The dissertation is based on 4 perspectives: 1) Payment for Environmental Services (PSA); 2) National Water Resources Policy (PNRH) and Charges for the Use of Water Resources; 3) Public Policies; and 4) Holism. As a General Objective, we want to know to what extent charging for the use of water resources can contribute to the application of payment for water environmental services. As Specific Objectives we will try to: 1) Analyze the payment for environmental service in its theoretical basis; 2) Understand the payment for environmental services in its practical basis; and 3) Study the existing link between payment for environmental services, public hearing and information. The problem we intend to solve is the following: To what extent can charging for the use of water resources contribute to the application of payment for water environmental services? To achieve this end, we will use the deductive methodological procedure starting from the major premises until reaching the minor premises. In the first chapter we will carry out an Introduction to the theme describing the justification and the methodological procedure. In the second chapter we will seek the Theoretical Basis of Payment for Environmental Services. In the third chapter we will describe the Practical Basis of Payment for Environmental Services. As a Conclusion Hypothesis, we will highlight that it is possible to advance in charging for the use of water resources, but as long as the bias is through ecological economics and public policies.
