In November 2011, Brazil became the 89th country to adopt an Access to Public Information Act. But law 12,527 only came into force in May 2012, once text provided 180 days to implement it.The beginning of the validity of the law poses the challenge of turning it into an effective instrument for supporting a more transparent and responsive government. This paper analyzes the obstacles to the implementation of the Access to Public Information Act in the municipalities of the Brazilian state of Pará.
