Item Acesso aberto (Open Access) A carreira docente na rede municipal de ensino de Belém-Pará sob a ótica dos professores(Universidade Federal do Pará, 2014-08-22) FARIAS, Adriana de Jesus Diniz; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305This study addresses the Teaching Career in Municipal Education Network Perspective on Belém teachers. We sought to answer the following questions: How do teachers assess your career? It is an attractive career? The study's general objective: to analyze the careers of teachers regarding the attractiveness from the perspective of some teachers, from 1991 until 2014. And as specific objectives: a) to analyze the Statute of the Municipal Education Network for Teaching Belém and related laws regarding the movement, encouraging the formation, working hours, working conditions and remuneration; b) systematize the educational policy of the municipality of Belém in regard to career teachers ; c) analyzing the views of teachers about their career. For the research a literature review on faculty compensation and career was made. An analysis of the career of teachers from the Statute of the City of Belém Teachers (Law No. 7.528/1991) and related laws was also performed. To grasp the perspective of teachers interviews with teachers and representatives of SINTEPP were performed. The survey concluded with regard to the movement that RMEB career is not attractive, since in practice the functional progressions were never effected. In regard to encouraging the formation, it was concluded that the normative field RMEB offers attractive because it guarantees paid leave for improvement and payment of bonuses. With regard to working hours, we can conclude that according to the testimony of teachers, the composition of the journey is not attractive element, because there is not enough time to prepare their classes or perform other important activities within the time period required for Time activity. Regarding working conditions it is concluded that they are inadequate, especially with regard to the physical and material conditions of educational units and do not constitute the attractiveness of career factor. Regarding the remuneration we may consider that it does not translate to attractive career factor, given that remuneration is constituted mostly of bonuses. Therefore, we can conclude that teachers of RMEB does not consider its attractive careers.Item Acesso aberto (Open Access) Condições de funcionamento de escolas do campo: em busca de indicadores de custo-aluno-qualidade(Universidade Federal do Pará, 2008-05-02) PEREIRA, Ana Cláudia da Silva; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305The study was conducted in 2 (two) schools in the municipality of Bujaru field belonging to the micro-Castanhal mesoregion in the Northeast Paraense. His goal was to identify and analyse the conditions for the functioning of schools of the field, aiming to propose indicators of cost-student-quality for this type of school. The selection of schools is guided by the following criteria: distance from the headquarters of the council; about the size; classification in unidocente or pluridocentes; number of teachers, number of students; levels of education offered and the region in which they are embedded. To obtain information from interviews were conducted with: directors, teachers, parents / community representatives and students. In addition to interviews, and observation forms were used in locus. The axes of analysis taken as guiding questions: the operating conditions of and their main problems and needs and what the subjects say that working and studying in / schools of the field on the indicators needed for a field of quality education? After analysing data, we find that the problems faced by teachers, students, parents and administrators who work in schools of the field are related mainly to operations in classes multisseriadas; lack of furniture, equipment and materials; lack of school transport; precarious conditions of infrastructure and lack of teaching staff. On the issue of quality indicators, the subjects showed the following factors as key to improving the quality of teaching in these schools: appropriate infrastructure, (with securities, libraries, laboratories, equipment and educational materials); contraction of staff (teachers, serventes, merendeiras, watchmen and secretary); qualification and upgrading of teacher; transportation and school lunch. The work presents a range of issues that can compose and explain the possible size and indicators of quality, but are not generalized to a larger pool of schools. Of course, there are regularities, and similar aspects that are common and should be considered for schools located in the field. In general it was found that the definition of a cost-studentquality education, especially in the education field, remains a challenge, especially because this discussion brings to light the complexity, tensions and contradictions of educational phenomenon in a country marked by inequality.Item Acesso aberto (Open Access) Financiamento do ensino médio público no estado do Maranhão no período de 1996 a 2006: possíveis efeitos da política de focalização(Universidade Federal do Pará, 2011-05-30) ALVES, Antonio Sousa; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305This study considers the Financing of public High School in the State of Maranhão in the period 1996 to 2006 and the possible effects of policy focus for this level of education. We try throughout this study to answer some questions: What are the effects of the policy that focused on the financial resources for basic education in the maintenance and development of high school, in the State of Maranhão? What sources of funds that financed the maintenance and development of high school, from 1996 to 2006? What are the values of the pupil spending of high school in the period in which financing policy prioritized Elementary School? The goal was to analyze the effects of funding policy that focused on only one stage of education, to evaluate the relevance of this strategy in the maintenance and development of high school. To enlighten our thinking and analysis, a critical perspective, we reviewed the literature on state funding of education and capitalism, specifically its settings from the 1990s. Considering the peculiarities of High School, we present some historical considerations about its funding policy. To conduct this study conducted a survey of educational data and financial of the State of Maranhão in a detailed study of documents (Balanços Gerais, Statement of some Covenants, Sinopses do INEP and IBGE datas). anchored in a perspective of quanti-qualitative research. The data reveal aspects relating to pupil spending in primary and secondary; show the relationship between PIB