Analyzing the performances of the municipal administration in what they concern the activities developed for the SESMAB and SEMOB, in the period of 2004-2006, it will try to mainly clarify the visible and undeniable contradictions in the urban landscape of the City, in what it refers to the quality of the environment (which implies in the quality of life of the people) and the absence of more specific mechanisms to develop the protection of the environment and the social inclusion in fóruns of decision. Considering the enormous legislative potential and legal Brazilian, this research goes to try to show that the lack of municipal politician-administrative mobility, exactly to just created Municipal Managing Plan (Out. /2006) still compromises the urban ambient standards, had, among others, the disarticulation between the city departments, the physicist-territorial character of the urban politics and the centralism of the public investment in served infrastructure areas already.Item Acesso aberto (Open Access) Habitação produzindo espaço urbano na reprodução de conjuntos habitacionais: experiências e tendências na região metropolitana de Belém(Universidade Federal do Pará, 2014-05-23) SILVA, Marlon Lima da; OLIVEIRA, Janete Marília Gentil Coimbra de; http://lattes.cnpq.br/5569740569229032The dissertation discusses the production of urban space, extracting from settlements the central elements of analysis. It is part of the National Housing Bank (BNH) reaching the Program My House My Life (PMCMV), covering five decades of materializations expressed in social housing projects of the Metropolitan Region of Belém (RMB). For didactic purposes, the analytical indicators were subdivided into two groups: that reveal the production of urban space at the metropolitan scale and at a local scale. The location of the settlements and the social agents responsible for the production of the settlements. These agents are delimited along the housing policies. On the local scale, the indicators are represented by unique architectural form and its internal dynamics, considering also the uses within the joint. The methodology incorporated the bibliographical survey on the subject, emphasizing the production of urban space in metropolitan areas and housing policies of the BNH PMCMV. Thematic maps were drawn, revealing the materialization of housing policies and spatial practices of different actors. Field work was developed within the joint, identifying the original architectural pattern, their dynamics and their uses, in addition to performing a photographic survey. Since the 1960s, the urban sprawl of the RMB has been growing at an accelerated rate, in a context where the construction of housing estates has assumed prominence. Housing policies of BNH-PMCMV have been manifested in specific locations in RMB, with rhythms and intensities that express the conflicting logic of production of urban space in the metropolitan scale. The social agents select locations according to purchasing power of demands, often extending the urban fabric in rural areas, a logic in which the facilities are directly proportional to the buying power of borrowers. The original form of sets, their internal dynamics and their uses have revealed a number of conflicts and contradictions at the local scale. These conflicts have been expressing the degree of modification of standardized infrastructure and diversification of uses present within the joint housing units. In the synthesis of materializations in metropolitan and local scales, urban space expresses his confrontational dynamic, from housing, revealing experiences and trends in RMB.Item Acesso aberto (Open Access) Intervenção no centro histórico e a reorganização sócio-espacial do Bairro da Cidade Velha – Belém/PA(Universidade Federal do Pará, 2007-07-03) BRITO, Lilian Simone Amorim; OLIVEIRA, Janete Marília Gentil Coimbra de; http://lattes.cnpq.br/5569740569229032In Belém, in last the twelve years (1994-2006), the public power started to develop initiatives in the direction to create projects of intervention in the historical center of the city, amongst which if it detached the projects of the Square Frei Caetano Brandão and the Historical and Geographic Institute of Pará, promoted for the Municipal City hall, through the Program Monumenta Belém, and of the Happy Complex Lusitânia, executed for the state government, concentrated specifically in the area that encloses the quarter of the Old City. In this context, one searched to understand the logic that explains the recent concern of the public power in intervening in the Historical Center of Belém, being searched to analyze its implications in the process of partner-space reorganization of the quarter of the Old City; to understand as if it has given to the dynamics of appropriation and reorganization of this space and as practical the space ones produced in the production dynamics/appropriation they have propitiated the diverse territorialities of the social agents who produce the space urban of this quarter, as well as identifying to the possible contradictions/conflicts of territorialities between the diverse social (Been, trading and living) agents involved in the production process/space reproduction, generated in the partner-space dynamics of this quarter, from these of intervention. It was perceived that the actions of the government of the state, referring to the intervention of the Happy Complex Lusitânia, rules in the adoption of the planning to market and in the introduction of techniques of