Item Acesso aberto (Open Access) Os critérios de movimentação na carreira de professores da educação básica em estados da Região Norte do Brasil(Universidade Federal do Pará, 2017-05-04) CARNEIRO, Ana Paula da Silva; GUTIERRES, Dalva Valente Guimarães; http://lattes.cnpq.br/3309392796628506The present dissertation deals with the configuration and criteria for the career movement of teachers of basic education in the state education network of Acre, Amapá, Rondônia and Roraima, considering the peculiar condition of these States, originally Federal Territories. Through documentary study the criteria of career movement were analyzed in order to identify possible signs of attractiveness and incentives to remain in the career of basic education. The study started with the following questions: How has the career structure in the state education network been configured in the states of Acre, Amapá, Rondônia and Roraima? What are the criteria for moving teachers' careers defined in the State Education Networks Plans of these states? Do these criteria provide attractiveness and incentives to stay in the career? When, in the Federal Territories, the career plan of basic education teachers in these places was unified and presented as the main criterion for career movement the length of service, while the qualification was considered as a secondary criterion, which corresponded to the career of the Traditional type. When the Federal Territories assumed the position of states of the federation, the career of teachers also changed, assuming signs of a professional career, in line with changes in the Brazilian legal system. The capitalist crisis and the redefinition of the state's role since the end of the last century have led to new premises for the management of the public service such as performance evaluation, meritocracy and accountability. The configuration of the career paths of these states begin to assimilate such premises. The performance evaluation takes center stage to the detriment of the time of service as a criterion for the movement in the career of the teaching profession in the states surveyed. Although the criteria for career mobility are in line with national guidelines, in a few states they are effective, which does not contribute to attractiveness and career permanence. However, there is a process of permanent struggle of the teachers in their organizations for the implementation / effectiveness of the Career Plans in the researched states, signaling that there is still much that advances towards the appreciation of the teacher.Item Acesso aberto (Open Access) As implicações do PSPN para a carreira e a remuneração do magistério da rede municipal de Barcarena-Pa(Universidade Federal do Pará, 2017-06-29) SILVA, Afonso Rodrigues da; GUTIERRES, Dalva Valente Guimarães; http://lattes.cnpq.br/3309392796628506The study deals with the Career and Remuneration of the professionals of the public teaching profession of the Municipality of Barcarena - Pará, with the objective of analyzing the implications of the National Professional Salary Floor (PSPN) for the Career and Remuneration policy adopted from the Career Plan, Career and Compensation of Basic Education Professionals (PCCR / 2010). In an attempt to approach historical and dialectical materialism as a way of approaching the object, we sought to analyze the career and remuneration of the teachers of Barcarena in an articulated way with the broader historical context analyzing the crisis scenario of capitalism and its connections with national and local policy. For the investigation process we used documentary study and interviews. The municipal laws that deal with career and teacher remuneration were analyzed as: Law nº 1.899 / 96 (Statute of the Magisterium) of October 16, 1996; Law no. 02/2010 (Career, Career and Compensation Plan of the Professionals of the Basic School Education of the Municipality of Barcarena - PCCR / 2010) of December 21, 2010 and related laws. It was verified that the policy of the PSPN brought changes to the career politics and of remuneration of the professionals of the local teaching. The PCCR / 2010 set a Municipal Floor 9.51% more than the PSPN, for the teacher with a high school level in teaching, in addition to considering the increase of 10% in the teacher's salary according to the levels of training. These advantages were gradually withdrawn until the Municipal Flat to the PSPN. In 2014 the PCCR / 2010 was suspended through ADI which has had disastrous consequences for teachers' compensation and lack of career prospectsItem Acesso aberto (Open Access) Mudanças e permanências na carreira do Magistério Estadual do Pará: 1986-2010(Universidade Federal do Pará, 2016-06-27) FERREIRA, Denielson Moura; GUTIERRES, Dalva Valente Guimarães; http://lattes.cnpq.br/3309392796628506This study analyses the career of the public school body of Pará in the perspective of examining the changes and continuities from Law 7.442/2010, which provides for PCCR/2010 (Offices, Career and Remuneration Plan). It was assumed a definition of career based on the idea that a teacher’s professional trajectory must be followed by an improvement in pay based on factors like time, performance and initial and continuing formation. Through file research using sources like Law 5.351/1986, which approved the School Body Statute; and Law 7.442/2010, which approved PCCR/2010; were analyzed the changes and continuities of the teachers’ career through 5 axis: office structure, job admission ways, working hours, job progression criteria and pay. With PCCR career is structured in four classes (I through IV), corresponding to formation of higher education, specialization, master and doctorate, with previous positions extinct. Ways of job admittance were kept, but their requirements changed. The working hours changed in composition through the raise of the time-activity percentage from 20% to 25%. Career movement through horizontal and vertical progress was kept, but the criteria of horizontal progress and