The case study combined methodologically, as data collection technique, documentary research, interviews and field observations. The post and decolonial theories were used as a theoretical reference for data analysis, based on the thinking of Boaventura dos Santos, Martín Barbero, Walter Mignolo and Aníbal Quijano.
