The method employed here involves the deductive method because of the general, ie, the discussion about the Brazilian industrial policy, supported by the national policy for science, technology and innovation, and also the inductive method because it considers the particular (the company innovative), but located within a national system of technological innovations systemically involving the private sector and the public sector. For Schumpeter technological innovations are inducers of capitalist economic development, therefore, only new combinations that are discontinuous and causing changes in industry, to the point of changing market structures in capitalism, featuring true economic development. The main fi nding of this research shows that when it comes to formulating a technological and industrial policy, the structuring of a national network of technological innovations is an important step to stimulate the generation, adoption and diffusion of technologies, consequently, a national development policy industry must seek a systemic conjunction with the policy of technological innovation and foreign trade.