and education spending in the state; show programs PROMED / Escola Jovem, ALVORADA and VIVA EDUCAÇÃO and its transitory nature of financing School records to public expenses. Reinforcing aspects of the neoliberal policies implemented in the Brazilian education, especially the influence of multilateral institutions The results of this study reveal, among other things, that the policy of targeting resources to the harmful repercussions left school the quality of secondary education in the period 1996 to 2006 in the State of Maranhão.Item Acesso aberto (Open Access) A institucionalização dos sistemas municipais de ensino na realidade paraense: obstáculos e possibilidades - o caso do Município de Barcarena(Universidade Federal do Pará, 2010-06-11) PEREIRA, Maria do Socorro Vasconcelos; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305The study on the Institutionalization of the Municipal Systems of Education in the reality of Para: obstacles and difficulties - the case of the Municipality of Barcarena aimed to investigate the factors that hinder the establishment of the Municipal Council of Education in Barcarena (State of Pará, Brazil) in order to identify whether obstacles have financial, political or technical character. Documentary analysis and interviews were the instruments used to meet the proposed objectives. Data gathering and processing prioritized the analysis of laws, decrees, opinions, regulations, government plans, educational projects and programs, as well as the contents of interviews with individuals involved in the educational process. The research results allow to infer that the institutionalization of the Municipal System of Education in Barcarena requires that the municipal administration be willing to break off with the patrimonial character of government practices, since there is no guarantee of democratization only through the creation of the Municipal System of Education, or of other elements comprised in the educational administration, without a process through which public management be grounded upon collective participation. The immediate demand requires autonomy for the construction of educational policies that address the municipal reality; mechanisms that allow for the participation of society in both the deliberations, the monitoring bodies, and in the social control of resources for education, through the various groups represented; the overcoming of the concept of public space as private property; and the training, qualification of technical staff to carry out the decisions concerning municipal education. Such a demand constitutes a challenge, given the strong presence of conflicts and power struggles between representatives of civil society and those of both the municipal executive and legislative forces, which may be seen as a positive factor should it be understood as a possibility for the construction of educational policies rooted in the diversity of opinions, because different segments of Barcarena‘s civil society show their interest to participate. Some of them are mobilizing more actively, others in smaller proportions, but the need remains that they be recognized as social subjects, and that the theoretical, pedagogical and political education be also included as a key factor for their participation in social mobilization, actions in order to organize the Municipal System of Education, parallel to the recognition that it is a right that needs to be consolidated.Item Acesso aberto (Open Access) Limites e possibilidades do controle Social: um estudo a partir do conselho de acompanhamento e controle social do FUNDEB no município de Capitão Poço/PA(Universidade Federal do Pará, 2012-04-20) SANTOS FILHO, João Ribeiro dos; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305It is the study of the social control Fundeb’s resources held in the town of Capitão Poço, in the northeastern region of Pará. The study aimed to analyze the limits and possibilities related to the effectiveness of social control, through the Advisory Fundeb’s Council and Social Control in the municipality. The study was guided by the question whether the characteristics and functioning of the Advisory and Social Control Fundeb’s Council, at the municipal level, have the shape of an interval or the public sphere that allows the realization of social control and citizenship. Regarding research methodology, qualitative approach was adopted, with instrumental case study, developed through field research. Data collection was conducted by documents, interviews and non-participanting observation. The analysis was developed having as its reference the main category of Fundeb’s social control, based on the following themes or subcategories: the public sphere; board composition and performance, gathering decisions, asset management. The results showed that Capitão Poço Fundeb’s Council gather most of its decisions in the Executive Branch, including organizing the process of choice of the members and do not effectively represent a space for interaction between State and society. Also observed reflexes of the asset management, with the removal of the Fundeb’s Council members and designating the new ones, without the proper electoral process, in the beginning of the Executive Leader`s tenure of office. The analysis also revealed the existence of disarticulation of the councillors with their bases; fragility in the mobilization of the represented entities, lack of information and training of councillors for the exercise of social control, and lack of provision of monthly reports by the Executive Branch for analysis purposes by Council’s members. In summary, the research revealed that social control in the Fundeb Capitão Poço is not effectively settled yet. The instrumental case study, developed in Capitão Poço/PA, allowed inferences about the need to develop other studies related to the theme, such as: valuation of education professionals and Fundeb`s social control; institutionalization of social control Fundeb as an imposition, without participation social at the local level.Item Acesso aberto (Open Access) O programa de municipalização do ensino fundamental no estado do Pará e seus efeitos na gestão educacional do município de Altamira(Universidade Federal do Pará, 2007-08-03) RIBEIRO, Edinéa Bandeira; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305The work studies the municipalization politics which transfers the responsibility for educational administration to the municipal district, through a historical and interpretative movement, which purpose is to characterize these tendencies on the Brazilian education that tried to imprint to the municipal districts the priority paper in the offer of the infantile education and fundamental instruction in the country. From this incursion, the study part for an