To minimize risks and ensure the legal validity of contracts, the technical team performs a feasibility analysis based on price research and technical and financial qualification documents. The study analyzes the impacts of price research practices and technical and financial qualification requirements on reducing risks in contracting companies with exclusive labor in the federal public administration, focusing on the work of Sudam. Using a literature review, document analysis and case study, two hypotheses were tested: inadequate price research increases the risks of contract interruptions and low quality of services, while rigorous qualification reduces these risks, ensuring greater quality and duration of contracts. The study's general objective was to analyze the legal conditions for qualification in bids aimed at contracting services with exclusive labor. The specific objectives included identifying the legal parameters on risk management and acquisition of goods and services, investigating service provision contracts with Sudam and identifying the risks involved in these contracts in the federal public administration.
