The problem is to answer the contributions of the case in question to the paradigm of human rights, public policies and mental health in Brazil. The objective is to analyze the jurisprudential construction of the Ximenes Lopes vs. Brazil Case in the Inter-American Human Rights System and its impact on the human rights protection policy arising from the dialogue between internal and external legal systems.
