    Governança pública municipal: uma análise dos mecanismos de liderança, estratégia e controle em municípios de pequeno porte da mesorregião nordeste paraense

    The dissertation examines municipal public governance, focusing on leadership, strategy and control mechanisms in the city halls of small municipalities in Northeast Pará, highlighting the importance of these mechanisms for municipal administrative efficiency. A significant gap is observed in the understanding and effective implementation of public governance, particularly in the components of leadership, strategy and control, which are often misunderstood or underutilized by municipal managers. Given this finding, the study aims to answer the question: How do managers of small municipalities in the northeastern mesoregion of Pará interpret and implement public governance mechanisms (leadership, strategy and control) within city halls and municipal departments, in light of guidelines established by the Federal Audit Court (TCU)? Faced with this issue, the objective of the research is to analyze the implementation and understanding of public governance mechanisms in the city halls studied, with the aim of identifying effective practices and areas for improvement. To this end, the Theoretical Framework for public governance was adopted, with a particular focus on the frameworks and guidelines established by the TCU. The methodology adopted is qualitative, using semistructured interviews with municipal managers to collect data, followed by a content analysis of the responses to extract insights into governance practice. The results indicate a heterogeneous and often limited understanding of public governance by managers, with notable deficiencies in the application of leadership, strategy and control mechanisms. From this, the need for better training and resources for managers is discussed, with the aim of strengthening governance in municipalities. The study concludes that there is a considerable path to be taken to achieve effective governance in small city halls, with suggestions for future research and public policies aimed at the continuous improvement of municipal governance.
