Programa de Pós-Graduação em Educação.https://repositorio.ufpa.br/handle/2011/2812This study examines the public-non-state, through a partnership established between the Barcarena city and the Fundação Vale, from the implementation of the Valley School Program in education management city over the period 2000 to 2008, and its relations with the Reform State, triggered by the 1990s, discussing the relationship between the public and private education. In this study, we tried to establish possible links between the educational management adopted by Barcarena and management proposal advocated in management reform Brazilian State, through the adoption of new paradigms of power for public action, from the years 1990 and materiality as the Director Plain for Reform the Apparatus of the State, which framed the education as a non-exclusive action of the Brazilian State, transferring it to the public sector non-state, as a materialization of the relationship public-private partnership, and its implications for the municipal education. Methodologically, the approach was qualitative, where focused on the analysis of documents.
