In reviewing the theoretical foundations of the environmental debate and what influences present in the design of environmental management in Brazil, we arrived at the institutional and organizational changes in environmental setting national, state and municipal levels. Within these changes, the process of decentralization of environmental management has brought great impact to state and municipal levels, whose analysis swimsuits devoted attention.
