    Corporação e economia local: uma análise usando Contas Sociais Alfa (CSα) do programa de investimentos da CVRD no Sudeste Paraense (2004 a 2010)

    The Southeast region of the state of Pará has been an extraordinarily dynamic area. The great cattle ranching projects financed by the SUDAM were implemented there the sixties, which confronted the old Brazil nut extraction structures and the expansion of family farming both spontaneous and induced, along with major mineral projects and gold mining prospectors. As parts of the process, important structural transformations took place reinforcing the role of the urban centers and their local rural bases in the logistics of new economic sectors conditioned by the formation of the mining economy. This mining economy was a result of the presence of the Vale do Rio Doce Company (CVRD), which has operated its north-system of ferrous metals based in Carajás since 1985. The article presents the results of an input-output analysis with button-up methodology that calculates the economic impacts of the investment program of CVRD from 2004 to 2010, on both the rural and urban local economy and also on the rest of Para State and of Brazil.

    Dinâmica agrária, instituições e governança territorial para o desenvolvimento sustentável da Amazônia

    Referring to the Institutionalist debate in economics, the article discusses institutional arrangements in the Amazon taking into account the structural diversity that characterizes the rural sector in the region. Based on the different patterns of relationships between technological trajectories, two large representative configurations of development conditions are established: i) rural economies based on agriculture and livestock, and ii) economies based on agroforestry systems. Comparing the results of agricultural censuses of 1995 and 2006 one finds, for each case, structural changes in the period and speed, fundamentals and impacts of growth are analyzed. Special attention is given to the institutional foundations of the processes. As a result, two large institutional arrangements are presented, one that has the “land market”, and another that has the rules of access to common resources of biomes and ecosystems as its core foundation. Formal institutional mechanisms operate in each territory and interact with these informal institutions, and that characterizes the prevailing territorial governance. As a conclusion, it is found that a practical implication of it is that development policies based on sustainability should seriously consider these distinctions.

    A economia colonial do Grão-Pará: uma avaliação crítica (1720-1822)

    Based on work of restoration of time series of some important economic variables that extend from 1720 to 1822, the paper aims to contribute to a vision of the Amazonian colonial economy that emphasizes the global context - it means a demonstrated ability to assert itself as sub-system of the Portuguese Colonial Empire in the context of world market. In discussing this capacity, the article evaluates the evolution of fundamental conditions of efficiency of the colony, considering them as determined by the peculiar features that assumed the local operation of the colonial project in Grão-Pará. These conditions, strongly characterized by the uniqueness of the natural foundations of the Amazonian biome, are evaluated in reference to the institutional changes that mark in time the trajectory of the regional economy and society.

    Electrocardiogram Performance in the Diagnosis of Left Ventricular Hypertrophy in Hypertensive Patients With Left Bundle Branch Block

    Background: Left ventricular hypertrophy (LVH) is an important risk factor for cardiovascular events, and its detection usually begins with an electrocardiogram (ECG). Objective: To evaluate the impact of complete left bundle branch block (CLBBB) in hypertensive patients in the diagnostic performance of LVH by ECG. Methods: A total of 2,240 hypertensive patients were studied. All of them were submitted to an ECG and an echocardiogram (ECHO). We evaluated the most frequently used electrocardiographic criteria for LVH diagnosis: Cornell voltage, Cornell voltage product, Sokolow-Lyon voltage, Sokolow-Lyon product, RaVL, RaVL+SV3, RV6 /RV5 ratio, strain pattern, left atrial enlargement, and QT interval. LVH identification pattern was the left ventricular mass index (LVMI) obtained by ECHO in all participants. Results: Mean age was 11.3 years ± 58.7 years, 684 (30.5%) were male and 1,556 (69.5%) were female. In patients without CLBBB, ECG sensitivity to the presence of LVH varied between 7.6 and 40.9%, and specificity varied between 70.2% and 99.2%. In participants with CLBBB, sensitivity to LVH varied between 11.9 and 95.2%, and specificity between 6.6 and 96.6%. Among the criteria with the best performance for LVH with CLBBB, Sokolow-Lyon, for a voltage of≥ 3,0mV, stood out with a sensitivity of 22.2% (CI 95% 15.8 – 30.8) and specificity of 88.3% (CI 95% 77.8 – 94.2). Conclusion: In hypertensive patients with CLBBB, the most often used criteria for the detection of LVH with ECG showed significant decrease in performance with regards to sensitivity and specificity. In this scenario, Sokolow-Lyon criteria with voltage ≥3,0mV presented the best performance. (Arq Bras Cardiol. 2017; 108(1):47-52).

    Indicadores de prioridade para políticas públicas dirigidas ao desenvolvimento sustentável na Amazônia: uma construção orientada a sistemas de produção do Nordeste paraense

    This article brings elements to estimate the hope of sustainability of present agrarian systems in the Amazonian. It makes a characterization of those systems and their productive and reproductive grounds in the Northeast Region, the most densely populated of the Pará State, and it builds indicators that incorporate, besides economical variables, variables that inform about the ecological efficiency. It intends to contribute with new perspectives for the discussions on socioeconomic development and to offer instruments to guide the institutions that decide for sustainability criteria.

    Lugar e significado da gestão pombalina na economia colonial do Grão-Pará

    The historiography on the colonial period in the Amazon involves an opposition between reality shaped by a colonial agricultural project and the occurrence of concrete situations of extractive economies, depending on the availability of capital to be applied in the main means of production: the black slave. So, a long period of scarcity of resources would have conformed a cycle of the extractive economy in the region dominated by the "drogas do sertão", replaced with an agricultural cycle as the very result of Pombal's management. This period would be the turning point for a dynamics determined by agriculture, which improved on by world market situations, particularly those linked to the independence war in the USA, would find significant limitation only with the emergence of the new cycle centered on extractive rubber, which began around the second half of the XIX century. The results discussed here do not show that Pombal's period is the moment when finally the foundations of the Amazon economy were established. In fact, it was a vital and creative time for a trajectory, which even though started almost ¾ of a century before, imposed itself marking the reforms of the period, which in turn conditioned indelibly the history of the region.

