This model, considered innovative in the public service, uses Information and Communication Technologies (ICT) to improve administrative processes and increase bureaucratic flexibility, generating better results. In addition, the Theory of Adaptive Structuring (ASD) explains the implementation and use of Information Systems as a social construction by the technological appropriation of the members of the organization. Thus, the objective of this research is to analyze the implementation of telework in the servers of the Federal Institute of Education, Science and Technology of Pará (IFPA) and the Federal University of South and Southeast of Pará (UNIFESSPA) from the perspective of ASD. The research is of an applied nature, with exploratory purposes, and uses a qualitative and quantitative approach of descriptive character, with a survey as a strategy. The non-probabilistic convenience sample used Multiple Regression analysis to interpret the data. The results show that the variables Communication, Technological Infrastructure, Autonomy, Organizational Adaptation and Impact on Quality of Life influence the implementation of telework, and the most interesting thing is that what is significant for one institution was not for the other. In addition, Analysis of Variance (ANOVA) was used to verify whether the respondents' profile influences the results. The insights gained are crucial for other institutions considering adopting telecommuting, providing an evidence-based guide to a successful transition. In addition to the practical and empirical impact, this research is also of great relevance in the academic context, as it contributes to the advancement of knowledge about the adaptation and use of technologies in the public sector. According to Normative Instruction 01, teleworking is one of the modalities of Management Program, in which civil servants work outside unit’s facilities. At Suframa, Management Program was established via Ordinance 368. This dissertation aims measure the impact of implementation of Management Program, by teleworking mode, on the productivity of analysis of research, development and innovation (RD&I) projects, in Suframa. To this end, the productivity was measured before starting Management Program and after the first quarterly cycle, considering the number of RD&I projects analyzed, the average time to make a single RD&I project analysis and the number of projects in analytical liabilities. One of these took place workwise, with the adoption of teleworking in most private and public organizations. Thus, the Federal University of Pará established, in April 2020, the adoption of working hours only in telework. In this scenario, this research aimed to analyze the impacts of teleworking on the personal and professional life of the technical-administrative server, in the position of in administration assistant at UFPA, in the context of the pandemic. For this, we sought to answer the following research question: “under what conditions did technical administrative servers, in the position of in administration assistant, develop their activities in the form of telework in the context of the pandemic?”. This dissertation addresses a very current theme and its relevance is justified because this work model has been adopted in a totally peculiar context: pandemic and precarious work. The research is of a quantitative nature, having characteristics as applied, exploratory and descriptive, being carried out through a survey, through the application of a questionnaire. The results show that the telework has caused an impact on the servers (conflict between work and family life; performing work during non-business hours; need to set up an organizational structure; work overload and mental health problems, the latter two mainly for women, among others). However, the respondents' perception is that there was an improvement in the quality of life, which allows us to infer that teleworkers are still unable to perceive the obscured sides of this type of work (violation of rights, non-workload disconnection, working long hours, and liberty deprivation). Therefore, it is imperative to think and seek mechanisms in favor of health and quality of life at work, as the International Labor Organization recommends when defending the importance of decent work. These aspects must be constantly pursued, especially in the face of multiple psychosocial impacts, with systemic effects caused by teleworking, so present in contemporary society, a “society of tiredness”.
