Acesso em:.https://repositorio.ufpa.br/handle/2011/11161The work surveys Pará State´s evaluation process Executive multi-year plans from 2004 to 2007 and from 2008 to 2011 and the use of their results as a governmental management implement. These plans were in charge of the State Department of Planning, Budget and Finances (SEPOF in Portuguese). SEPOF is the coordinator´s state planning and it establishes intersystemic relationships between other organizations for the execution of planning activities, supported by information and communication technology devices implemented to mitigate the complexity of the Political Administrative System. The research’s objective comprises the observation of the method used to evaluate the multi-year plans, the gathered results and the reentry or not of these elements in Political Administrative System, aiming governmental efficiency and effectiveness. The aproach is Social System Theory, by Niklas Luhmann. The thesis is that the evaluation results of the multi-year plans are not used as a whole by SEPOF nor by the others organizations as a mechanism of self-organization and self-reference of the Political Administrative System.
