    Água da chuva e desenvolvimento local: o caso do abastecimento das ilhas de Belém

    Water is a natural resource of significant economic, social, environmental and in many cases also cultural. Regions are suffering water shortages, both in quantity and quality. The Amazon, ironically known as a reserve of water resources, is also hostage to the lack of access to clean drinking water. The water supply in the islands of Belém is poor and propose alternatives that will ensure access to decent water quality is a major challenge. In this sense, the objective of this study is to evaluate the feasibility of the use of rainwater for potable supply in the islands and Grande and Murutucu as a way of promoting local sustainable development. For this, we carried out to characterize socioeconomic survey of the forms of water applied in the area, as well as analysis of the perception of the riverine and the use of rainwater, according to aspects of acceptability and interest in acquiring. It was found that 43% of riparian needs are remedied by buying potable water coming from wells (not proven), which spends about 11% of family income, spending more than the residents of Belém with water. Still on supplies nearly 20% consume water from the river. The investigation revealed that the Grande Island about 45% of the population being treated through the water, another area in this figure is 30%. It was found that 61.4% of residents of Grande Island are in favor of consumption of rainwater, since the island Murutucu portion corresponds to 50.4%. The aspect that inhibits the use of rain water is the taste. Although environmentally and socially viable, the proposed system proved financially unfeasible since most of the population earn less than a minimum wage, thus the system is partly possible.

    Residents of the islands of Belém and the regions of the islands close to it have several similarities, such as the isolation and precariousness of public services, especially in terms of access to drinking water, negatively impacting health, quality of life and local development. In this context, it appears as an alternative to joint public actions, carried out by the government, third sector, private initiative, with the direct participation of the community, through the adoption of social technology for the use of rainwater. However, the solution to these problems will remain a utopia if these actions are not carried out in a planned, integrated manner and with local participation. Thus, this study presents the context of the SAAC system, analyzing its way of implementation, the integration between the parties involved (stakeholders), being outlined by stakeholder theory and combined with social network analysis (ARS), in addition to proposing a model of implantation flow to the PDCA cycle models. The research results showed that there is no standardization on the SAAC model, greater effectiveness in the initiatives of educational and research institutions, little integration between the parties, low effectiveness of projects with few studies, absence of a sanitation agency, low private participation, and the need for more research and more investment. Furthermore, it was found that the UFPA and GPAC stakeholders have the greatest centrality in terms of degree and centrality of intermediation within the SAAC system network, which are strategic for the good functioning of the network, given their extensive experience, especially in the Research phase.

    For better understanding the Belém's estuary physical aspects is a relevant factor for actions that may develop in the territory. The present study aimed to geodiversity diagnose to give subsidies to better use, exploitation and conservation of natural resources in Cotijuba Island in Belém-PA, thus indicating potential areas for the implementation of public policies mainly in infrastructure and Geotourism. To achieve the goals were made geodiversity aspects thematic maps with subsequent confirmation of the data in the field through raids on Cotijuba Island. Results obtained allow us to make abiotic resources diagnosis on the island, giving a small contribution to the development of public policy proposals with regard to infrastructure and Geotourism, in an attempt to contribute to the local development of Belém island region.

    The deployment of large enterprises in the Amazon has led to numerous environmental and social impacts in the municipalities that host them. However, the sustainable development concept has been helping with scientific bases ally the economic, social, institutional and environmental dimensions in the quest to meet the expectations of society, the development of instruments for measuring the degree of sustainable development. Thus, we sought through the use of the tool for measuring sustainability, the Barometer of Sustainability, assessing sustainability in the municipality of Tucuruı. This study was characterized as bibliographic and documentary research complemented with data collection in the field relative to water quality in the urban core Tucuruı. Using as reference the data relating to Para municipalities and environmental quality parameters (CONAMA Resolution 357/2005), the results indicate that Tucuruı is in a similar situation to Brazil, as other authors have shown, with the human dimension of sustainability indicating the need for government actions to improve indicators related to education and health. Additionally, the environmental dimension also requires investment and initiative to improve the indicators related to environmental sanitation (removal and proper disposal of household wastewater, collection and proper disposal of garbage) and restoration of vegetation cover.

