O Programa de Pós-Graduação em Desenvolvimento Sustentável do Trópico Úmido (PPGDSTU) pertence ao Núcleo de Altos Estudos Amazônicos (NAEA), da Universidade Federal do Pará. O NAEA existe desde 1972, quando foi concebido como uma unidade de Pós-Graduação e de Pesquisa Interdisciplinar voltada à análise da dinâmica social, econômica e ambiental da Amazônia. No plano institucional, tinha a finalidade, enquanto instituto interdisciplinar, de propiciar a integração da Universidade Federal do Pará (UFPA) em suas diversas áreas de conhecimento, além de iniciar propostas de integração de pesquisas e ensino de pós-graduação no plano internacional, principalmente no que diz respeito à Pan-Amazônia.

Item Acesso aberto (Open Access) Acessos e barreiras à cidadania: as Organizações Sociais e as novas formas de gestão do espaço público nas cidades paraenses(Universidade Federal do Pará, 2022-08-11) BAENA, Silvia Cristina Pereira; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384; https://orcid.org/0000-0001-7168-2019The growth of the urban population is still a recurring problem that has serious impacts on cities, revealing a sharp contrast through socio-spatial and environmental transformations, which generates a process of territorial segregation. After all, urban growth does not necessarily come with better conditions of access to urban land. In addition, changes in the socioeconomic scope have redirected the management of cities and imposed models and parameters so that metropolises are readapted in order to make them more attractive. This scenario has also been repositioning the role of the State in the production of the city, especially with regard to new forms of management, which involves incentives beyond conventional public management. In this sense, this work aims to analyze the advances and limits of the management and planning model implemented by the public-private partnership between the Government of the State of Pará and the Pará 2000 Social Organization, in public spaces in Belém (Hangar, Mangal das Garças, Estação das Docas and Mangueirinho), from the point of view of citizenship and universal access to the service offered. This thesis starts from the criticism of political administration, which intends to think about public management from a critical perspective in accordance with the method of interpretation of historical-dialectical materialism, of a qualitative-explanatory nature. For data analysis, a triangulation strategy was adopted (interviews, documents and systematic observation), while, for categorization, a logical matrix on the topics raised, using the technique of content analysis. From the data collected, systematized and analyzed, it was found that the State, when using the management model implemented by the public-private partnership in the latter, as a result of neoliberal policies of its management reform project, strategically uses such partnerships in the with the aim of promoting the strengthening of the market, based on a corporate government, moving away from a conception of social justice with a socio-spatial development perspective, which allows universal access for the population. On the contrary, these partnerships, by providing, through contracts, the right to exploit services in exchange for financing and maintenance of the structure, made it possible to understand that the subversion of the criteria for providing the public service, from the importation of economic logics mercantile, with the prerogative that the private sector exercise more effectively the provision of services, depoliticized the relations between the State and citizens. So much so that, with this new reality, in which the company’s congruence, advocated by society’s policy, is universalized, the citizen is now seen as a consumer. In this way, priority is given to the dimension of efficiency and financial return. Therefore, new elements are observed, which make it possible to understand how the strategies, peculiar to the process of diffusion of the capitalist mode of production and free competition, advance in society from this new neoliberalist reason, which has transformed capitalism by establishing a set of policies, rules, norms of conduct and practices, as well as social control mechanisms that expand its influence in the world. This reality has guided nations and their governments, companies and subjects that regulate their actions from a subjectivity structured in the entrepreneurial logic.Item Acesso aberto (Open Access) Comunidades ribeirinhas no processo de consolidação fundiária do Refúgio de Vida Silvestre Metrópole da Amazônia-PA(Universidade Federal do Pará, 2019) BARBOSA, Leonard Jéferson Grala; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384The Paraense Amazon region is mentioned in different moments of global history, among which the ones related to the economic processes that connect Brazil to the world markets. In this context, the period of rubber extraction is responsible for profound changes in the state of Pará, especially in the Metropolitan Region of Belém (RMB). To meet the advancement of this market, large companies began to explore the syringe