Item Acesso aberto (Open Access) Ferramenta para mensuração da capacidade tecnológica no segmento de construção de edifícios(Universidade Federal do Pará, 2022-08-17) SILVA, Horácio Lima da; ISHIHARA, Júnior Hiroyuki; http://lattes.cnpq.br/3498874642887006; https://orcid.org/0000-0002-0081-7913Technological innovation is essential to enhance the performance of industrial organizations with a view to acquiring competitive advantage, as it adds improvements in products, processes and services. Currently, Industry 4.0 is the most modern synthesis of the accumulation of innovations, representing a new era of industrial production. Despite its importance, civil construction is not yet fully inserted in this new industrial context, especially when considering underdeveloped countries. The building construction subsector, for example, is predominantly characterized by a low technological level when compared to other industries. In this sense, it is extremely important to develop studies that establish an understanding of the aspects that lead to this scenario of low technological level in civil construction. Therefore, this work was based on the theory of accumulation of technological capabilities to develop a tool, called in this work FMCTEED (Tool for Measuring Technological Capability in Building Companies), aiming to trace the technological profile of building construction companies and understand the aspects that need to be enhanced in these organizations to overcome the technological backwardness. This dissertation used bibliographic research, interviews with experts and mathematical modeling as a methodology to build a tool capable of expressing the accumulation of technological capacity in companies in the buildings subsector. In a second step, the model was applied to companies in the buildings subsector to analyze the performance of the tool. As a result, the study showed that the companies object of the study practically do not have ST&I development mechanisms; in addition, the survey revealed a huge gap in industrialization and robotization of processes; there was also a weakness in terms of a collaborative network that includes universities and research centers for the production of technologies that can be incorporated into the production process. Finally, it can be said that FMCTEED was successful in establishing the technological profile of the companies studied and in listing critical points for intervention with a view, for example, to the implementation of innovations.Item Acesso aberto (Open Access) Financiamento de investimentos em inovação tecnológica industrial(Universidade Tecnológica Federal do Paraná, 2014) CARVALHO, André Cutrim; CARVALHO, David FerreiraIn 1982, Schumpeter is inspired by the idea of Marx to outline his theory of real competition in which technological innovation is not only a competitive weapon to conquer new markets, but also mainly responsible for structural changes through the process of creative destruction. For Schumpeter, the capitalist economy is, above all, an evolutionary economics in which technological innovations are inducers of capitalist economic development, with respect to the employment of productive resources, drawn from conventional uses coming up with one point in new uses heretofore untested in practice able to produce new products and production processes by means of new combinations of materials and productive forces, that is, technological innovations. Only new combinations that are discontinuous and industrial changes that cause the change point of market structures in a capitalist economy, featuring the real economic development. He has in mind that the capitalist economy is, above all, an evolutionary economics in which technological innovations, such as new forms of combinations of means of production, are inducers of capitalist economic development. In this context, the economic terms of employment of productive resources, drawn from conventional uses coming up with one point in new uses hitherto untested in practice, able to produce new products and production processes through new combinations of material and productive forces, that is, technological innovations, ie economic development in the Schumpeterian sense is a distinct phenomenon and entirely foreign to what can be observed in the circular flow or in the tendency to equilibrium, since starting on producer and not the consumer, despite its importance. The primary goal of this article is to discuss a theoretical perspective the strategic relevance rules of a national policy for industrial development, centered on technological innovations in an environment of systemic competitiveness. Regarding the formulation of an industrial and technological policy, the structuring of a national network of technological innovations is an important step in stimulating the generation, adoption and diffusion of technologies, therefore, a national industrial development should seek a joint with systemic policy innovations and the foreign trade policy.Item Acesso aberto (Open Access) Política industrial de inovações tecnológicas em um ambiente de competitividade sistêmica(Universidade da Amazônia, 2014-06) CARVALHO, André Cutrim; CARVALHO, David Ferreira; CARVALHO, Renata Baleixo da Silva CutrimThe main objective of this paper is to discuss a schumpeterian theoretical perspective the normative strategic relevance of a national industrial development policy, focused on technological innovations in an environment of systemic competitiveness. The method employed here involves the deductive method because of the general, ie, the discussion about the Brazilian industrial policy, supported by the national policy for science, technology and innovation, and also the inductive method because it considers the particular (the company innovative), but located within a national system of technological innovations systemically involving the private sector and the public sector. For Schumpeter technological innovations are inducers of capitalist economic development, therefore, only new combinations that are discontinuous and causing changes in industry, to the point of changing market structures in capitalism, featuring true economic development. The main fi nding of this research shows that when it comes to formulating a technological and industrial policy, the structuring of a national network of technological innovations is an important step to stimulate the generation, adoption and diffusion of technologies, consequently, a national development policy industry must seek a systemic conjunction with the policy of technological innovation and foreign trade.
