To insert this sustainable development project, at the same time socio-economic and socio environmental, it is necessary to break with the archaic vicious circle of poverty and the destruction of nature, replacing it with the virtuous circle of growth with income distribution and environmental preservation. The results obtained by the method of using the deterministic simulation model Harrod-Domar able to identify that deducting the product of the economy, investment and capital stock variation, it is possible to determine the sum of consumer spending and private and public investment between 2007 -2010, within the budget constraints of the state of Pará.