    Diagnóstico de sistemas de aproveitamento de água da chuva em escolas rurais de Abaetetuba - PA

    To attend the water supply needs of schools and communities in the region of islands and lowlands in the municipality of Abaetetuba, a rainwater supply system was installed through the program “Cisterns in Schools”. This study aims the usability of rainwater collection and storage systems implemented through Program in communities on the islands and lowlands of Abaetetuba, as an alternative for water supply. The research is a qualitative approach, based in loco study and was conducted a forms application and visits to fulfill the field diary. The results showed that 96% of the participants claim to have received training for the systems maintenance and 74% reported that they use rainwater exclusively for consumption in schools. Although, the extract data diverge from this information, since it was identified that many systems are inoperative, or the community uses other sources of drinking water. From these data, a technical report model was produced and presented to the city hall, which acknowledge and systems functioning and usability overview and contribute to the improvement maintenance, conduction, and storage of rainwater for use in schools.

    After the publication of Law No. 11,445 / 2007, establishing the National Sanitation Policy, there was the need for federal agencies (Federal, State and Municipal) initiate a new position on the unsustainability of scenarios related to poor service coverage sanitation, leading to a series of losses to the environment, public health and the economy, preventing the promotion of well-being and quality of life. To ensure the implementation of that law at the local level, municipalities should draw oriented goals and actions for the expansion and universalization of water supply and sanitation by those measures involve the planning and formulation of Sanitation Municipal Basic Plan, which should be started with the construction of the diagnosis of the situation of each of the sanitation components. In this context, this study aims to contribute to the construction of Marapanim Sanitation Plan, municipality located in the northeastern region of Pará State, through a research and analysis on public services of water supply and sanitation. At the end of the study, a set of proposals to resolve the problems observed in each sector was suggested.

    This dissertation approaches the aggregate extraction activity for civil construction (sand and pebble) and its relationship with the local development in the municipality of Porto Grande, state of Amapa. The aim is to analyze what socio-environmental impacts were generated by the activity and whether the same has helped or contributed to the local development of this municipality. Mining is an activity that usually causes environmental degradation. In Brazil, there are reports of mining companies who worked in several regions without proper socio-environmental responsibility, with a history of abandonment, leaving behind degraded areas and communities with no prospects of a better future. This research discusses development with the concept of human development, which is considered by the UN as the fulfillment of a set of requirements of well-being and quality of life. For the research, a qualitative assessment of the impacts generated by the sand and pebble extraction on land and the pebble extraction in the bed of the Araguari river was made through the Environmental Impact Assessment (EIA), using the Interaction Matrix method, complemented with the Control List, adapted from previous studies. The interaction matrix identified the relationship of the actions developed in the activity with the environmental factors, and the control list showed the main socio-environmental impacts generated. The correlation of the mining activity with the local development was made from the relationship of social and economic data, as the IFDM, HDI and GDP per capita, with the CFEM. The data indicate that the activity itself has a certain influence on some social and economic indicators, notwithstanding, in areas where the extraction of aggregates occurs there is a large liability, causing an imbalance of the socioeconomic factors with the environment (Income, health and education). This research has supported the preparation of draft of the Term of Reference for the Degraded Areas Recovery Plan (PRAD), which will be submitted to the environmental licensing agency. This draft should be simple to understand and achievable by entrepreneurs, and easy to be monitored by the agency, supporting the execution of an activity with socio-environmental responsibility.

    The relevance of basic sanitation services to population health, the environment and development is widely recognized; However, problems related to the lack of these services and the existence of efficient public policies are recurrent in developing countries, such as Brazil, especially in poorer areas. In this context, the present work identifies the state of management of sanitation services provided in the island areas of the municipality of Belém-Pa, by collecting information provided by municipal officials and residents of the municipalities of Grande and Paquetá. islands, comprising the set of 39 islands that form together with the continental area, the territory of the municipality. Through this evaluation it was possible to identify the systematic absence of public power operating on the islands, as well as a set of potentialities that can lead to improvements in the management of sanitation services, and that include cultural characteristics that need to be considered for construction. public policies, financial and technical alternatives that enable the universalization of sanitation services in these areas.

