Acesso em:.https://repositorio.ufpa.br/handle/2011/11234The public governance can be understood as the ability of government to formulate, implement and evaluate public policies, acting in network collaboratively with public and private agents, oriented effective delivery of results to society and contributing to the creation of public value. The use of public resources by the Public Administration is linked to government programs, which in turn are incorporated into specific public policy. Such use of public funds is monitoring object by the Courts of Accounts, which have a wide range of constitutional and legal powers. The results of basic education public policy in the State of Pará, relating to high school, not have produced the desired impact. From this context, it is intended in this dissertation to characterize the conceptual aspects regarding public policy, public governance and operation modes performed by the Courts of Accounts in the evaluation process of these matters; itemize the model used for analysis of good governance practices in public policies conceived by the Court of Accounts Union (TCU); and evaluate, based on this model, public policy governance practices of basic education, referring to the high school the drawn up by the government of Pará. For this, he was employed as methodology case study, carried out through literature and documentary. The results of the analysis of the aforementioned public policy governance practices, based on eight components of the methodology developed by TCU for governance assessment in public policy, revealed the existence of good governance practices, as well as the occurrence of practices that do not contribute to the governance of public policy analyzed.
