Therefore, it intends to discuss the ways in which the Federal University of Para (UFPA) with Projeto Alfabetização Cidadã na Transamazônica (PACT), an instrument of public policy based on education in the country, contribute, in which ways and measure, to policy emancipation and overcoming of illiteracy rate in the country of the west region of Pará. The methodology underlying this study is based on a bibliographical and documentary research from PACT project that, according to PRONERA, congregated professor and researchers of different fields, in its majority, to the Federal University of Pará. The data analysis results tend to show that, facing several obstacles for reaching its intentions, PACT comes reaching good part of the established objectives.
