Acesso em:.https://repositorio.ufpa.br/handle/2011/17801This dissertation analyzes the regulation of land use in the Amazon, in particular how environmental regulation of land use contributes or can contribute to the control of chemical sediments arising from deforestation, which end up being dumped into the ocean and can have a relationship with Sargassum booms. Using the deductive research method and the use of bibliographic and documentary methodology techniques, the research focuses on deforestation in the Amazon region, which releases chemical sediments into the ocean and may have contributed to the massive proliferation of macroalgae in recent years. In view of this, the dissertation studies Brazilian legislation regarding land occupation in special protection areas, such as permanent preservation areas, legal reserve areas and conservation units, as a way of controlling deforestation and environmental preservation. Environmental preservation would be an alternative to control the phenomenon of Sargassum, a genus of algae that has been found on the Brazilian and Caribbean coasts, causing economic, social and environmental changes in the regions where it emerges and is deposited in excess. The present study also investigates its legal nature, as well as the environmental, social and economic effects resulting from its exponential increase. The hypothesis is that, through command and control instruments, it would be possible to control illegal deforestation practices in the region and, consequently, identify an alternative for the possible reduction of the problem of Sargassum strandings. Thus, although there is environmental protection legislation, possible failures in command and control instruments that have made it possible for deforestation to persist in the region at fluctuating rates are considered, so that alternatives and possibilities for improvement are indicated.