the salary increase percentage were changed, introducing the budgetary situation of the State as condition to career evolution. As for pay, it was defined a 30% raise for teachers who worked on Special Education, plus the creation of rewards for teachers working on SUSIPE (Superintendence of Criminal Justice System), FUNCAP (Children and Adolescents Institute) and SOME (Modular Education System). The changes and continuities observed after PCCR/2010 portrait the interconnection of powers in the historic moment, permeated in fights of education workers and the government; and, like any political process, it shows partial results to the evaluation of education professionals of Pará.Item Acesso aberto (Open Access) O Plano de Ações Articuladas (PAR) e suas implicações para a gestão da educacão na Rede Municipal de Educação de Santana/AP(Universidade Federal do Pará, 2016-06-24) NOGUEIRA, Heryka Cruz; GUTIERRES, Dalva Valente Guimarães; http://lattes.cnpq.br/3309392796628506This study analyses the Articulated Plan of Actions (PAR) and its implications for the educational management in the municipal network of Santana in the State of Amapá, with a view to analyze its effects in the democratization of the management, emphasizing the different conceptions of the management used in the sphere of municipal education, having as baseline the organization of the current education in a context permeated of changes in the administrative structure of the country, originated from the Reform Plan of the Brazilian State in the years of 1990, that propose actions of organization of the State and of management oriented to serve the expectations of a capitalist society. It is assumed that the democratic management of the education cannot be sight in an abstract way and, therefore, in the capitalist system the participation, the decentralization and the autonomy, that are constitutive elements of the democracy, they get contradictory nuances. It was used as methodology the documental analyze and the semi structured interview with the team manager of the municipal network of the education in Santana – Amapá –, the technical local Team of elaboration of the Articulated Plan of Actions (PAR), the participating of the Municipal Council of Education, the School Council, the Fund for Maintenance and Development of Basic School and Valorization of Professionals (FUNDEB) and School Director. The purpose was to analyze the Dimension School Management of PAR, focusing at the area “Democratic Management” from six indicators: existence of schools councils; existence; composition and operation of the Municipal Education Council; composition and operation of the School Meals Council; composition and operation of the Fund for Maintenance and Development of Basic School and Valorization of Professionals; criteria for the choice of the school director; and the existence and operation of the local committee of the All for Education Commitment. The results obtained put in evidence the historic fragility of the democratization of the education management in Santana City, because the mechanism that could permit the participation, the decentralization and the autonomy, that are the municipal education councils, they have been worked precariously. The criteria of choice of the directors exclude the democratic manners of participation of the school community, as the election for example, and they promote the centralized practices of appointment. The management of the financial resources of the education is centralized at the municipal government, turning the participation of the population in the social control more and more difficult. There was expansion of the number of school councils, which can ramp up the participation of individuals in the social control of the resources and other ways of decentralization of the decisions. It depends of the correlation of local forces historically permeated for patrimonial manners of management that get, with PAR, a manageralism nuance.Item Acesso aberto (Open Access) O plano de ações articuladas e suas implicações para a gestão da Rede Municipal de Educação de Barcarena-PA(Universidade Federal do Pará, 2017-02-23) CAMARGO, Maria Dayse Henriques de; GUTIERRES, Dalva Valente Guimarães; http://lattes.cnpq.br/3309392796628506The present dissertation deals with the Articulated action plan (PAR) and their implications for educational management in the municipal network of Barcarena-Pa, in the period from 2007 to 2014. It was assumed that the object is a product of the various macroeconomic, historical and social forces. The democratic administration assumes the decentralization of power, the collective participation and autonomy of the institutions, which contributes to the construction of citizenship. As the methodology used the documentary analysis and interviews. For the analysis of Educational Management dimension of the pair focused the area "democratic management" from four indicators: 1. Existence of school boards; 2. Existence, composition and activities of the Municipal Council of education; 3. composition and role of the Board of school feeding; and 4. Criteria for choice of school management. The study showed that the COUPLE little contributed to the democratization of educational management of Barcarena-Pa, the root management and marketing which is strongly the plan. In this perspective, the Articulated action plan presents a heterogeneous "management model", covering features of bureaucratic management, managerial and "pseudodemocrática". It was the partial participation and autonomy on the boards of education, except School Board of Power presented satisfactory situation. With regard to decentralization, the PAIR presents all the characteristics of the management logic and in fact not decentralized powers, only the unsettled. He was also the Acting School of the municipality councils more aimed at the control and accountability of financial resources, and a City Council of rectilinear Education Executive interests municipal de Barcarena.
