Analyzing the performances of the municipal administration in what they concern the activities developed for the SESMAB and SEMOB, in the period of 2004-2006, it will try to mainly clarify the visible and undeniable contradictions in the urban landscape of the City, in what it refers to the quality of the environment (which implies in the quality of life of the people) and the absence of more specific mechanisms to develop the protection of the environment and the social inclusion in fóruns of decision.