    The dynamics of the rural economy in the Amazon has been observed through the phenomenon of deforestation and evaluated primarily by environmental risks and inequalities in distribution. The article indicates possibilities of change and, at the same time, demonstrates the obstacles to overcome. Starting from the observation of the agrarian economy of the region as a totality in motion, it establishes the foundation of the development on six technological trajectories, explaining the asymmetries of capacity between them in the context of their relations with institutions. Among these, special focus is led to the mediations that ensure production and land market. Regarding the latter, the article indicates policy measures to constrain it.

    Mercado e potencialidades dos produtos oriundos de floresta secundária em áreas de produção familiar

    This article highlights the role of store of value and of agent foster of rural income of secondary forests, also known as “capoeira” (brushwood), often confused with degraded areas, with no economic or ecological function. The importance of the secondary forests - which increasingly dominate the scenario of family agriculture of the Brazilian Amazon – as a productive factor here was studied through the identifi cation and description of the supply chains of products from secondary forest and opportunities for development of these chains for farmers in the municipalities of Bragança, Capitão Poço and Garrafão do Norte. The established supply chains are simple, and the main products identifi ed are grouped into categories of fruit, timber, derived from animal and medicinal plants. It was concluded that the secondary forests proved to exert a key role in maintaining biodiversity and in the regeneration of anthropized ecosystems, and contribute in the income of farmers.

    O momento, os desafios e as possibilidades da análise econômica territorial para o planejamento do desenvolvimento nacional

    The article aims to contribute to overcoming the challenges regarding the capacity of analysis and action for regional and territorial development. In order to do so, it discusses the relationship between knowledge and planning - between science and science-based action. Following an analysis of this relationship, during the period prior to the prevalence of the New Public Management theories in which the conditions leading to the failure of the postwar development planning strategies are investigated, we ask ourselves if any developments in the sciences of society that may offer grounds for planning a development based on growth, equity and sustainability have been seen. From there, this article explores the possibility that theories of endogenous and sustainable development (TESD) can support new planning processes. The main focus, in this task, is placed on the concepts of clustering, technological trajectories, value chains, and local and regional economies.

    PATH dependency e a transformação agrária do bioma amazônico: o sentido econômico das capoeiras para o desenvolvimento sustentável

    The “capoeiras” - altered soils by antropic action that are in expontaneous process of regeneration of its forest covering - are component of the rural landscape of great meaning in the Amazonian. In the last Agricultural Census, the areas of capoeira amounted 4,5 million hectares in the whole North Region of Brazil. A increasingly important literature considers such areas indicator of decadent and unsustainable rural economies, on which rises a pressumably efficient and sustaintainable livestock for meat production. This article tries to establish the different capoeira’s types that exist in the Amazonian’s rural economy, relating them to the different production forms, whose systems are dinamicaly expressed as competitive technological paths. On that base it demonstrates a) that part of those areas results of positive changes in the productive systems that produce “capoeiras” with great regeneration capacity - being associated, therefore, to important innovations for the development of the Region in a perspective that incorporates criteria of environmental sustainability; b) that the types of “capoeiras” that indicate land degradation, because of their low regeneration capacity, associate to the cut livestock, which has been presenting structural difficulties of technical modernization. The article indicates also that the prevailing institutional environment, favoring the systems that produce degraded “capoeira” in detriment of those that produce “capoeiras” of fast regeneration, can arrest (to take it into a lock-in) the agrarian economy of the Region in the worst solutions in economical, social and ecological meaning.

    Políticas de contenção de desmatamento, produção e mercado de terras na Amazônia: um ensaio sobre a economia local do sudeste paraense usando contas sociais alfa (CSα)

    The current discussion on avoiding carbon emission associated to agricultural use of land needs a more systemic approach, whether in regard to the economic flows properly and their interactions, whether in terms of the institutional environment that ensures them. Given that avoiding deforestation schemes implicate resources input-output throughout local economies and broader economic context, it seems fundamental to discuss what are the final impacts of those flows. The basic questions are: a) how such policies, starting from the rural sectors, will affect final demand, the value of the production and the variables of value added all over the economy and b) how variations in the economy affect the forms of use of natural resources and, therefore, deforestation itself. Related to institutions, the article puts special emphasis on defining the market for land, because it is the core of vital issues. The article uses an ascending model to generate input-output matrices for local economies based on primary products, where works a market for land, incorporates an algorithm of carbon balance, finds the multipliers of the economy of Southeastern Pará and simulates four situations of policies on avoiding deforestation. The main conclusion is that policies for avoiding deforestation will probably have a hard time if not part of macro development policy on local level.

    Questão agrária e macropolíticas para a Amazônia

    THE STRATEGIC statements of the PT Government that started in early 2003 reaffirm the need for the country to develop based on the expansion of the domestic market, model that, in your general lines, is guiding internal discussions and political performances of the PT since long. They place, however, two innovations of great meaning: the guarantee of a macroeconomic stability as presupposition of the development and the environmental sustainability as its attribute. The combination of those three elements produces great challenges for the Federal Government and thus could generate inconsistencies among the solutions thinking Brazil as a whole and the peculiar conditions of the Amazon subject. It urges to explain such inconsistencies and to indicate modes to overcome them.
