Acesso em:.https://repositorio.ufpa.br/handle/2011/18789Between 2004 and 2025, the management of real estate assets at the Federal University of Pará (UFPA) became increasingly complex as a result of the institution's academic and territorial expansion, the growth of its infrastructure, and the increasing requirements for control, transparency, and regularization of public assets. This dissertation aimed to diagnose the status of UFPA's real estate assets and to analyze the main challenges associated with their management, regularization, control, and monitoring during the period under study. An exploratory research design was adopted, combining qualitative and quantitative approaches and drawing on documentary research, institutional reports, administrative databases, official property and financial management systems, technical visits, and unstructured interviews with professionals involved in the University's real estate management activities. The analysis showed that the evolution of UFPA's real estate assets is related to the expansion and internalization of federal higher education, which broadened the University's presence across different municipalities while simultaneously increasing responsibilities for maintenance, valuation, georeferencing, legal regularization, cadastral updating, and property control. The consolidated diagnosis identified a real estate portfolio of significant economic and territorial materiality, distributed across 20 municipalities and valued at more than BRL 1.2 billion, with both regularized properties and assets still undergoing regularization procedures. The economic and budgetary analysis indicated that the nominal growth of the institutional budget did not translate proportionally or continuously into real estate investment capacity, since mandatory expenditures account for most of the budget and capital resources are more restricted and volatile. The study also found that changes in the recorded value of real estate assets do not result solely from new construction or acquisitions, but may also stem from revaluations, incorporations, regularization processes, and cadastral and accounting updates. The results confirm that effective property management depends on the integration of planning, budget availability, standardized procedures, cadastral control, information integration, and administrative continuity. As an initial technical product of the research, a preliminary Standard Operating Procedure (SOP) for the regularization and control of real estate assets was proposed. It is conceived as the first stage of a broader study to be further developed in a specific scientific article on the organizational planning of UFPA's real estate asset management. It is concluded that strengthening property governance is a strategic condition for legal certainty, preservation of public assets, administrative efficiency, and the University's institutional sustainability.Acesso AbertoAttribution-NonCommercial-NoDerivatives 4.0 Internationalhttp://creativecommons.org/licenses/by-nc-nd/4.0/Gestão patrimonialBens imóveisUniversidade Federal do ParáRegularização patrimonialGovernança patrimonialproperty managementReal estate assetsFederal University of ParáProperty regularizationProperty governanceGestão patrimonial dos bens imóveis da UFPA: um estudo de caso da gestão patrimonial dos bens da Universidade Federal do Pará (UFPA) no período de 2004 a 2025DissertaçãoCNPQ::CIENCIAS SOCIAIS APLICADASPLANEJAMENTO E GESTÃO DE POLÍTICAS DE DESENVOLVIMENTO REGIONALECONOMIA APLICADA AO SETOR PÚBLICO
