Based on the assumption of the vulnerability of LGBT+ people as a subalternized group, public finances take up significant space in the system of funding guarantees and rights through the financing and execution of related public policies. In this context, it proposes an analysis of the interaction of the budget as a piece of policy in the promotion of economic, social and cultural rights (ESC), utilizing the Sustainable Rights Goals described by the United Nations 2030 Agenda as a comparative measure. Its general objective is to measure the quantification of the allocation of resources for the LGBT+ community among the budget lines and policies programmed under the Multiannual Plan, the Budget Guidelines Law and the Annual Budget Law for Pará in the 2023 financial year, as well as to qualify the proposition of public policies funded. The research problem is: to what extent do the budget regulations in the state of Pará for the 2023 financial year (Multi-Year Plan 2020-2023, Budget Guidelines Law 2023 and Annual Budget Law 2023) meet the economic, social and cultural rights of the LGBT+ population? The research is exploratory in nature and will be carried out using the deductive method, with bibliographic and documentary contributions, and a quantitativequalitative approach.