    The main objective of this research is to analyze the implementation of water resources management by a river basin committee in the Amazon of Pará and the creation and performance of the Marapanim River Basin Committee (CBHRM). There is an institutional asymmetry among the regions of Brazil regarding the implementation of water resources management by basin committees, because the North region has the lowest percentage of its territorial area covered by committees, in relation to the other Brazilian regions and that is why the study of the creation of the CBHRM, the first in Pará, is justified. The research was guided by the interdisciplinary epistemological approach. The theory of commons and socio-ecological systems (SES) were used as theoretical and methodological contributions and the concept of Integrated Water Resources Management (IWRM). This research has a qualitative nature, a descriptive approach and it was decided to conduct it through the case study methodology. The methodological procedures of content analysis were used with the help of IRAMUTEQ. The results demonstrated the emergence of 6 classes of words, which were grouped into four categories. In the results presented by the ecological category, it was noted the combination between the variable of resource system and unit of resources, symbolizing, respectively, the Marapanim River Basin (BHRM) and its water resources. The category of actors was related to the organization and interests of the government, water users and civil entities in the creation of the CBHRM, which symbolizing the category of the governance system. The category of interactions and results demonstrated the role of CBHRM to structure itself as a new institution of participation in water management. The theoretical contribution of this research is based on the recognition that for the collective construction of the watershed as a socio-ecological system, its actors must share a common thought about the needs of an integrated management of water resources by a basin committee, aiming at local development. In addition, the research contributed in a practical way with SEMAS and CBHRM to the elaboration of the future plan of the Marapanim River basin through the technological product entitled "Participatory Diagnosis of the Socioecological System of the Marapanim River Basin". Another applicable contribution of this research is the technological product entitled "Technical Report of the Case Study of the Marapanim River Basin Committee", which is intended for the members of the collegiate, with a view to expanding knowledge for decision-making. It is concluded that the social actors of the Marapanim River basin, including water users and civil entities, have recognized their common socio-ecological problems and also the need for organization in the interest of transforming their political relations to favor the creation of their committee, which has limited decision-making power, reduced scope, results restricted to institutional formalization and still needs to mature the common understanding of its competencies and expand the scope of the their knowledge about the variables of the socio-ecological system of the respective basin, involving public actors.

    Indicadores de sustentabilidade para o município de Altamira-Pará: uma aplicação do barômetro da sustentabilidade

    It analyses through a series of sustaintable indicators, the setting for the sustainable development of the municipality of Altamira-PA. The Belo Monte hydroelectric project already causes transformations of environmental, social and economic order. As a way to operationalize the concept of sustainable development has encountered several methodologies that allow to identify processes and trends, make comparisons between nations and localities; indicate priorities for the formulation, monitoring and evaluation of public policies, contributing to the description and analysis of a particular reality. Thereby, the guiding questions coming from the participatory diagnosis of Local Agenda 21 of Altamira, the indicators were selected and applied Barometer of Sustainability. The result, based on a performance scale that include all the municipalities of Pará state, has determined it’s level of sustainability as "regular", ascertaining that the city of Altamira needs to develop and prioritize public policies in the areas of housing, sanitation and income generation. It is understood that this research can provide subsidy to the government, with regard to take the decisions that are required the development of more sustainable practices and actions.

    This paper presents the results of research on rural supply in the rural area of Bragança, which aims to identify patterns and water supply type in this area, because of the preliminary research using secondary data to identify that only a portion of 12% of rural households had access to supplies for general network of the municipality according to IBGE. Studies have been developed emphasizing the relationship between water supply, environmental education and / or health and public health, to strengthen the importance of the water supply by the municipal government and the population, as well as the relationships between production were addressed and the use of information and universal access to drinking water. Finally, a field survey was conducted to complement secondary information and investigate the distribution of water supply in rural districts and localities of the municipality territory.

