Latin America and the Amazon of Pará are inserted in the global logic of capitalism, where they play a role that is a legacy of colonialism. Thus, the State, and therefore its way of organizing the country through public management, operates in the face of dependent capitalism, which finds in Marxian, Marxist and decolonial theory the understanding of the dependent Bourgeois State (classicist and racist) having its roots in colonialism, understood today as the coloniality of power and knowledge. The methodological choice was guided by the need for confidentiality inherent to the Program for the Protection of Children and Adolescents Threatened with Death – PPCAAM, using the theoretical-methodological framework of historical-dialectical materialism for applied social research. The investigation technique is the case study, the objective of the research is to analyze the public management of PPCAAM-PA. The research procedures are: bibliographical research, documentary research and data collection through a semi-structured and self-administered questionnaire; The research sample consists of 20 respondents considered the research universe. Among the results found are that the Brazilian State has no interest in investing in the quality of life of its citizens, the biggest obstacles highlighted in the research are those related to the State's omissions, on the other hand it is necessary for social movements to understand the “coziness” of public-private partnership and resume mobilizations in favor of social justice, along the lines of the struggle for the promulgation of the Statute of Children and Adolescents – ECA. The PPCAAM is still an incipient instrument for combating homicides against children and adolescents in Pará, especially with regard to the State's omissions when it comes to the rights of children and adolescents. As a product of this research, a state law project is proposed with the objective of improving the provision of public services to children and adolescents threatened with death in the Amazon of Pará.
