Acesso em:.https://repositorio.ufpa.br/handle/2011/17818The aim of this research is to analyze how the Legislative Power of the municipality of Belém/PA regulated matters related to transgender people between 2009 and 2023. To this end, the inductive method was used, based on bibliographical and documentary research. The survey of data on official municipal websites found a total of ten laws sanctioned by the Executive Power, two Resolutions approved by the Belém City Council and twenty-five bills in the process of being passed by the same Parliament, all of which were submitted to the debate analysis methodology. The first chapter investigates how the Municipal Legislative Power, focusing on the municipality of Belém/PA, can act to guarantee the rights of the trans population. The procedure for collecting and interpreting data on municipal legislative initiatives is also presented. The second chapter then demonstrates the process of building legislative policies in Belém/PA aimed at gender identity, which includes the foundations and solutions presented by the proposals. Finally, the last chapter seeks to critically discuss, from gaps found in the data presentation, the Legislative Power of Belém/PA as a space of possibilities for transgender demands.