trees from the tidy planting. As an example, the company Pirelli S/A settled in an area that covers four municipalities of the RMB and established its activities from the local workforce. In turn, these workers and their families had resided in the area since ancient times. With the bankruptcy of this company and after conflicting moments between this and the families employed, the area passes to the power of the government of the state of Pará that turns it into a Conservation Unit (UC) of integral protection whose Management Plan (better known as Management Plan) was elaborated only ten years after its creation (IDEFLOR-BIO, 2018a). The elaboration of this plan has marked a new stage in the life of these riverine families of Ponta Negra and Santo Amaro. This research brings reflections on the historical constitution of the current integral protection unit, which is intertwined with the presence of families of riverine populations, whose general objective is to analyze how the territoriality of the riverside communities of the Wildlife Refuge can influence land regularization actions and/or recognition of public power in the construction of legal instruments. To that end, methodologies related to Oral Thematic History (BOM MEIHY, 1996) were used, which allowed to understand some of the mechanisms that led the Managing Body of the UC (IDEFLOR-Bio) to allow these communities to maintain their residences in the area, with the right to use of the forest for their livelihoods, something unusual in a UC of Integral Protection. Documentary and bibliographical research were used, combined with interviews with the different groups involved in the process of consolidating the presence of families within the UC. From the information obtained, it was possible to perceive that the resistance of the riverside communities to maintain their residences contributed to an initial recognition process, which, however, still needs to be deepened with more permanent guarantees of housing and maintenance of their traditional way of life.Item Acesso aberto (Open Access) O Dinheiro do povo em campo: a política pública de financiamento do futebol profissional masculino do Pará(Universidade Federal do Pará, 2021-12-16) SOUSA, André Laurent Souza Lopes; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384; https://orcid.org/0000-0001-7168-2019This qualitative research aims to analyze the public policy for financing professional male soccer in Pará from the relationship between public institutions (State) and the public media (TV Cultura/FUNTELPA), from 2005 to 2021. It was necessary to describe the historical relations between State and Sport and the public policies for financing sport in Brazil and Pará, to characterize the role of public TV in Brazil and the role of TV Cultura/FUTELPA in financing professional male soccer in Pará and to identify the forms of financing and the inequalities of capital in the financing of professional male soccer in Pará. With an interdisciplinary approach (JAPIASSU, 1976) and methodological procedures based on the praxeology proposed by Bourdieu (1989) as a method of interpreting the soccer field, based on relations between agents and the accumulation of symbolic power, this work used as research tools document analysis, semi-structured interviews and content analysis of the collected data. As a result, it can be observed that the policy adopted by the Government of Pará reproduces inequalities and has not contributed to the development of football in Pará. After the analyses, progressive investment and more visibility to the base categories and the consolidation of a public policy for sport in the state are proposed.Item Acesso aberto (Open Access) Gestão e política de sustentabilidade nas universidades públicas: o caso de duas Universidades Federais do Pará(Universidade Federal do Pará, 2021-11-18) SILVA, Keila Paiva da; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384; https://orcid.org/0000-0001-7168-2019This thesis developed an analysis of sustainability management and policies in Federal Public Universities, whose main objective was to analyze how the management of federal universities in the Amazon region (UFPA and UFRA) are implementing sustainability policies on their campuses, based on the perception of the academic community (students, servers and managers). In theoretical-methodological terms, this study was based on the theoretical bases of interdisciplinarity, covering concepts from theoreticians of Sustainability, Public Policies, Public Management, Budget Resources, among others. Qualitative in nature, this research was carried out based on exploratory studies, through a combination of bibliographic survey, document analysis and field research, with interviews and directive questionnaires. For data analysis, we used the content analysis technique based on Bardin (2006). Through exploratory studies, it was possible to observe that sustainability policies are being implemented in the universities surveyed, in a gradual way, due to several factors such as the lack of specific public resources for socio environmental actions, economic policy of resources constraints for