    Corporação e economia local: uma análise usando Contas Sociais Alfa (CSα) do programa de investimentos da CVRD no Sudeste Paraense (2004 a 2010)

    The Southeast region of the state of Pará has been an extraordinarily dynamic area. The great cattle ranching projects financed by the SUDAM were implemented there the sixties, which confronted the old Brazil nut extraction structures and the expansion of family farming both spontaneous and induced, along with major mineral projects and gold mining prospectors. As parts of the process, important structural transformations took place reinforcing the role of the urban centers and their local rural bases in the logistics of new economic sectors conditioned by the formation of the mining economy. This mining economy was a result of the presence of the Vale do Rio Doce Company (CVRD), which has operated its north-system of ferrous metals based in Carajás since 1985. The article presents the results of an input-output analysis with button-up methodology that calculates the economic impacts of the investment program of CVRD from 2004 to 2010, on both the rural and urban local economy and also on the rest of Para State and of Brazil.

    Entre a vila e o assentamento: conexões que dinamizam a agricultura familiar na Amazônia Oriental

    The purpose of this dissertation is to understand the influence from the village Santa Fé on the municipality Marabá on the social reproduction of the farmers families assettled at its surrounding.The field research was realized at the months June and August of 2010 through interviews with the farmers families, local storekeepers and public employers. The results show that the occupation and transformation process which is passing the region of the village Santa Fé reflect the dynamics from the region Marabá as a frontier region in stabilization. Its formation and consolidation as nucleus of povoation occurred in middle of regional transformations which stimulated the migration of a great number of people to the countryside of the municipality. As the same time in which the village passed to exist on occasion of the areas occupation, it passed to influence the social reproduction of the family farmers of its surrounding too, performing functions like the business, leisure places and that one of access to public services. These characteristics had generated dynamics and simbiotic processes which constituted the village and the regional family agriculture. We observed that along the time the village turn into a fundamental social and structural space of the lifestyle of the family farmers from its surrounding. On this box of changes the families have adopted various productive and social strategy types to achieve their objectives. These strategies have been also a structural factor of the relations lived by the families considering different spaces: the village, the city of Marabá and the assettlement projects. The emergency of new forms of sociability, of work relations and productive ativitivities has contributed for the remaining of relations which marked the construction of the local society as a society of interknowing, such as confidence, reciprocity and clientelism.

    Modernização e transformações recentes nos processos intra-urbanos no sudeste do Pará

    Since 2006, the southeastern Pará has seen great changes in the intra-urban space, led by the private sector, with the participation of various fractions of capital (agricultural, commercial, real estate, financial). Developers, builders, land owners, retail chains and agribusiness investors, supported by the State produced new and modern developments in a previously unprecedented scale in the region. These changes showed the city space, the arrival of recent modernization processes in line with global capitalist dynamic and, at the other end, the grievance of intra-urban inequalities as they are introduced these new processes. It is observed in that context, an increasingly marked subordination of architectural and urban forms to the imperatives of capitalist enterprise, changing, so the sense of architecture and therefore the role of the architect himself, progressively farther from possibility of alliance with the recipients. In the wake of these events, this paper discusses the recent changes in the intra-urban area in southeastern Pará, particularly observed in the cities of Marabá and Parauapebas, and how this scenario articulates the processes that follow global trends, assumed as local manifestations of the contradictions of capitalist expansion of the city.

    Políticas de contenção de desmatamento, produção e mercado de terras na Amazônia: um ensaio sobre a economia local do sudeste paraense usando contas sociais alfa (CSα)

    The current discussion on avoiding carbon emission associated to agricultural use of land needs a more systemic approach, whether in regard to the economic flows properly and their interactions, whether in terms of the institutional environment that ensures them. Given that avoiding deforestation schemes implicate resources input-output throughout local economies and broader economic context, it seems fundamental to discuss what are the final impacts of those flows. The basic questions are: a) how such policies, starting from the rural sectors, will affect final demand, the value of the production and the variables of value added all over the economy and b) how variations in the economy affect the forms of use of natural resources and, therefore, deforestation itself. Related to institutions, the article puts special emphasis on defining the market for land, because it is the core of vital issues. The article uses an ascending model to generate input-output matrices for local economies based on primary products, where works a market for land, incorporates an algorithm of carbon balance, finds the multipliers of the economy of Southeastern Pará and simulates four situations of policies on avoiding deforestation. The main conclusion is that policies for avoiding deforestation will probably have a hard time if not part of macro development policy on local level.

    O programa territórios da cidadania: uma estratégia de fortalecimento das coletividades locais, ação governamental e desenvolvimento rural sustentável: o território da cidadania do sudeste paraense em foco

    The territory of Citizenship in the Southeastern State of Pará has had great changes and production cycles, and receiving policies and programs from the federal government. However, to be successfully implemented, these policies go through great challenges that are intrinsic of its elaboration, with regard to the participation of local collectivities, spreading of information and even lack in management process after these policies are applied. This research aims to identify through the study of this territory the process of implementation and progress of the Citizenship Territories Program, , which purpose is to reduce social inequalities and promote a sustainable territorial development, considering the local and regional peculiarities and the effectiveness of the same in the territory, discussing in a territorial approach the contribution under this program for the efficient social management in the territory, from the performance of the Territorial Development Board (CODETER) and its contribution to the Sustainable Rural Territorial Development. This research has been done by Participant Research, through direct contact with the facts and participation and observation of meetings and plenaries. For both, was elaborated a theoretical and conceptual basis of the subjects covered; presented a survey of southeastern Pará features from its evolutionary history of use and occupation until the present context and creation of the territory of citizenship; conducted an analysis of the planning process and participation of local collectivities through an analysis of the construction and implementation of the Territorial Sustainable Rural Development Plan in Southeastern Pará, which was elaborated in the year 2010; We also discuss the performance of CODETER as public space for debate and social management of the territory, this axis will seek to analyze the actual contribution of CODETER in the process of sustainable rural development and regional integration. We can conclude with regard the territorial management, that despite the historical construction of the Territory through numerous debates to think and / or coordinate public policy, currently occurs a process emptying these spaces of debate, especially the lack of social movements and municipal councils, which complicates the management and effective implementation of the development plan, this fact makes it difficult the territorial management and consequently the process of sustainable rural development and territorial integration. We observed that this public policy is still not very significant to overcome the developmental model and unequal of the territory, therefore, is not being given due importance, both by social movements as well as by various public institutions, making it difficult to obtain really effective results and the promotion of sustainable rural development of the territory.
