Item Acesso aberto (Open Access) Barreiras no uso dos serviços do governo eletrônico do Brasil por idosos à luz da Teoria da Resistência à Inovação(Universidade Federal do Pará, 2024-08-28) ALBERNAZ, Suellen Patrícia Silvestre Ribeiro; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319Electronic government (e-Gov) uses digital technologies to modernize and optimize public services, promoting greater transparency and accessibility. However, there are gaps in understanding the factors that affect the intention to continue using these services, particularly among elderly users. The objective of this research is to analyze how image barriers, tradition barriers, digital skills, and the quality of internet access contribute to the resistance of elderly users to the continuous use of Brazilian government services. To test and validate the proposed conceptual model, structural equation modeling was used with data from questionnaires of 426 respondents. The research results reveal effects among the evaluated constructs, with the two barriers highlighted by the Innovation Resistance Theory, tradition and image, demonstrating statistical significance. Additionally, the quality of internet access and digital skills also emerge as factors that predict the intention to continue using the services. The application of this model showed that Image Barriers, Tradition Barriers, and Digital Skills explain 47.8% of the variance in the respondents' Intention to Continue Using (ICU). The literature highlights the adoption and use of digital competence for the development of educational services in Higher Education Institutions (HEIs), but it's still necessary to understand its influence on the innovative behavior of the public official. The aim of this study was to investigate the influence of digital competence, based on the predictors’ infrastructure, integration, and digital management, on innovative work behaviors. The research was applied to 540 public employees of a Federal Institution of Higher Education (IFES) in northern Brazil. The response rate for this study was 33.5%. For data analysis, the Structural Equation Modeling approach by Partial Least Squares (PLS-SEM) was used. The results confirm hypotheses H1, H2 and H3 and indicate that public emplo yees with a high level of perception of digital competence more often develop challenging work to generate new innovative behaviors at work. Adherence to infrastructure, integration and digital management can help the institution to obtain behaviors aimed at innovation, thus, it is up to university public management to conduct them effectively. This research was limited to investigating the influence of digital competence on innovative work behaviors of public employees of a Brazilian IFES. Future studies may address other contextual factors in this relationship. However, there are gaps in the understanding of factors that affect intentions to use and adopt this technology, especially considering more experienced users of mobile application technology. The research aims to investigate technology acceptance in order to assess the determinants of mHealth adoption in the Amazon. To test and validate the proposed conceptual model, structural equation modeling was used with questionnaire data from 352 participants. The results obtained from the research indicate significant relationships between the constructs evaluated and that perceived privacy mediates the effect between trust and behavioral intentions to adopt mHealth applications, as well as indirect influences such as self-efficacy and direct effects such as perceived usefulness and attitude. The use of this model, with four potential antecedents, made it possible to explain 58% of the variance in respondents' behavioral intention to use. In this way, this study provides advances in the debate on the acceptance of technology in mHealth services.Item Acesso aberto (Open Access) Governança relacional na terceirização de tecnologia da informação: o papel da Teoria da Autodeterminação e o efeito mediador do controle percebido pelos gestores públicos(Universidade Federal do Pará, 2022-12-09) FRIAES, Ligiane Cristina Braga de Oliveira; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319Researchers in the field recognize the importance of the relationship between contractor and contractee in the process of Information Technology (IT) outsourcing. However, little is known about the impact of the manager's profile in this process. Thus, the objective of this research was to analyze the impact of the perception of competence, autonomy and relationship of public managers on Relational Governance (RG), as well as, to identify the effect of perceived control in this relationship. Design/methodology/approach: This study uses a quantitative approach to investigate the impact of the behavioral characteristics of IT managers from the Self-Determination Theory (SDT). The data were collected in Brazilian public institutions active in the areas of education, finance, statistics, and technology, and the hypotheses were identified and evaluated using the technique of Partial Least Squares Structural Equation Modeling (PLS-SEM). Findings: The results identified that managers' selfdetermination is related to the perception of control, which consequently this impacts the RG by providing feelings of competence and autonomy capable of building a beneficial relationship with the IT provider. Practical implications: This study, promotes the understanding that upper management needs to support the autonomy of managers to increase their levels of intrinsic motivation when managing supplier deliveries. Originality/value: The application of Self-Determination Theory, to the IT Outsourcing context, provides new insights into the mediation of perceived control by explaining the relationship between managers' expectations and motivations as an important driver for RG.Item Acesso aberto (Open Access) Integrando a teoria do comportamento planejado e o oportunismo para prever os efeitos na intenção de renovação contratual de serviços contínuos na administração pública(Universidade Federal do Pará, 2024-12-18) SÁ, Najla Andrade Massoud de; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319Purpose: This study explores the integration between the theory of planned behavior and the concept of opportunism to analyze contract renewal intentions in continuous services in public administration. Originality: The research advances the academic field by applying this theoretical combination to understand the decisions of public managers regarding contract renewal. The study highlights the relevance of cognitive elements in managers' decisions regarding contract renewal. This theoretical approach deepens the understanding of public sector decision-making processes and converges with external assessments related to contractors' pportunism. Approach: The quantitative methodology examined the responses of 198 public managers in charge of continuous service contracts. The method used to analyze the results is Partial Least Squares (PLS), based on SmartPLS 4.0 software. Conclusions: The results indicate that the variables of the theory of planned behavior (subjective norms, attitudes, and perceived behavioral control) exert a positive influence on contract renewal intention. However, opportunism had a negative effect on contract renewal intention. Furthermore, opportunism positively moderated the relationship between attitude and intention, while there was no moderation between subjective norms and perceived behavior control. Practical implications: It is proposed that managers adopt negotiation strategies that prioritize transparent dialogue, which is essential to establish trust between the parties. Furthermore, public administration should invest in improving managerial capacity in order to implement appropriate solutions for contract management.Item Acesso aberto (Open Access) Liderança feminina na Polícia Militar: um estudo na Região Norte do Brasil(Universidade Federal do Pará, 2024-12-03) NEGRÃO, Íris Alves Miranda; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319This dissertation investigates female leadership in the Military Police of the Northern Region of Brazil. The aim of the study is to understand the new competencies developed by women in leadership positions within this institution, with a focus on shared leadership. The methodology employed is qualitative, based on semistructured interviews with 24 female police leaders selected for their experience and relevance to the topic. The study utilized MAXQDA 24.6 for data analysis, following a thematic approach that identified categories related to female leadership practices, such as courage, confidence, competitiveness, control, compassion, commitment, creativity, and charisma. The results indicate that female police officers possess unique skills, such as empathy and resilience, which foster a culture of shared leadership. The study concludes that integrating these competencies can enhance both community service and the work environment in security forces, while also contributing to the literature on police leadership by offering a new perspective on the influence of feminine characteristics in public security organizations.