education, deficiency in the dissemination of the PLS and lack of educational actions.Item Acesso aberto (Open Access) Governança do turismo na Ilha do Marajó-Pará: uma análise das redes de relações estabelecidas nas políticas públicas de turismo(Universidade Federal do Pará, 2018-03) FARIAS, Kassia Suelen da Silva; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384The objective of this project is the analysis of the networks of government in the public metropolis of tourism and its repercussion for the governance process in the municipalities of Salvaterra and Soure, no Marajó-Pará archipelago. To that end, a candidate was selected as a member of public policies in the Amazon Region and in the State of Pará, notably in the Polo Marajó, notably in the municipalities of Soure and Salvaterra. To reach the objective is the identification of the instances of governance of tourism in Soure and Salvaterra, which are possible preprints that hinder the creation and / or function of governance bodies. agents inserted in the decisory process of the tourism in the Polo Marajó, and verify the limits and the possibilities of the articulation of the agents of the network of governance. To that end, an analysis had as theoretical and methodological assumption a proposal of social networks Castells (2005) and its congruence in the perspectives of governance and participation in public policies. The research then showed that, in the end, the themes were published and interpreted based on the assumptions of qualitative research. The bibliographic deepening, a documentary analysis, an elaboration and application of semistructured interviews and a systematic analysis for the understanding and application of the information. With regard to the approach of the agents that participated in the reactivation of Soure Municipal Tourism Council, the Netdraw software was used for a visualization of the centrality of agents. The analysis reveals that the fragility that has been instuuated in governance bodies is not in fact an example of civil society, but it has not been consolidated as instances, such as in the State Tourism Forum of Pará, Polo Marajó Regional Tourism Forum and not Soure Municipal Council. The aim is to contribute to the decision-making of a tourism network and a process of participatory participation for the sustainability of a tourism network in the Marajó Pole: environmental, social, economic and others that are of importance the fair and responsible development of the activity tourist.Item Acesso aberto (Open Access) Matando a fome de lazer "Lá no meu Setor": práticas e sociabilidades na periferia de Belém (PA)(Universidade Federal do Pará, 2021-10-21) LOBATO, Flavio Henrique Souza; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384; https://orcid.org/0000-0001-7168-2019Historically, through capitalist and eurocentric perspectives, concepts, practices and spaces proper to a hegemonic understanding of leisure have been developed, which legitimized conventional forms of what it would be, how it should be and in which spaces and times the practice of leisure should take place. In several public policies, these conceptions were established as the only possible leisure practices, favoring some people and neglecting many others. Hence, as a social convention, society began to consider leisure practices and spaces as excluding. Therefore, this research aimed to analyze the leisure practices of the Bom Jesus I Community, on the outskirts of Belém (PA), considering the macro and micro contexts of analysis, based on the interaction and sociability processes of local residents. To make this study achievable, from a qualitative approach, bibliographical, documental and field research were used. In an exercise of ethnographic practice, informal conversations, participant observation, semi-structured interviews and records in a field notebook were carried out. The investigation was guided both by an "outsider and long distanced view", considering the structuring processes (macro perspective), as well as an “insider and close-up view" (micro perspective), focused on the "inversions" practiced daily, for the leisure of this population. To “kill the hunger for leisure”, the “discoveries” revealed that over the years different practical alternatives and sociabilities were created from the processes of interaction between local residents. It was also established that, often alienated by hegemonic understandings, this population cannot see or consider their daily experiences as leisure. The conversations, the "crazy rock", the "jogo do bicho" (a brazilian popular game of chance), football and the "picnic" are "forms of entertainment", characterized by very particular dynamics, full of purposes and meanings, which enable this “sector” to have fun, make itself exist and resist day by dayItem Acesso aberto (Open Access) Práticas sociais de lazer e suas relações nos espaços públicos Estação das Docas e Ver-o-Rio em Belém-Pará(Universidade Federal do Pará, 2019) PEREIRA, Pablo Vitor Viana; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384The principal goal of this study was analyze social practices of leisure