work aimed to analyze the main characteristics of the tax amendment projects, received and executed by SUDAM, from 2014 to 2022, based on the theory of public choice. The classification of the research is of an applied nature and of qualitative and quantitative approaches, in addition to being considered of an explanatory, exploratory and descriptive nature. In relation to the procedures, bibliographic and documental analysis was used, as well as the case study technique, with the application of a questionnaire, which had the participation of six SUDAM servers who work directly with the activities inherent to the tax amendments in the Institution. In order to reach the conclusions of the study, in addition to the application of the questionnaires, a survey of secondary data was also carried out for the diagnosis of these tax schedules for the autarchy and that passed through the budgetary and financial executions of the amendments to the compatibility of the same with the project bank of the national (PPA) and regional strategic plans (PRDA) to reach the intended objective - to determine if these projects have a more technical or political nature . The results showed that SUDAM is, in fact, an intensive body in amendments, having received almost R$ 700 million from these tax resources, an amount that is 1,200% greater than the body's own final resources in the same period. In this segment, the autarchy received 1,064 projects, 81.2% (864) coming from individual amendments and mandatory benches. However, despite the high volume of resources and projects received, it was diagnosed, through the data and the answers to the applied questionnaire, the lack of technical support of these impositive amendments, since they were not directed to the execution of projects constant in the PPA and PRDA, as well as defects characteristic of low quality projects, causing impacts ranging from delay in the execution of objects - more than half (54.9%) that are in this situation have been in progress for three years or more - up to the low percentage of financial execution, which had an average of payments, in the same exercise of authorization of the amendment , a derisory 2.4% of the total committed, in the historical series analyzed. In this sense, considering the above scenario, it was suggested as an intervention proposal, the edition of a normative with the creation of specific rules for the application of these resources, within the scope of SUDAM, as a way of qualifying the projects executed by this autarchy, with a view to the effective promotion of regional development.Artigo de Periódico Acesso aberto (Open Access) A SUDAM e a crise da modernização forçada: reforma do estado e sustentabilidade na Amazônia(2001-06) BRITO, Daniel Chaves deThis article presents a study of the crisis of the politics of development of the Amazônia. In a first level, it focus in the perspective of the State reform in the 1990s; in a second level it relates that perspective to the need of building a structure that makes possible developmental action based on proposals of sustainability. The analysis ends with the presentation of some proposals of reform made by developmental institutions (SUDAM/BASA) and, in this context, it shows the difficulties to transform a system that has been based on patrimonial principles in its political actions.