    The study, in general terms, sought to develop a methodology that could contribute to a better decision making regarding the implementation of alternative water supply solutions in rural areas. Since these seek to provide access to potable water to rural dwellers, from the assembly of small alternative stations; reduce and / or eliminate water consumption directly from the river, which is often polluted and / or contaminated; better health conditions for the population. Through this work, the costs involved in the implantation were raised using the combined technique proposed by Tietenberg. Based on knowledge based on information available in the literature, effectiveness indicators were proposed in five dimensions of analysis and evaluation (social, operational, environmental and institutional political). The dimensions were based on those proposals in the literature for sustainable development analysis. And the selected indicators, in number of nine, were constructed using the theoretical scope from the studies developed by Dias and Guimarães. The methodology was applied to four alternative supply solution projects and the results were obtained from the cost x effectiveness ratio. It was found that the 'Hybrid' alternative solution is more cost effective in most scenarios, however in some scenarios it is necessary to apply a more weighted analysis to guarantee the efficiency in the implementation of alternative solutions. The proposal and the results obtained are relevant to enable decision-making mechanisms for the feasibility and financial application of water supply projects that guarantee access, quality, quantity, security and sustainable development to rural communities.

    Garret Hardin's (1968) understanding of the "tragedy of the commons" points to the need to effect the act or effect of managing the available natural resources, enabling the projection of a more sustainable future for present and future generations. In this sense, this work presents a brief characterization of local initiatives for the use of rainwater in the islands of the city of Belém do Pará, provides the systematization of data and information considering various aspects related to water use, stating that it is impossible to construct practices Addressing environmental issues in isolation. Therefore, the present research brings as an dissertation an ATLAS of the initiatives of use of rainwater in the estuary of Belém, considering issues related to the use of water in the various forms of appropriation of this natural resource essential to the promotion of local development. The ATLAS is constituted of a diagnosis presented by means of thematic maps, bringing the discussion questions related to "Spatial distribution of initiatives of use of rainwater; Systematization of data using the Geographic Information System (GIS); Information management and environmental quality; Management of natural resources and social technologies ". The study considered as an object of analysis, initiatives for the use of rainwater in the context of 9 (nine) islands of Belém. It locates and describes 4 different models of rainwater harvesting, among a population of approximately 3,046 Inhabitants, of which 90% do not have access to basic public services such as water supply through the general network, domestic waste collection and sewage systems via the general network. It also presents models of rainwater use integrated with the use of river water and wells located in regions close to the islands, showing an important example of systemic management of water resources, actions aligned, consciously or not, with the National Water Resources Policy. It concludes that the initiatives identified are in line with the objectives and guidelines proposed in the Municipal Master Plan of Belém and presents a thematic diagnosis that reveals a situation of social and environmental risk due to the lack of basic sanitation services to the local community. As a contribution, in addition to providing the Atlas in sigweb format, this research proposes the use of the Atlas as a tool to assist environmental management instruments, demonstrating how the use of GIS through the Atlas can contribute to the management of natural resources considering the various themes Which involve the use of social technologies in the search for sustainability in water consumption in the city of Belém do Pará.

    The use of natural resources irrationally has caused a growing concern in all regions of the planet. It suggests strategies that reconcile development with preservation of these resources makes up the main challenge of environmental management. Water resources to be widely used and essential life management need to ensure its maintenance. In the municipality of Irituia, located in northeastern Pará, the human action on the natural landscape, including the riparian (Permanent Preservation Area), for agricultural, grazing or logging, has caused serious environmental and socioeconomic problems such as siltation of rivers, isolating communities, damage caused to the constant flooding of rivers, among others. The local population, along with the municipal public power, recognize the environmental and social damage caused in various communities in the municipality with years of deforestation, so this research may provide insights for development of the management plan in the Irituia river basin providing instruments and actions educational partner to reverse the degradation and propose the recovery of this important ecosystem.

    The islands Grande and Murutucu (areas) as well as in other areas of the Amazon river, the villagers do not have basic sanitation, which contributes to end up ingesting water from rivers without any treatment or pay for water quality dubious, a fact that reveals the existence of a trade before the right to potable water. Consequently, in the absence of water quality, this research has the basic assumption that the systems of rainwater (SAAC), built by UFPA the islands of Bethlehem are sustainable because they respect local specificities. To prove this hypothesis, this study has adapted the method of the Barometer of Sustainability, defining five dimensions (environmental, social , economic, political - institutional and technical- operational) and their respective themes and indicators in order to support the evaluation of Social Technologies. The method of sustainability assessment revealed that, in general, are SAACs an intermediate position in relation to sustainability. The most positive contribution to this assessment comes from the political- institutional dimension, located in a potentially sustainable situation, confirming the potential of these technologies to boost rural development for local communities.