and their relations in the public spaces Estação das Docas and Ver-o-Rio. Then, were analyzed governmental projects and actions in social practices of leisure and different forms surveillances in both places, to identify social practices of leisure by users and to identify the barriers and possibilities of users’ social practices of leisure. As procedure theoretical-methodological was applied the habitus concept, proposed by Bourdieu (1983) to understand the social practices of leisure in Estação das Docas and Ver-oRio. Was realized a descriptive analytical research with qualitative approach by a combination with bibliographical research, documental analysis and field research with systematic observation and semi structured interviews. Through data analysis, the two spaces prove to be representative by different historical contexts. In Complexo Turístico Estação das Docas many users can experience leisure, however with restrictions and by surveillance watched in regulations printed by “acts” by employees witch controlled the actions by users telling what is permitted or not to do locally. In other wise, new leisure’s practices can be observed been practiced with certain freedom transcending the imposed “rules”. In Complexo Turístico Ver-o-Rio although social practices occurs independently without surveillance or rules, was noticed, for example, that the lack of local security in some moments contributes to space idleness. The action plans proposed by responsible manager contributes to this, since actions and projects are directed to occur in certain period of time. In this way, when analyzing the social practices of leisure in both public spaces was possible notice some aspects of urban life besides practices that hour compete time complement each other. Then, were concluded that analyzing the social practices of leisure in Estação das Docas and Ver-o-Rio revealed acting field forces on the use in those places, but permitted identify social practices, by artifices and strategies by users to experience leisure in both public spaces.Item Acesso aberto (Open Access) Programas para a juventude: impactos socioeconômicos e socioculturais na vida dos jovens de baixa renda de Belém - Pa(Universidade Federal do Pará, 2023-06-26) PANTOJA, Rita do Socorro Almeida; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384; https://orcid.org/0000-0001-7168-2019This dissertation aimed to analyze the socioeconomic and sociocultural impacts arising from the implementation of the Federal Programs, Identidade Jovem (ID) and ProJovem Urbano in Belém, from 2012 to 2020. respect for Youth in its conceptual aspects and sociological categories on different authors, in addition to that, the theoretical question about the State and the discussion and advances of Public Policies for Youth in Brazil were analyzed. In this way, we sought to understand the meaning and perception of these young people who experienced the referred programs and the perspectives and/or positive or negative changes that added to their lives. In this sense, a qualitative approach based on the non-directive interview technique was used as a working method, which basically consists of obtaining information based on the free speech of the interviewee. Thus, in the ID Jovem Program, offering half price benefits for sporting events, cinema, theaters, among others, in addition to free interstate transport, 29 young people who participated in this Project and the Projovem Urbano Program, which aimed to increase the level of elementary school education and professional qualification, 42 people who participated in this Project were interviewed in 08 (eight) administrative districts of the municipality of Belém, in addition to documentary research. In general, the programs were well accepted by the young population, given the great repercussion and positive impacts on their lives, however, the lack of continuity of youth projects and dissemination of their agendas and the obstacles in the personal and family life of young people project participants add up to major impediments to better performance with quality in school and professional life. Another aspect is the dismantling and weakening that public policies for youth have suffered in recent years, with loss of budget, causing the discontinuity and demobilization of Programs and Projects aimed at this public.Item Acesso aberto (Open Access) Rios (em) movimentos: mobilidades turísticas nas Ilhas do Combu e de Cotijuba - Pará(Universidade Federal do Pará, 2024-01-10) MEGUIS, Thiliane Regina Barbosa; ALLIS, Thiago; http://lattes.cnpq.br/8352597486424889; https://orcid.org/0000-0002-9070-7928; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384; https://orcid.org/0000-0001-7168-2019Understanding that Amazonian cities are formed by urban and riverside characteristics, which make up the mobile social life on the islands of Combu and Cotijuba, is essential to understanding the ways of life, values and habits that are shaped by the river and the forest, not just as a place for the flow of people or passage, goods and survival, but of ideas, singularities and symbols that are part of the riverside way of