Acesso em:.https://repositorio.ufpa.br/jspui/handle/2011/17136Purpose: This study explores the integration between the theory of planned behavior and the concept of opportunism to analyze contract renewal intentions in continuous services in public administration. Originality: The research advances the academic field by applying this theoretical combination to understand the decisions of public managers regarding contract renewal. The study highlights the relevance of cognitive elements in managers' decisions regarding contract renewal. This theoretical approach deepens the understanding of public sector decision-making processes and converges with external assessments related to contractors' pportunism. Approach: The quantitative methodology examined the responses of 198 public managers in charge of continuous service contracts. The method used to analyze the results is Partial Least Squares (PLS), based on SmartPLS 4.0 software. Conclusions: The results indicate that the variables of the theory of planned behavior (subjective norms, attitudes, and perceived behavioral control) exert a positive influence on contract renewal intention. However, opportunism had a negative effect on contract renewal intention. Furthermore, opportunism positively moderated the relationship between attitude and intention, while there was no moderation between subjective norms and perceived behavior control. Practical implications: It is proposed that managers adopt negotiation strategies that prioritize transparent dialogue, which is essential to establish trust between the parties.