analysis of the Municipalization of the fundamental instruction in the State of Pará Program, showing the main objective and characteristics of the proposal implemented by the Government of the State in the end of the decade of 1990, that, mainly since the approval of Fundef, invested in the radicalization of the municipalyzing process of the lower education in the State. To evidence the effects of that program in the reality of the municipal administration of the education, this investigation takes as research area the Municipal district of Altamira, where it tried to unveil which were the ways taken by the educational politics of the Municipal district since the signature of the Agreement of Technical Cooperation dealt among the Municipal City hall and the Executive Clerkship of Education that has altered the directions of the municipal education. The research intends to contribute for the understanding of the municipalization politics, relating it with the structural injunctions, seeking to contemplate on the specificities that demarcate the triple relation among the national politics, the state character and the municipal context.Item Acesso aberto (Open Access) A política de municipalização do ensino fundamental no estado do Pará a partir da ótica dos gestores estaduais da educação(Universidade Federal do Pará, 2011-05-30) ALVES, Charles Alberto de Souza; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305This study presents from the point of view of managers of state education, as the policy of decentralization of primary education (re) configured in Para during the period 1996 to 2010. Aims to analyze how governments occurred throughout the state, the process of (re) formulation, identifying the speeches which were used in guiding decision making of this policy and presents the most significant impact of the policy of decentralization to improve the quality of education The key in Pará study used document analysis and semi-structured interviews with managers of state governments who worked at the State Secretariat of Education of Para The study concluded that the policy of decentralization is configured in various ways over the Governments the PSDB and the PT. In this policy the Government of the PSDB is configured as an indispensable condition for the management of public education to reach the desired quality. In the PT government there have been several attempts to reformulate the policy, through seminars and forums, but the lack of clarity about the state government that wanted to change this policy and the five Secretaries of Education led to the emergence of several different discourses about this policy and the discontinuity of referrals that were presented by their respective Secretaries.Item Acesso aberto (Open Access) A política salarial dos professores da rede pública no contexto da municipalização do ensino no Estado do Pará(Universidade Federal do Pará, 2009-05-22) BARROS, Antonio Carlos Martins; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305The dissertation deals with the pay policy for teachers of the municipal council of Tucuruí. Aims to evaluate the local authority pay policy for teachers, to help with the more general process of evaluation of municipalization of education implemented in the State of Pará, in the period 1997 to 2006. We review the pay policy for teachers in the municipal context, dynamically, formed by the measures adopted municipalization of education affect the character of educational policies pertaining to the decentralization reforms of the Brazilian state, run by the Ministry of Education, from the government of Fernando Henrique Cardoso. So, the research attempted to model the policy of funding national orientation focused on MEC. The study indicates that the national project of the federal government with local management, the teachers' wage policy change. What is the guiding question of the study, when instigated on the existence of changes in salaries of teachers from the time they were transferred from the state network for the system of municipal Tucuruí, which is located the local search. Based on records and in addition, in interviews with teachers and other subjects, the study shows results and qualitative indicators of the wage policy of municipal teachers suffered significant changes in aspects of financial and social values that comprise career of teaching, affected by the context of the ME scenario in the state, presents a course of gradual extinction of the teacher and wipe the municipal payroll. The study indicates a way in the conduct of tax policy municipalist of Pará, and part of the neoliberal adjustments to the design defined in the agreements the State government and city hall.Item Acesso aberto (Open Access) A política salarial para os professores da educação básica da rede municipal no contexto do FUNDEB nos municípios de Óbidos e Oriximiná-Pará(Universidade Federal do Pará, 2010-06-11) SILVA, Eldra Carvalho da; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305The study presents potential impacts / effects in FUNDEB salary policy for teachers in the municipal towns of Obidos and Oriximiná in western Pará State The research aimed to analyze and assess the salary policy for teachers in the municipal network in the context of the FUNDEB Oriximiná municipalities and Óbidos, to identify possible impacts on earnings from this fund them. For that answer the following questions: With the implementation of FUNDEB and the national wage floor were no changes in wage policy of the municipal teachers trained mid-level and above who work in elementary education and early childhood education? If there were changes, they reveal themselves as recovery of salaries? What are the initiatives taken by governments and Óbidos Oriximiná to ensure a policy of upgrading the professional teaching, specifically in regard to living wage and PSPN, praised in FUNDEB? The analysis was developed with reference to the central category in the context of wage recovery FUNDEB, with the following themes or subcategories: Teaching Career, Working Conditions, Structure and Composition of Wage, Salary and Remuneration of Teachers; PSPN. The results showed that with the implementation of FUNDEB and the national wage floor has not yet realized in these two years of the fund no change in pay policy for teachers with training mid-level and higher who work in elementary education and early childhood education, so both FUNDEB, as PSPN not yet proved in fact as tools for the professional enhancement of the teaching of basic education. It was still possible to see that the initiatives taken by the governments of Oriximiná and Óbidos, to ensure a policy of upgrading the professional teaching, specifically in regard to living wage and PSPN, praised in FUNDEB, still prove tenuous.