living. In view of the above, the main objective of this research was to analyze how tourist mobility develops on the islands of Combu and Cotijuba, taking into account the dynamics of displacement and the socioeconomic potential of the symbolic and cultural relationships of different social groups and their relationship with rivers, and as specific objectives: identify and analyze the importance of tourist and leisure activities linked to the dimension and/or experience with rivers in the Amazon; and finally, analyze the role of the landscape for the islands of Combu and Cotijuba in the constitution of tourist activity, in the sense that the experience of the journey can provide contact with the landscape of the destination. Of a qualitative nature, ethnography was used as the guiding thread capable of making me understand the local reality from an inside and outside perspective. From the inside when I, with my riverside roots, let myself be influenced by the experience provided in the field. And from the outside when I observe the phenomenon as a researcher, trying not to let myself be influenced by my roots. It was through the ethnographic approach that I, as a researcher, was able to base field practice, facilitating the interrelationship between myself and local agents and their experiences. Auto ethnography is also used as a technique capable of relating my experiences, with those of the interviewees, in the field of relationships that are constructed and reconstructed during the analysis. Observation and records (field diary, photographs, videos, among others) were able to relate to each other in a combined approach with interviews, conversations and notes. The investigation was also guided by the use of mobile methods, so that I could be together with the research participants and thus understand the phenomena that occur during movement, fundamental to interpreting riverside experiences in the Amazon. It was possible to observe that although movement and moving together is crucial for the research and for each moment chosen by me, such as yoga, the chocolate trail, scheduled visits and moments following groups or individual people, it is worth highlighting that the non movement was also part of the research and it talks a lot about people and their individual and collective experiences. When your body is still and watching the river, it makes you move, as the river continues to flow, carrying stories that are constructed and reconstructed in this dynamic. With a focus on the social strength present in Christianity and the multiplicity of its agents, this research considers how they are capable of carrying out spatial and temporal transformations considering their practices in society and experiences, in addition to the present research emphasizes the character progressive religion. This dissertation aims to analyze the spatial experiences formed by religion, in the public space, by progressive movements, being the Front of Evangelicals for the Rule of Law (FEED) and the Pastoral of Youth (PJ). Methodologically, it incorporates a phenomenological posture that influences the use of concepts, it also seeks to approach an ethnographic posture combined with the use of participatory fieldwork. In this way, it is believed that the spatial experience of the movements is linked to: a) its progressive theological / political positioning b) its relationship of belonging to the group; c) the appropriation of public space through the body.Item Acesso aberto (Open Access) Transporte fluviomarítimo e turismo: a viagem à Soure e as perspectivas de desenvolvimento local(Universidade Federal do Pará, 2018) MEGUIS, Thiliane Regina Barbosa; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384The main objective of this research was to analyze the importance of the maritime fluvial transport in the tourism and the local development of Soure-PA, and as specific objectives: to analyze the vision of the dynamic agents of the tourist activity on the maritime fluvial transport; to analyze the perception of the users on the maritime fluvio transport to Soure; identify public, private and civil society initiatives to enable tourism and maritime transport; and finally to understand how locomotion occurs within Soure, from a trajectory marked in the relations between the agents that directly influence the actions implemented in the transport service for the locality. As a theoretical-methodological option, the Castells proposed guidelines were followed, exploring its reference in investigations and the concepts of the configuration of a society in networks, but also based on theories that deal with transportation, tourism, interdependence between transport service and tourism, planning and evolution of maritime fluvial transport in the Amazon and Soure. Of qualitative quality, this research was carried out based on exploratory studies, through a combination of bibliographical survey and field research, with systematic observations and semi structured interviews. It was possible to observe that the transportation service is for tourism planning, one of the fundamental elements for the activity to happen. It is the means