City marketing, justified for the necessity to recoup the economic base of the city. This project based on the conception of revitalization, modifying the form and the functionality of the patrimony where the actions of intervention were carried through, with sights to become the city most competitive in the dispute for tourist attraction. Had its character conservative, it was not arrived to evidence the materialization of the conflicts of territoriality between the diverse social agents, since to the traders and inhabitants not if they had constituted while informing citizens in the elaboration process and execution of the related project. In relation to the interventions promoted for the municipal government, they were rules in a more progressive planning, where the popular participation if made a little more present. Such projects had been based on the principles of the urban whitewashing, that they aim at to characterize the urban space, and to improve the conditions of quality of life and infrastructure for its users. Although to consider of extreme relevance the development of projects with sights to rehabilitate the Historical Center of Belém, it is given credit that these would have to be elaborated, from a minute analysis of the partner-space dynamics of the quarters that compose it, and of the city as a whole, and that these projects leave more of integrated actions between the patrimonial agencies of the municipal sphere, state and federal, in way that its results can guarantee a greater fairness and participation of the diverse agents producers of this urban space.Item Acesso aberto (Open Access) Paisagem e lugar na Amazônia produzidos pela globalização: uma análise a partir das empresas de fast food nos bairros de Nazaré e Umarizal, Belém-PA(Universidade Federal do Pará, 2011-06-20) SILVA, Mauro Emilio Costa; OLIVEIRA, Janete Marília Gentil Coimbra de; http://lattes.cnpq.br/5569740569229032Transnational corporations and nationals in the light of capitalism, especially installed in the central districts of the city of Belém-PA, would complement the urban metropolis of equipment, with standardized landscapes introduced by fast food companies, generating cosmopolitanism concernetes all major Brazilian cities and world, or bringing negative effects to residents and workers in lower circuit resident economy in central districts, such as changes in urban space, use value for value exchange, and especially the probable transmutation of these places not to places, from an apprehension of these new urbanites with this space, enhanced by the changing landscape. Pointing capitalism continually immanent globalization as vectors of changes in morphology and consequently on the social-crops in space.Item Acesso aberto (Open Access) Os programas habitacionais de interesse social e sua atuação na região metropolitana de Belém: a espacialização das ações na contramão do direito à cidade(Universidade Federal do Pará, 2013-09-12) CASTRO, Marlon D'Oliveira; OLIVEIRA, Janete Marília Gentil Coimbra de; http://lattes.cnpq.br/5569740569229032This dissertation makes a reflection on the new Brazilian housing policy characterized as a moment of organizational changes made by the Brazilian state with the historical problem attention to housing or social housing and the gap created in the last three decades on this vital aspect of working-class life: access to home own. In this intention, we tried to analyze the process of production of space in the metropolitan region of Belém from the perspective of the capitalist mode of production and the attempt to regulate the incorporation of space for new instruments, which so inculcated, would be able to alleviate the problem of housing shortage in the region with the inclusion of the right to the city intrinsically present in programs of social housing, arising after the creation of the National System for Social Housing in 2005, which at that time brought claims of social organizations within it, after the enactment of the Statute of the City, which implicitly encompassed elements discussed by the National Forum of Urban Reform in the previous decades. The work bases sat on critical geography, literature review and its confrontation with the lines of the main promoters of this policy subject in recent years (technical social organizations, institutional agents, Caixa Economica Federal, activists, trade unionists and private sector developers) in RMB, evidences the gap between the development and execution of social housing and intentional forgetting the possibilities of implementing the proposed organic, stemming from the SNHIS/FNHIS and the adoption of marketing strategies instrumental typically designed to focus on the reproduction of capital, with the advent of and the adoption of marketing strategies instrumental typically designed to focus on the reproduction of capital, with the advent of “Programa Minha Casa, Minha Vida” (2009). The results point to diffuse visions of agents and actors on the housing problem and addressing them, but converge in understanding the rupture created in a specific historical moment, to support the growing economy in the context of the threat of global economic crisis (2008) and freezing of government intentions suppression greater portion of the housing deficit in the “social interest”, what we call the opposite of the right to the city, that is, political and economic reorientation in favor of not cooling the market and permanence conditions governance to political groups currently dominating.
