The case chosen was the municipality of Brumadinho-MG. Data collection occurred through documentary and bibliographic research. This is a qualitative and exploratory research using the technique of content analysis to interpret the data. The main conclusions: the municipality does not take advantage of the potential short-term mining resource flow (royalties) to invest in development projects that diversify local productive structures, so it does not prioritize budget spending on economic activities with the highest potential for productive inclusion. population such as Cultural Tourism and Agriculture. In this context, the objective was to analyze the territorial politics governance in Rio Grande do Sul, highlighting its dynamics analyzed from the socio-environmental context of the Litoral and Campos de Cima da Serra territories. The state is the second with the largest number of territories, covering about 85% of its area. Among the governance structures, the State Articulating Committee and the NEDETs State Network stand out. Of the eighteen rural territories, eleven were recognized in 2013. As for the methodology, it is an exploratory research, counting on data from Bibliographic Research and Field Research. The first one aimed at understanding the main concepts addressed in this work as Geographical Indications, Territorial Development and Agrobiodiversity. The Field Survey refers to the case of the Geographical Indication for the flour of Bragança -PA, still in the articulation phase, through direct observation and interrogation. A systematic observation and questioning based on forms directed to the main actors involved in the construction of the mentioned Geographical Indication project were applied, such as representatives of the cooperative elected to present the application to the INPI, public and private agents included in the process, besides the contributions of producers, reference in the production of the flour of Bragança. Therefore, from the case cited, through the induction method, it was concluded that for the protection of agrobiodiversity products, derived from traditional knowledge, it is necessary that the Geographical Indication project and its subsequent management be based on a the idea of territorial development, which takes into account not only the final product with economic prospects, but also the cultural identity inherent to the product, as well as the various social actors related to it, permeating its entire productive chain and collaborating to access markets in a qualitative way.Artigo de Periódico Acesso aberto (Open Access) Relações interfederativas para gestão dos recursos naturais e desenvolvimento territorial(Universidade da Amazônia, 2018-12) FERNANDES, Mylene Oliveira Cunha; BASTOS, Rodolpho ZahluthThe present article analyzes the horizontality versus the verticality of interfederative relations in Brazil in the light of the Federal Constitution of the National Environmental Policy (PNMA), ascertaining if the theory and practice of these relations have territorial development as one of the main guiding objectives. To do this, we initially sought to search and analyze the main environmental legislation that govern cooperation between federal entities and the normative content of the respective articles that highlight this theme. After examining the legal structure, a methodological procedure was adopted for a bibliographic survey aimed at the problematic, and fi nally, a brief observation and interpretation was made of the relation of some States with their municipalities in what concerns the regulation and the use of the licensing as an instrument for spatial planning and development. The results show that, although environmental standards point to horizontally harmonious relations between Union, States, Federal District and Municipalities, the decision - making and practical verticality in the accomplishment of shared environmental management has prevailed. Thus, territorial development is still far from being a real scope in the scenario of the management of natural resources promoted by federative entities. However, in spite of the theoretical and practical incompatibilities, it is concluded that there has been considerable progress, particularly in the legal sphere, in terms of interfederative cooperation rules aimed at territorial development. However, it is imperative that there is a progressive alignment of this normative structure in order to unlock shared environmental management, as well as a physical and operational structure capable of making these laws possible.Artigo de Periódico Acesso aberto (Open Access) Território rural de identidade Litoral Norte do Rio Grande do Sul: o caráter inovador de sua constituição e seus desdobramentos(Universidade Federal do Pará, 2019-06) MEDEIROS, Monique; CAZELLA, Ademir Antonio; TECCHIO, AndréiaThis paper analyzes the constitution of the Rural Territory Identity of the North Coast of Rio Grande do Sul, emphasizing the importance of the innovative character of the sociotechnical articulations that supported it. In order to do this, the field information obtained, between August 2013 and April 2016, with social mediators and farming families, through participant observation and semistructured interviews, were analyzed in light of the theoretical approach of Novelty Production. The research shows that the constitution of this territory radiates consequences beyond the socioeconomic reproduction of family farmers, strengthening social bonds and reconnecting them to nature. Still, given the current Brazilian political-economic context and the contingency of public policies aimed at family agriculture, the organizational novelty that configures this territory is evidenced as a constant process of "learning-doing", not being solely the result of a relationship of cause and effect, which thrives merely with the support of the State.
