    Uma análise genealógica da objetivação mulher em documentos do UNICEF

    International agencies such as the United Nations Children's Fund (UNICEF), connected to the United Nations (UN), aim to be guardians of children and young people in order to ensure compliance and to defend and promote the rights of these segments. Such practices are constituted by heterogeneous knowledge anchored in programmatic axes framed in the manner of concerns, such as the observance of gender objectification in policy to protect children and adolescents in Brazil. Thus, after reading the documents of UNICEF, we can verify the presence of an objective process of gender relations and in particular, the objectification of women as an eyeliner vector of public policies proposed by this body for the rights of children and youth. Thus, we built this master's thesis in psychology with the purpose of studying this problem, using clues from the genealogy of Michel Foucault to question the practices of objectification of woman object in reports of UNICEF, in Brazil, from 2007 to 2009.

    Crise econômica mundial: infância e adolescência na análise dos documentos do Unicef

    This article had as goal to investigate the historical production of childhood and youth in several countries affected by the global financial crisis that ecloded in 2008 at the United States. Various documents produced by UNICEF describing how the financial system collapse affected or aggravated the life conditions of children and adolescents were used, as well as other international articles that gave support to the documental data analysis. This research was done by means of a historical revision and problematization of literature narratives in the African, Asian, European and American continents. The search found strong indicators about the precariousness of public policies for children around the world, especially in countries with socioeconomic problems, and in Eastern Europe and the USA as well. Therefore, we alert to the need for studies about the impact of the international crisis in Brazilian children and how UNICEF is addressing these issues.

    Interrogando práticas do UNICEF para os adolescentes no Brasil

    This assignment intended to investigate and to interrogate the speech practice of UNICEF directed to the Brazilian “adolescents”. The foucaultian theory appeared in the historic genealogical method to question the “Brazilian Adolescent Situation” report (2002), which is a privileged source of this research. Thus, the questions that moved this study were: which UNICEF practices took place over the adolescent bodies, at begins of XXI century? Which subjectivities these practices produce? How do them objective the adolescence? Which power relations set before these bodies? What are the effects they do? The history of the false and the truth was not the aim of these problematic issues, once it does not have political matters, but to put in doubt the production of the truth system in respect to these subjects and its effects nowadays. So, to mark the singularity of the events that forged this object as an issue to human science, as a question to the UNICEF and to the System for Safeguarding Human Rights. This way, the aim of this study was the analysis of speech practices of power and subjectiveness that object and subject the Brazilian adolescence. With this device, we demounted the document, chopped the series, disarticulated the continuities, rewrote and reinvented the adolescence object, lifting up the certainty and the truth that crossed them and that intended to constitute them as an natural object, immerse on solidness and homogenizations. As results we have identified dichotomies in the document, for instance, such as potentiality/risk and positive/negative phases that tried to neutralize the subject as something took a priori. A subject that has an essence and he was objectified and a subjectified by straight perspective of the human development, for instance, adaptation/unadaptation, normal/abnormal, maturity/immaturity and a straight sequence of phases that also responds to economical-developmental neoliberal conceptions concerned with the cost-benefit equation. We tried with an aware look to the power nonentity to destroy certain and evidences, attempting not only to intentionality of the power games but also to the struggle chances.

    The object of this research is the age-grade distortion for the United Nations Children's Fund (UNICEF) as an issue that becomes an abnormality in the society of performance and information. Thus, as a study problem, the theme treated as the object of this study has in view the uniqueness of the cases that include students “to be corrected” perceived not as subjects, but as data and investments historically manufactured as products of knowledge/power relations constituted from the hegemony of school education in modernity and the sciences that serve as a theoretical substrate. Question: How does UNICEF monitor what it calls age-grade distortion? How does UNICEF create the notion of abnormality from the schooling process articulated to the notion of development of children and adolescents through the chronological idea linked to performance? The thesis states that UNICEF, in Brazil, acts in the policies of acceleration of learning in Brazil in the correction of the school flow and produces effects in the subjectivity of the students seen as bodies "to be corrected" in an ageist way in Pará. The methodology is the genealogy from Michel Foucault and the documentary research of Cultural History. The general objective is to problematize and investigate the modes of subjectivation in UNICEF publications and their reverberations in the implementation of learning acceleration projects. The specific objectives: to scrutinize the daily life of the “incorrigibles” in the acceleration project implemented in the state of Pará, as well as the education professionals involved and question how the knowledge and practices that made possible the invention of the student with age-grade distortion in educational public policies for UNICEF. Among the results, it is possible to state that UNICEF, despite being concerned with the right of children and adolescents to education, ends up carrying out a process of ageist classification in relation to the schooling process.

