The specific objectives are: a) to understand what deinstitutionalization consists of and its legal possibilities; b) to identify how deinstitutionalization occurs in the state of Pará; c) to verify the relationship between gender and race in the construction of the institutionalization of women suffering from mental illness; and d) to assess the importance of the Public Defender's Office in security measure cases. The research adopts a qualitative profile, with an inductive approach, since the proposal is to analyze the role of the Public Defender's Office in the process of deinstitutionalizing women in the state of Pará, and to draw conclusions about this phenomenon in general. The object of study is the work of the Public Defender's Office in the process of deinstitutionalizing mentally ill women who have committed crimes, due to the need to build work on the intersection between gender and madness, given that the patriarchal system has a peculiar influence on the construction of the “mad woman”, in an effort to categorize and stigmatize women's life experiences. The Public Defender's Office, as the body responsible for promoting rights and providing legal services to society, also monitors the execution of security measures in the penal system. Deinstitutionalization, the phenomenon at the heart of this work, is what guides the Psychiatric Reform, challenging the asylum device of the Psychiatric Hospital, building knowledge and deconstructing structures, architectures, professional practices, instruments and prejudices that sustain madness as a disease to be cured.
