Acesso em:.https://repositorio.ufpa.br/handle/2011/18251This dissertation aims to analyze how the operational policies of the Inter-American Development Bank (IDB), particularly Operational Policy OP-710, have been interpreted in conjunction with the provisions of Law No. 13,465/2017 within the intervention area of the Environmental Sanitation Program of Parauapebas (PROSAP), focusing on the safeguard of the right to housing in informal urban settlements. The originality of this research lies in its integrated analysis of Brazilian legislation and IDB operational safeguards applied to a concrete case of land regularization (REURB) in the Amazonian context. No similar study was identified in the CAPES database, underscoring the academic, legal, and social relevance of this work. The research adopts a hypothetical-deductive approach, grounded methodologically in an explanatory case study, as proposed by Yin (2015), and is structured around the analysis of the Liberdade, Igarapé Ilha do Coco, and Vale do Sol settlements, all located in the municipality of Parauapebas, Pará State. The dissertation is organized into three sections: the first presents the national and international legal framework regarding land regularization and involuntary resettlement; the second describes and analyzes the measures adopted in the selected urban areas; and the third assesses the effectiveness of legal and contractual safeguards based on criteria drawn from both domestic legislation and IDB guidelines. The findings highlight significant normative and institutional progress, particularly concerning legal security of tenure and urban integration in the Vale do Sol informal urban settlement. However, persistent challenges remain, such as the lack of ongoing monitoring, gaps in public participation, and deficiencies in institutional communication.