    A objetivação da saúde da criança pelo UNICEF: problematizando tecnologias de biopoder na Amazônia

    This study intends to problematize the conception of child health propagated by UNICEF, specifically analyzing the regimes of truth and practices of power, which are operated by this agency on the health conditions of the children that lives in the Amazon. Therefore it’s made a documentary research that has its source analysis the report "Being a Child in Amazonia: an analysis of the conditions for child development in the northern region of Brazil”, published by UNICEF in 2004. As analysis tools, are used Michel Foucault's genealogical history, and his analytics of power, especially in relation to biopower. In the context of United Nations policy, the UNICEF's performance in the care of children is understood as part of a liberal governmentality that acts in promoting social progress and economic development of countries, for safety's sake. In this sense, this research try to give visibility to how the practices of UNICEF, articulated with surrounding practices, engender a device of government that operates through disciplinary and biopolitical strategies to control the population of the Amazon as function of risk management. According to the UNICEF analysis, the child health is understood as an effect of certain social and economic conditions considered essential for their survival and well-being. The lack of social infrastructure and the precarious conditions of existence are pointed as factors that may cause illness and damage to children's development. In addition the report emphasizes the role of woman as mother, placing her as the main responsible for the survival an education of children, and the importance of family performance in guarantee a complete child development. Notions of health and childhooh, respectively, as a multidimensional field, and a life stage that needs to be protected and controlled, from this point of view, are used by UNICEF in the government of the poor population of the region, captured in hygienic speeches that disqualify families because of their survival conditions and their care practices in relation to children. These speeches sets up a demand for an endless network of protections for families that promotes health and ensure life, but imply controls that put in check their autonomy.

    This dissertation aims at analysing the objectifying of violence for UNICEF from problematizing the life circle notion,which represents a strategy adopted by such agency in order to face violence. A historicaland documental research of the book published in 2005, “Analise da violência contra a criança e o adolescente, segundo o ciclo de vida no Brasil - conceitos, dados e proposições”, was performed. The analyses were based on the archeogenealogic methodology as proposed by Michel Foucault. It was observed that the production of violence in this document considered its range and specificity of manifest in each life phase. Thus, UNICEF intended to operate a biopolitical management of the bodies of impoverished children and adolescents in Brazil through a neoliberal and calculated perspective. It was concluded that the knowledge/power practices implekented by this agency objectives risk control through individualising the matter of violence, which in our analysis contributes to stigmatising underpriviledged families considered to be the main actors in reproducing violence.

    The present article aimes to discuss the practices of the United Nations Fund for Children (UNICEF), in particular those targeted at poor children and adolescents through sports activities, leisure and culture as a way of forging safety, health and prevent this avency situations of violence attributed to this social group alleged situations of risks, vulnerabilities, needs and deprivation derived from this childhood and adolescence belonging to poor families, illiterate and living in communities on the outskirts of towns. The way of life of this population segment are disqualified and UNICEF presents itself as an agency transformins these conditions. Projects of this multilateral organization oscillate between the dressage discipline producer of docility and usefulness to the government to create freedom of life safely through compensatory policies, as recommended recipes and offered as favors, dropping the field to the detriment of the rights of political economy neoliberal.

    The article in question is the reslt of round-table talks given at the International Colloquium Michel Foucault judicialization of life, held in October 2011, at the State University of Rio Janeiro. The text described here is part of the analysis performed for years in documentary research, with the tools of Michel Foucault, with reports from multilateral agencies linked to the United Nations system, particularly UNICEF and UNESCO in Brazil. We seek to challenge these practices and describe how they are prescriptive of conduct and are neoliberal strategies of government, combining the promotion, protection and guarantee of rights to political economy on behalf of the defense of life and peace building and global security.

    This research aimed to historicize childhood and policies for early childhood education as from an analysis of the practices of UNICEF, and other sectors of society, that made efforts to conduct an objectification of infancy and early childhood education. This research is justified by the need to denaturalize practices objectification of childhood and early childhood education and intervention free of multilateral organizations in Brazilian educational scene, suspecting about argument of neutrality that pervades some practices directed at children. Looking for to draw a map to demarcate the government art of children, governmentality, and its effects in the formulation of policies for the Brazilian education in the period after LDB. For this analysis we used the theoretical and methodological framework grounded in historical genealogy of Michel Foucault. Was made a literature search that used the authors as Foucault (1970/79), Veyne (1998), Aries (1979), Kramer (1995/2006), Rosemberg (2002/2003), as well as the Brazilian federal government documents. It was concluded that early childhood education has emerged as one of the elements that encompass the practices of governmentality UNICEF.

    This article aims to think, analyze and describe the practices of the United Nations Fund for Children, in relation to other interventions on the fields of knowledge and power, aimed at children and adolescents in Brazil. The study presents a brief history of today's child protective services articulated by the network of protection, security and defense of rights provided by the United Nations Fund for Children together with other organizations, institutions, groups, communities, non-governmental organizations, foundations, banks, countries, universities, localities and agencies related to the United Nations. Through analyzes based on Michel Foucault, Paul Veyne, Robert Castel and Jacques Donzelot, we analyze these daily practices in the field of disciplinary society, biopolitics, risk management and safeguard of the child protective services, in the way they form an economic and political device that operates in relation to subject of rights and economic subject.
