It aims to determine whether public participation truly complied with legal requirements or whether it was merely symbolic, allowing the government to avoid administrative misconduct in public administration. It also sought to analyze the degree of freedom the Belém population had in the Master Plan's processes and actions, and the impact this had on the municipality's development or underdevelopment, as well as the relationship between the state and society. The research used a qualitative, analytical-descriptive approach. Documentary and bibliographic analysis techniques are used to gather theoretical, conceptual, and normative materials covering the thesis of Freedom, the balance of power, and the democratic cycles of the Belém Municipal Master Plan.
