Item Acesso aberto (Open Access) Accountability no setor público: uma visão sistêmica sobre os portais de transparência e o controle social dos municípios da Região Metropolitana de Belém, Pará(Universidade Federal do Pará, 2024-02-26) NUNES, Wane da Paixão; ELIAS, Leila Márcia Sousa de Lima; http://lattes.cnpq.br/4908432047840911; https://orcid.org/0000-0002-7522-1962For social control to work with active collaboration, in order to promote common well-being and guarantee the interests of all, it is necessary to apply strategies and approaches, in addition to encouraging social participation, through the provision of efficient means of consultation public. Therefore, based on precepts of the Theory of Social Systems, this study aims to analyze the quality of information available on the transparency portals of the municipalities in the Metropolitan Region of Belém, state of Pará, in order to contribute to a more active participation of social control. On a methodological level, the analysis was carried out by collecting data on city hall pages, taking into account the Eppler Model and the National Public Transparency Program and the perception of Civil Society Organizations. The data reveals that RMB management units perform regularly in terms of clarity. They achieved good levels of transparency in the evaluation matrix used. However, they demonstrate regular performance in evaluating the quality of information, suggesting that the clarity and accessibility of information need to be improved. When analyzing OSCs data, a gap in effective communication is observed. The difficulty of navigation, the lack of clarity in the data presented and the lack of details compromise the interaction between public management and society, hindering understanding and effective participation. The combination of results suggests that, although there is compliance with formal criteria, the quality and accessibility of information are insufficient to promote effective communication. As a product, an instant digital social feedback tool was created for use on municipal transparency portals.Item Acesso aberto (Open Access) A Compensação financeira pela exploração mineral nos municípios do estado do Pará: uma proposta de instrumentalização do controle social sob uma visão sistêmica(Universidade Federal do Pará, 2023-12-14) MORAES, Thiago Ribeiro de; ELIAS, Leila Márcia Sousa de Lima; http://lattes.cnpq.br/4908432047840911; https://orcid.org/0000-0002-7522-1962The Northern region of the country has mining as one of the drivers of its growth, especially in the state of Pará, which stands out in terms of mining and revenue from the Financial Compensation for Mineral Exploration (CFEM) in Brazil. In this context, the objective of this research was to analyze the mechanisms available for society to monitor the collection and application of the Financial Compensation for Mineral Resources Exploration (CFEM) in the five largest mining municipalities in the state of Pará. Methodologically, it was a research based on Social Systems Theory, of bibliographic and documentary nature with empirical basis, as information on CFEM from the five main revenue-generating municipalities in the state of Pará was collected through the official pages of the studied municipalities, their respective transparency portals, and the official website of the National Mining Agency - ANM, to assess the level of transparency on a scale of 0 to 4 based on the research by Green and Giusti (2021). As results, it was found that Parauapebas, Canaã dos Carajás, Itaituba, and Paragominas reached level 3 in the studied years, while Marabá reached level 1 in the same period, meaning that despite the legal obligations regarding access to information, no studied municipality managed to achieve the highest level of transparency. Furthermore, there is a disparity in transparency levels among the studied municipalities, indicating a lack of standardization. Thus, it was verified that the main mechanism currently available for society to monitor the collection and application of CFEM is the municipal Budget Law (LOA), meaning that only access to planning, which indicates the value and location of public money investment for a year, is possible, and there is no access to information about the actual collection and application. Therefore, this study proposes as a product the information panel, which proves to be a tool to achieve these objectives, allowing civil society to actively participate in the oversight, monitoring, collection, application, and decision-making related to CFEM resources.