of locomotion and makes the visitor and the place visited are put in touch, linking different places, contexts and cultures. In this sense, it was noticed that part of the problems experienced by the interviewees in Soure is due to the lack of policies and actions of the public power and the private initiative or even the neglect, in relation to the difficulties that directly affect the user, and which reflect in the tourism. Influencing decisively in the development of Soure, as well as in the competitiveness of the destination, which only happens with the practice of the tourist activity. Therefore, the management of public services requires that articulations of the various social actors take place for the construction of public policies and demand a new perspective social, so that it is possible the occurrence of rights and not needs, because the actors involved are subjects, who must participate in the construction of social reality, thus prevailing relationships between equals.Item Acesso aberto (Open Access) Turismo e governança: os agentes sociais e as relações existentes na Floresta Nacional do Tapajós – Pará/Amazônia(Universidade Federal do Pará, 2023-05-17) HAMOY, Juliana Azevedo; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384; https://orcid.org/0000-0001-7168-2019This study addresses the theme of tourism in Conservation Units and governance in the management process, whose research locus are the communities the Jamaraquá, Maguari, and São Domingos, located in the Tapajós National Forest (FLONA) in western Pará, Brazil. The general objective of this study is to analyze the relationships between different actors in the tourism chain in FLONA Tapajós, examining governance and collective action of local social agents. For this purpose, four specific objectives were identified: 1) Identify and analyze actors involved in tourism in FLONA Tapajós; 2) Analyze tourism governance in the studied FLONA; 3) Verify the existence of collective actions in the communities and their governance process; and 4) Analyze how local communities are involved in this management process. The research was built upon qualitative data and an interdisciplinary approach, using bibliographic references on tourism, governance, collective action, and environmental issues. Documentary research was also conducted, along with data collection through semi-structured interviews with agents identified as active in the field of tourism relations in FLONA Tapajós. The results indicate that the existing collective action in the communities, resulting from a process of conflict and resistance for the right to remain, has significantly contributed to the organization of collective action to achieve common objectives regarding the use of FLONA Tapajós for survival and supplementary income, such as forest management and tourism. However, concerning tourism, collective action is limited in terms of its tourism potential. The relationships are interconnected, when one of the actors reduces their influence, the entire field is negatively affected. This makes possible to state that if there were a significant influence from tourism management agencies towards and residents involved in tourism in FLONA Tapajós, the structure, service delivery, information, promotion, and overall service quality could be improved.Item Acesso aberto (Open Access) Turismo em unidades de conservação e o desenvolvimento local em Soure- PA(Universidade Federal do Pará, 2018) HAMOY, Juliana Azevedo; BAHIA, Mirleide Chaar; http://lattes.cnpq.br/6052323981745384This study develops an analysis about tourism as the way of reaching local development in Conservation Units. The main objective of this research was to analyze the planning and public management of tourism in the Soure Conservation Unit, in terms of sustainability and Local Development. It must be pointed that Soure is part of the State Environmental Protection Area (APA) of Marajó, and in the municipality has a strip of land as a Marine Extractive Reserve (RESEX), which is federal. As theoretical-methodological procedure, theoretical bases were used on Sustainable Development, Tourism in Conservation Units and Local Development. From a qualitative perspective, this research was carried out from exploratory studies combining the theoretical reference, documental analysis of public planning with the field research, with systematic observation and semi - structured interviews. It was possible to observe the existence of differences between the levels of management in the municipality, the state and the federation, perceiving the distinct interests and actions for local development in Soure. The articulation between the agents involved in the tourism productive chain, mainly in the public sector and the local community, reverberates directly in the way that tourism activity develops in a inequal way in Soure, so that residents of RESEX communities, under federal menagement show themselves more involved and articulated than the residents of the urban area, under the state management. Municipal management shows itself as a timely co-participant in tourism management and planning processes in Soure.
