Item Acesso aberto (Open Access) Planejamento, participação popular e gestão de políticas urbanas: a experiência do projeto de macrodrenagem da Bacia do Una (Belém-PA)(Universidade Federal do Pará, 2005-06-20) PORTELA, Roselene de Souza; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837In this work we analyze the popular participation role in the urban political planning and management of the city of Belem, using the “Bacia do Una Macrodrenagem” Project (Una basin macro drainage project) as reference. We also try to recognize the popular participation process in the Macrodrenagem Project, as well as its dynamics, composition, articulation, and actions, which both direct and are directed by the State; we analyze the importance and consequences of such popular participation in the Project, trying to understand the strategies of popular sectors and their eventual contribution for the project development. We try to identify whether the popular organization remains active during the conclusion stage of the physical public works, as well as the advances and difficulties regarding their inclusion in the urban political planning and management through the Una Project. The project itself was conceived in the 80’s aiming at cleaning the low parts of the city – a problem most people hoped would be solved by public administration. Basic sanitation in the area had become extremely critical for all elected governments, and they have not done much to solve the crisis, conducting only a few corrective and palliative measures, without solving major problems for the population, such as flooding, inexistent drainage systems, damaged bridges, etc. The situation elicited popular organization struggles in order to overcome such poor conditions, demanding effective action from public administration, as well as popular participation in the city management. The methodology used was bibliographic and documental research, direct observation, and field research conducted between 2004 and 2005 with 100 community organizations, distributed among 9 city districts (within the Macrodrenagem Project area), where questionnaires were answered in order to assess the insertion process as well as the importance, advances and difficulties of popular participation in the Project. The Una Project technical staff and leaders were interviewed. Some results of the data analysis showed that popular participation had an important role in the Project implementation, and intervened in the project actions through popular organization and pressure on state government. Another important result was that, in the final stage of the Project, popular organizations created a Management Council, showing the importance of past experiences with community struggles, changing mobilization strategies through popular sectors training programs, which lead them to think the city as a whole, identifying the elements where social contradictions usually emerge.Item Acesso aberto (Open Access) Políticas habitacionais em cidades amazônicas: Belém e São Luis na perspectiva comparativa(Universidade Federal do Pará, 2011) PORTELA, Roselene de Souza; CASTRO, Edna Maria Ramos de; http://lattes.cnpq.br/4702941668727146This work analyzes the management models of housing policies implemented in the Amazon s cities, particularly in Belém (PA) and São Luís (MA), as well as the impacts on the city spatial organization and the relation with the existent social and spatial segregation. Emphasis is given to the challenges faced by urban management in the two cities and how the State deals with social problems. We intend to go beyond spatial exclusion forms and use a social and spatial approach in order to evaluate the potential transformation that might be linked to daily practices in the city, which ought to be acknowledged as legitimate actions by public policies. In order to achieve our goal, we use a theoretical construction to gather information on housing policy in Brazil and in the Amazon region. It is therefore necessary to analyze the urban space construction and housing, based on the capitalist logic, which had a great concentrating and excluding influence in the urban development of the two Amazon cities, resulting in a social and spatial segregation process. The study was carried out through a comparative method, allowing us to identify the differences and similarities between two management experiences in the housing policies applied in two municipalities of the Amazon region, Belém and São Luís. The study focuses on housing policy planning and management processes, targeting social contradictions and intervention strategies. Therefore, the methodological procedures used in this work are: bibliographic and documental research, statistical data collection; interviews with experts and management staff from governmental institutions related to housing programs or projects; and direct observation. The results lead us to conclude that, regardless the management model used (technocratic or participative), the housing policy has not shown structural advances. Therefore, the actions implemented by programs/projects did not contribute to reduce the social and spatial segregation pattern and did not change the housing concept in those two cities.Item Acesso aberto (Open Access) Questão fundiária e sucessão da terra na fronteira Oeste da Amazônia(2008-12) BENATTI, José Heder; CASTRO, Edna Maria Ramos de; HURTIENNE, Thomas Peter; SANTOS, Roberto Araújo de Oliveira; PORTELA, Roselene de SouzaIn Brazil, in the second half of the 20th century, several state land organizations were created, which tried to solve the growing confl icts for lands. One of the main objectives of these state land organizations was to garantee the access to the rural property, that is, to make that the largest number of people could have a piece of land to work. Another role was that of the management of the public patrimony. However, in practice, one noticed that the management summed up more in incorporating the devoluted lands into the patrimony and then transferring them to private people, than in thinking about a policy in which the way of use and management of the natural resources would be defi ned by the institutes of lands. We tried to show this issue related to the production of several forms of land conflicts linked to the performance of the state land organizations, as well as the understanding of these confl icts in a new legal and political conjuncture, since it is necessary to define, in the governmental organizational structure, which one is the state organization or the instance responsible for the execution of the land policy, for management of the natural renewed resources and, principally, for the devoluted lands. The analysis of the land situation and of the confl icts in the area of Br-163 (Cuiabá-Santarém Road) is highlighted in how the visualization of the land structure is important for the elaboration of a strategic plan of a social, economical and ecological ordering.
