dc.description.abstractThe thesis has for objective to analyze the profile of state intervention of Brazil, Para and Belem in the period among 1978 to 1998. The focus is the three analytic axes of the financing pattern, administration and quality of the national, state and municipal politics. It travels the study to the apprehension of the inter-government relationships of the three spheres of power. To understand the manifestations, the perceptions, the conceptions and the historicity of the researched object, the data are built starting Rom three sources: official documents of the institutions (federal, state and municipal), individual semi-structured interviews produced starting from the documental analysis and the theoretical production on the thematic researched.pt_BR
dc.description.resumoA tese tem por objetivo analisar o perfil de intervenção estatal do Brasil, do Pará e de Belém no período entre 1978 a 1998. O enfoque são os três eixos analíticos do padrão de financiamento, gestão e qualidade das políticas nacional, estadual e municipal. Percorre o estudo a apreensão das relações intergovernamentais das três esferas de poder. Para compreender as manifestações, as percepções, as concepções e a historicidade do objeto pesquisado, os dados são construídos a partir de três fontes: documentos oficiais das instituições (federal, estadual e municipal), entrevistas semi-estruturadas individuais produzidas a partir da análise documental e a produção teórica sobre a temática pesquisada.pt_BR
